Monroe Public Schools Fire and Intrusion Alarm System RFP Summary
This is a Request for Bid (RFB) issued by Monroe Public School District in Monroe, Michigan, for the replacement of an existing intrusion alarm system across 19 district buildings. The district seeks bids for both wired and wireless fire and intrusion alarm systems with integration into the existing Monitor Cast Security platform for access control. Vendors are encouraged to submit options for equipment purchases or leases, 24/7 monitoring services, and add-on monitoring for boiler temperatures, water sensors, chiller and cooler temperatures, and server room temperature. The system should accommodate multiple zones across the district's buildings, which collectively require protection for approximately 214 door sensors and multiple bay doors. The pre-bid meeting and site walkthrough is scheduled for May 19, 2026, with a deadline for questions on May 22, 2026. Sealed bids must be submitted by 1:00 p.m. on May 26, 2026, at the Monroe Public Schools Administration Building, with bid opening at 2:00 p.m. the same day. The district requires installation completion before August 31, 2026, when school begins, with work coordinated around summer school operations at specific facilities. Bids remain binding for 90 days from the opening date, and final award is pending approval from the MPS Board of Education.
Pricing must include all shipping, labor, installation, cabling, equipment removal, permits, licenses, inspections, and testing costs for both hardware and 24/7 monitoring services. Vendors must submit detailed itemized project costs with quantity, part numbers, unit costs, and labor breakdowns separately for purchase and lease options. The district will evaluate bids using a rubric weighted 40 percent for cost, 30 percent for features and integration, 10 percent for vendor capability and references, 10 percent for site visit and design, and 10 percent for implementation timeline. All contractors and subcontractors must comply with Michigan's Prevailing Wages on State Projects Act and submit state project registration and certified payroll records. A minimum one-year warranty on labor and materials must include firmware and software updates. Vendors must provide two references for similar projects and describe ongoing support and maintenance options separately from the initial bid cost. The district specifically seeks DMP XR150 Network systems or comparable alternatives with dual-SIM cellular communicators and network/LAN communication capabilities for each building panel.
