MXDP 14-3001 ATFP Construct West Gate ID Check Area
1. INTRODUCTION
The current West Gate Entry Control Facility/Access Control Point (ECF/ACP) does not meet the current security requirements of the Uniform Facilities Code (UFC). The deficiencies include:
No traffic calming features prior to accessing the ECF/ACP Lack of ballistic protection at the existing guard shack Single identification entry lane Deficient area lighting Lack of restroom facility at the guard shack
Within the below documents, the following shall be consistent. When “the Government” is mentioned, it is a representation of the Project Manager (PM), the Contract Administrator (CA) and the Contracting Officer (CO). When “the Contractor” is mentioned, it is a representation of the prime contractor, all sub-contractors, and all other parties working with/for the prime contractor.
2. GENERAL SCOPE
The Contractor is responsible for the demolition of existing facilities as identified. The Contractor is responsible for construction of the new ECF/ACP at the West Gate entrance including any necessary construction work phasing. The Contractor shall provide the Government with a new road, a new gatehouse and ID check area, a new canopy plus all associated utilities, complete and fully functional based on the 100% design documents provided including items listed in this Statement of Work (SOW).
2.1 General Requirements
The Contractor shall investigate existing conditions and obtain all necessary data through research, reconnaissance and surveys, as required to complete this scope of work. All work must be compatible with Laughlin’s existing systems and meet minimum requirements. It is the Contractor’s responsibility to identify all requirements. All work shall be in compliance with current UFGS, UFC, AFIs, International and Local Codes, Design Specifications, and Division 01 Specifications. In the event of conflicting requirements, the most stringent shall take precedence.
2.2 Training
The Contractor is required to complete OPSEC training IAW AFI 10-701. Proof of completed training must be provided to the OPSEC Signature Manager or the OPSEC Coordinator. The Contractor shall not be allowed access to critical information prior to submittal.
2.3 RGEC Related Work
This paragraph is for Contractor informational purposes. The Contractor shall coordinate with Rio Grande Electric Cooperative, Inc. (RGEC) for all related electrical infrastructure work owned by RGEC. The Contractor shall approach RGEC as a utility service for all primary power requirements and shall be responsible for all costs incurred by RGEC. The Contractor shall coordinate with RGEC to determine the point of demarcation for secondary power. RGEC responsibilities shall include:
Removal of the bollard lights owned by RGEC Removal and installation of street lights owned by RGEC Upgrading existing transformer to meet new requirements
2.4 Communications Coordination
Contractor shall coordinate with Frontier Communications such that they can relocate their lines/cables without impacting the overall construction schedule. Frontier shall be responsible for all costs associated with the relocation of their own lines/cables.
2.5 Contract Line Item Number (CLIN) Bid Proposal Breakout Requirements
This project shall require three separate CLIN breakouts for construction work requirements.
The Contractor shall submit their bid proposal in accordance with these specified breakout areas:
2.5.1 CLIN #1 – Construct Gatehouse: All infrastructure work to include but not limited to:
2.5.1.1 Demolition of the existing guardhouse
2.5.1.2 Demolition of the existing canopy structures
2.5.1.3 Earthwork for the guardhouse/canopy structure
2.5.1.4 Landscaping for the guardhouse/canopy structure
2.5.1.5 Water and electrical utility installation/hookup for the guardhouse/canopy structure
2.5.1.6 Foundation construction for the guardhouse and canopy structure
2.5.1.7 Signage for the guardhouse/canopy structure
2.5.1.8 Structural components (masonry, metal framing, etc.) for the guardhouse and canopy structure
2.5.1.9 Door and window installation for the guardhouse
2.5.1.10 Roofing for the guardhouse and canopy structure
2.5.1.11 Ceiling construction for the guardhouse
2.5.1.12 HVAC construction for the guardhouse
2.5.1.13 Electrical wiring within the guardhouse/canopy structure
2.5.1.14 Communications infrastructure installation for the guardhouse/canopy structure
2.5.2 CLIN #2 – Repair Roadways: All infrastructure work to include but not limited to:
2.5.2.1 Demolition of the existing roads and pavements as required
2.5.2.2 Grading of the roads and pavements on the site
2.5.2.3 Earthwork for the roads and pavements on the site
2.5.2.4 Pavement horizontal construction for the roads on the site
2.5.2.5 Striping for the roads on the site
2.5.3 CLIN #3 – Site Improvements: All infrastructure work to include but not limited to:
2.5.3.1 Demolition of the existing site and utilities as required
2.5.3.2 Grading of the site
2.5.3.3 Earthwork for the site
2.5.3.4 Landscaping for the site
2.5.3.5 Storm water system construction for the site
2.5.3.6 Water and electrical utility distribution for the site
2.5.3.7 Water and electrical utility installation/hookup for the site
2.5.3.8 Signage for the site
2.5.3.9 Fence construction on the site
2.5.3.10 Roller gate construction on the site
2.5.3.11 Door and window installation for the guardhouse (specifically the portions that are for meeting anti-terrorism/force protection standards)
2.5.3.12 Exterior lighting for the guardhouse/canopy structure/site
3. DESCRIPTION OF WORK
The Contractor shall provide all labor, equipment and materials to perform all work based on the 100% design documents provided by the Government and items stipulated in this SOW. The Contractor shall restore the construction site area to its original or better condition upon construction project completion.
4. WORK NOT IDENTIFIED IN 100% DESIGN
4.1 Electric Drinking Fountain (EDF)
The Contractor shall provide and install a complete and fully functional wall-mounted electric drinking fountain (EDF) with single bubbler, bottle filler, filtered and refrigerated (Elkay Model: LZS8WSSK or equal) outside the restroom area. See Attachment R, EDF Location Sketch.
Electrical Outlet
Contractor shall provide and installed GFCI electrical outlet on the wall below the EDF with matching cover plate as recommended by manufacturer.
Water Supply and Drain Piping
Contractor shall provide and install cold water supply and drainage piping that are compatible with unit selected as recommended by manufacturer.

4.2 Tying new sewer line to existing septic system
The connection from the new sewer line to the existing septic system is not fully designed in the 100% design documents. The Contractor is responsible for providing the necessary work to complete the connections and meet UFC and all applicable regulatory requirements. The Contractor shall present the proposal to the CO for approval.
4.3 Monaco Brand Fire Alarm Panel
The fire alarm detection and notification system shall be Monaco brand fully addressable, controlled and monitored by a Monaco fire alarm control panel with the capability to fully interact with the current Monaco D-21 fire alarm receiving equipment located in the Emergency Communications Center (ECC) of Building 344. The Contractor shall provide complete turnkey programming of supervisory sensors, actuators, smoke detectors, heat detectors, manual pull stations, notification appliances, etc. and the front end to allow for all control functionality to be available at the fire alarm receiving equipment Control Panel. The functionality shall include but not be limited to database (programming and points) viewing and editing, graphic viewing, commanding and editing, scheduling of control functionality, central alarm monitoring, information collection, and trend logging and analysis and point-to-point communication between all devices, fire alarm control panel and fire alarm receiving equipment.
4.4 New Prefabricated Insulated Metal Roof Panel System
All roofing shall be factory prefabricated insulated metal roof panel systems with concealed fasteners. The gatehouse requires flat roofing panels; the canopy requires curved roofing panels. The Contractor shall use only panels that are compatible with and match the shape of each roof design. The Contractor shall ignore any references to “standing-seam metal roof”.
All references to the roof shall be insulated metal roof panel system only.

4.5 Alternate 1
Omit alternate 1. No estimate is needed for this bid option.
4.6 Alternate 2
Keep alternate 2 and provide estimate for associated work as described. The Government will determine whether to exercise Alternate 2.
4.7 Concrete Strength
The Contractor shall use minimum 4,000 psi compressive strength (at 28 days) per Table 16 of Attachment T, Geotechnical Engineering Study, in lieu of the 650 psi flexural strength requirement as listed in the design drawings.
4.8 VCC (a.k.a. DCC) Operations
The intention is to keep the Visitors’ Control Center, VCC (also known as the Defense Control Center, DCC) fully open and functional during the entire construction duration. Should a closure be necessary, the Contractor shall submit a written request to the CO 5 days in advance in order to avoid scheduling conflicts and/or any interruption of services for the VCC.
4.9 TRANE HVAC System
The Contractor shall install a Trane brand name air conditioning system. Trane brand is the only approved HVAC system to be used for this project.
5. INFRASTRUCTURE WORK
It is imperative that the Contractor keep the closure of the West Gate to an absolute minimum during construction. A one-time scheduled gate closure is optimal. However, if this cannot be achieved, the Contractor shall submit a schedule of all gate closures 30 days in advance to the CO for approval. The Contractor shall maintain all gate closures to the shortest time frame possible without impacting or compromising quality and scheduling of work. The Contractor shall submit a detailed plan and construction schedule for Government review and approval before any submittals approval or commencement of Work.
6. CONSTRUCTION/SITE REQUIREMENTS
6.1 Working Hours
All work shall be performed during normal duty hours (0730 – 1630) Monday through Friday. Work shall not be performed during federal holidays or AETC Family Days (refer Division 01 Section 1.8.1).
Requests may be placed to work outside of the normal duty hours, but shall be submitted to the CO three days in advance for approval.
Contractor shall be expected to work outside the normal duty hours, accelerated schedule, or weekends in order to keep the shutdown of the West Gate to a minimum. Phasing for both demolition and construction shall be anticipated. Contractor shall meet and coordinate with the Government for an acceptable schedule prior to commencement of any work.
7. CONTRACT INFORMATION
7.1 Period of Performance
This project shall require two Notices to Proceed (NTP).
- NTP 1 shall have a PoP of 60 days for the submittals, orders and receipt of materials phase.
- NTP 2 shall have a PoP of 210 days for the demolition and construction of the project.
7.2 Deliverables
The Contractor shall refer to Division 1 Specifications for deliverables requirements.
