About this file

This is Addenda #5 to an Invitation for Bids (IFB) issued by the Metropolitan Area Planning Council (MAPC) on behalf of the Metro West Regional Services Consortium, representing eight Massachusetts municipalities: Ashland, Hopkinton, Millis, Natick, Needham, Sherborn, Southborough, and Wellesley. The addendum, issued September 30, 2026, provides critical bid opening logistics and clarifications on material specifications. The bid opening is scheduled for October 8, 2026, at 3:00 PM Eastern Time via Zoom meeting, with connection details and meeting identification provided. The addendum addresses three vendor questions regarding specifications: clarification that fiber mulch specifications conform to MassDOT Standard Specifications and referenced state specification book standards (M6.04.04 Wood Fiber Mulch); confirmation that washed and winter sand specifications are detailed in sections E and G of the IFB Specifications documents with reference to MassDOT standard specifications M2.01.7 for fine aggregates; and guidance on completing bid pricing forms, specifically distinguishing between line items with estimated quantities (to be included in bid totals shown in red) and line items marked "as needed" (which may receive unit pricing but will not be extended or included in the award total calculation).

The addendum clarifies that unit prices preceded by "@" symbols indicate pricing for future work without currently estimated quantities and must not be extended in calculations, though they may be used to assess bid reasonableness. Bidders are instructed to calculate bid totals only from line items with assigned estimated quantities. These specifications and pricing clarifications are essential for vendors to prepare compliant bids within the established IFB framework for public works services and materials across the six categories and eight municipalities through December 31, 2027.

2. Vendor Question:

Clarification on the “Fiber Mulch” spec, I can’t locate in the documents but can find

M6.04.04 Wood Fiber Mulch in the State spec book?

Answer: For questions on line items without a detailed description please refer to page 3 of the MW 2027 PW1_IFB Specifications form where it notes the following passage under the

“General Specifications” section:

https://us06web.zoom.us/j/83908375224?pwd=JdlE0fe8zwx4MbXayLXFbmwlBMqzb8.1 https://us06web.zoom.us/j/83908375224?pwd=JdlE0fe8zwx4MbXayLXFbmwlBMqzb8.1&mynotes=on https://us06web.zoom.us/j/83908375224?pwd=JdlE0fe8zwx4MbXayLXFbmwlBMqzb8.1&mynotes=on https://us06web.zoom.us/launch/jc/83908375224 https://us06web.zoom.us/meetings/83908375224/invitations?signature=rxEvUOYrF1PiTGwHtUi4-13PE_bSV-31nsJDBCWqVFc https://us06web.zoom.us/meetings/83908375224/invitations?signature=rxEvUOYrF1PiTGwHtUi4-13PE_bSV-31nsJDBCWqVFc

Unless otherwise noted in these specifications, all materials and work under any resulting contract or contracts shall be in conformance with the latest Editions of:

MassDOT Standard Specifications for Highways and Bridges Supplemental Specifications, and Standard Special Provisions.

3. Vendor Question:

There are no bidders on both Washed Sand (E) and Winter (L), looking at the spec provided, it does not allow for a washed manufactured sand, natural coarse bank sand only.

Answer: Sections E and G of the MW 2027 PW1_IFB Specifications documents will cover the specifications for Washed and Winter sand. See also MassDOT standard specifications

M2.01.7 for fine aggregates.

4. Vendor Question:

In the Bid Total boxes, there are some in red (as needed) and some in black (as needed), in red are we to put the “unit price” in the red box? There is no quantities to total.

Answer: On page 17 of “MW 2027 PW1_IFB Instructions for Bidders – Final” the following is stated:

c. Unit prices preceded by “@” indicate a bid that will serve as the price for work Towns need to do at a later date, but have not indicated quantities at this time. DO NOT EXTEND these calculations. They will not calculate into the award amount, but may be used to determine the reasonableness of a bid.

Pricing for any line item with “as needed” in the price column can bid assigned a price, but there are currently no estimates available from the consortium and will not be added to total for award. For the red “total” cells, only add the line items pricing from line items that have an estimated quantity assigned to it. These line items will be calculated for the total during bid award.
