Summary

This is a Request for Proposal (RFP) issued by the State of Missouri Office of Administration, Division of Purchasing for Independent Verification and Validation (IV&V) services related to the MOVERS (Missouri Vital Enterprise Resource System) project. The solicitation, numbered STATE 0000000496SL and issued July 20, 2026, seeks a qualified contractor to provide objective third-party oversight of the MOVERS implementation, a statewide enterprise resource planning system built on Oracle Cloud infrastructure designed to replace legacy systems including SAM II, BRASS, and JD Edwards. The contract period runs from the effective date through June 30, 2028, with a proposal submission deadline of August 14, 2026 at 2:00 PM Central Time via the MissouriBUYS electronic portal. The IV&V contractor will operate under a dual-reporting governance structure, functionally reporting to the MOVERS Oversight Committee while administratively reporting to the MOVERS Program Executive, and must maintain strict independence from implementation vendors (Mythics and Accenture), project management vendors, and other stakeholders. Key personnel required include a full-time Project Manager, two full-time Senior Business and System Analysts (one for Finance, one for HCM/Payroll), and a Technical System Architect, all of whom must be dedicated exclusively to this engagement and based on-site in Jefferson City, Missouri during core business hours, with remote work available only with prior written approval.

The contractor must meet minimum experience qualifications including at least ten years in business with seven years of IV&V experience in the public sector, with specific expertise in complex ERP implementations for entities comparable to Missouri in size and complexity (annual budget of at least $4 billion and minimum 10,000 full-time equivalent employees). Pricing shall be firm and fixed as specified on Exhibit B, with all costs including labor, equipment, and facilities provided by the contractor unless otherwise specified. The state has reserved the right to reject any key personnel due to conflicts of interest and imposes liquidated damages of $25,000 per unauthorized removal of key personnel and $1,000 per business day for failures to replace key personnel within 15 calendar days. The contract includes two optional one-year renewal periods at the Division of Purchasing's sole discretion. No site visits or bidders' conferences are specified in the RFP. Vendors must achieve "Approved" registration status in MissouriBUYS and "Spend Authorized" status to be considered for award, and the contract prohibits vendors who are currently providing ERP implementation or project management services from bidding as prime contractors or subcontractors to avoid conflicts of interest.

INTRODUCTION AND BACKGROUND INFORMATION SECTION

Introduction:

Purpose: This document constitutes a request for competitive, sealed proposals for the provision of Independent Verification & Validation (IV&V) as set forth herein for the Office of Administration (OA) (hereinafter referred to as “state agency”).

Minimum Experience Qualifications: There are minimum experience qualifications in the RFP (See Section 2.2, Minimum Experience Requirements in Section 2: Scope of Work).

Titles: Titles of paragraphs used herein are for the purpose of facilitating reference only and shall not be construed to infer a contractual construction of language.

Due to conflict of interest the same vendor awarded for the Project Management services cannot be awarded for the IV&V services (to be bid separately). Vendors are CAUTIONED that if proposing for both RFPs then the mandatory award determination question on Exhibit E: Methodology, Approach, and Work Plan must be completed with their proposal submission on both RFPs to identify award preference.

Background Information:

The MO (Missouri) Vital Enterprise Resource System (MOVERS) program is the State of Missouri’s initiative to implement a modern, enterprise-wide system for Financials, Human Resources, Budget, Procurement, and other critical services needed to support all three branches of government. The MOVERS system, which leverages Oracle Cloud’s Enterprise Resource Planning (ERP) platform, will replace legacy statewide administrative systems such as SAM II, BRASS, and JD Edwards. MOVERS is to make information more easily accessible, produce data-driven insights, and significantly reduce manual or duplicative processes, providing enhanced functionality for staff and leadership alike.

Critical Events: The following represents key events relevant to the MOVERS’ project history. This is not an exhaustive list:

FY2018—Funds appropriated to procure software and implementation services to replace existing systems FY2019/FY2020 —Procurement methods defined and requests for proposals (singularly “RFP”) prepared for release FY2021—Software RFP released, evaluated, and awarded to Mythics to provide Oracle Fusion Cloud as the State of Missouri ERP System Replacement.

FY2022—System implementor RFP released, evaluated, and awarded to Accenture as the system implementor.

FY2023 – System development and implementation ongoing FY2024—Budget Hybrid Go-Live FY2025—Budget, Vendor Registration, Learning Management, & Solicitations Go-Live as the system of record.

FY2026 – Secondary IV&V contract awarded to Guidehouse, replan with four-phase implementation timeline approved by MOVERS Oversight Committee (“OSC”).

Current Status of the MOVERS project:

Replan Phase - In 2025, pursuant to Section 5.045 of CCS SCS HCS HB 5 (2025), the State of Missouri issued a competitive Statement of Work (SOW) utilizing the Statewide Management Consulting Services Qualified Vendor List (QVL) (CS241367 series) to obtain the services of a secondary IV&V vendor to provide an independent assessment and reporting on the status of the MOVERS project. As a result of the independent assessment, the MOVERS project was placed on pause and entered a replan phase.

In consultation with the secondary IV&V, the MOVERS project team assessed the status of the MOVERS project and presented various replan options to the newly formed MOVERS OSC.

In May 2026, the MOVERS OSC approved the following Replan option. Additionally, Attachment 1 provides a high level overview of the MOVERS Governance and Schedule for the Replan.

Release 1: Recruit, Core HR, EDMCS Release 2: EPM Restructure, GL, Fixed Assets, AP, AR, Inventory, Costing, Purchasing, Budget Ctrl, Expenses, Manufacturing, Order Management, Cash Mgmt. 0. Technical Glossary:

MOVERS: The Missouri Vital Enterprise Resource System project, including all associated software, hardware, infrastructure, and implementation services.

MOVERS Oversight Committee: The senior strategic governance, oversight, and advisory body for the MOVERS program. The Committee is comprised of statewide elected officials, cabinet-level department directors, legislative members from the Missouri General Assembly, and representatives from the Judicial branch. The membership is subject to change based on elections, appointments, and positional responsibilities. The OSC’s purpose is to provide unified strategic direction, build consensus, and make recommendations on major program decisions. Its oversight is distinct from the operational and day-to-day management of the project. Its function is to provide governance recommendations on matters such as significant budget, schedule, and scope changes. The implementation of the OSC's recommendations is carried out by the state official or entity holding the proper constitutional or statutory authority. For the purposes of this contract, the OSC is the principal body for strategic guidance and governance endorsement, while final contractual and administrative authority rests with the State’s designated contracting official, the MOVERS Program Executive. Due to this dynamic and high-level composition, the IV&V contractor must operate with the highest degree of impartiality and must remain entirely independent from any political, personal, or internal project influence to ensure its findings and actions are objective and beyond reproach.

MOVERS Program Executive: The individual with delegated administrative and contractual authority over this contract. The Program Executive is responsible for contractual compliance, vendor onboarding, resource management, issuing contractual direction, accepting deliverables, and the final administrative approval of invoices and payments.

Project Management Team (State PMT): The State PMT consists of the state lead teams that report to the MOVERS Program Executive. This consists of the state functional leadership teams (i.e. finance, payroll, HCM), state technical leadership team, and state OCM leadership team. The group responsible for the day-to-day management and coordination of the MOVERS implementation. This team is comprised of State employees and may be supported by a contracted Project Management Team Vendor. The IV&V contractor shall coordinate with the State PMT, but the State PMT does not have the authority to override the independent findings of the contractor or the directives of the MOVERS Oversight Committee.

Implementation Vendor (System Integrator): The third-party entity (or entities) contracted by the state to design, configure, develop, and implement the MOVERS system.

Project Management Team Vendor (PMT Vendor): A third-party entity contracted by the state to assist the State PMT with the daily management, coordination, and administrative execution of the MOVERS project. The IV&V contractor shall review and validate the artifacts and processes produced by the PMT Vendor but must take no direction from them.

Independent Verification and Validation (IV&V): The systematic set of oversight activities designed to provide an objective, third-party assessment of the MOVERS project’s health, technical quality, and adherence to requirements.

Independence / Objective Oversight: A state of operation where the IV&V contractor maintains no financial, organizational, or personal ties to any other project stakeholder, including but not limited to the Implementation Vendor, the PMT Vendor, Oracle and its affiliates, state team members, or any member of the MOVERS Oversight Committee. This includes a strict contractual obligation to provide unvarnished, factual assessments and "pushback" to the state, regardless of the potential impact on any other party.

Executive Session(s): The MOVERS Oversight Committee may convene executive sessions to receive candid, independent briefings from the IV&V contractor. The MOVERS Program Executive is permitted to attend these sessions to ensure alignment between strategic oversight and contractual execution, unless the MOVERS Oversight Committee requests a meeting outside the presence of the Program Executive. Any such session, and any determination to close the session to the public, will be conducted in accordance with Missouri Sunshine Law (Chapter 610, RSMo.).

Artifacts: Any document, code, test plan, schedule, report, or data produced by the Implementation Vendor, the PMT Vendor, or the State PMT that is subject to review, verification, or validation by the IV&V contractor.

Functional Acceptance: The formal, written endorsement by the MOVERS Oversight Committee confirming that a deliverable meets the program's strategic, quality, and technical standards. This endorsement is a prerequisite for the deliverable to be considered for final contractual acceptance by the MOVERS Program Executive.

Project Management Deliverables: This includes all written work product, reports, trackers, schedules, plans, dashboards, meeting materials, and other written work products required by the Contract, approved work plan or written direction from the MOVERS Program Executive (or designee).

Project Management Services: This includes but is not limited to meeting facilitation, coordination of project participants, maintenance of project management artifacts, tracking of risks, issues, decisions, corrective actions, deliverables, stakeholder coordination, and governance and m management services necessary to support MOVERS execution, governance, reporting, transparency and accountability.

Accuracy of Background Information:

Although an attempt has been made to provide accurate and up-to-date information, the State of Missouri does not warrant or represent that the background information provided herein reflects all relationships or existing conditions related to this RFP.

****END OF INTRODUCTION AND BACKGROUND INFORMATION SECTION****

SCOPE OF WORK SECTION

Core Service Requirement: The contractor shall provide independent verification and validation services to support the successful implementation of the MO (Missouri) Vital Enterprise Resource System (MOVERS) for the State of Missouri.

Dual Reporting Governance Model: To ensure a separation between project oversight and contract administration, the contractor shall operate under a mandatory dual-reporting structure. Functionally, the contractor shall report to the MOVERS Oversight Committee, which serves as the principal source of strategic project direction and provides governance endorsement (Functional Acceptance) of deliverables. Administratively, the contractor shall report to the MOVERS Program Executive (or its designee), who is the primary point of contact for all contractual matters, including the Administrative Approval of invoices for payment. For daily project activities, the contractor shall coordinate with the State PMT but is not bound by any PMT instructions that conflict with the contractor’s independent assessment or affirmative direction from the MOVERS Program Executive or MOVERS Oversight Committee.

Guiding Principle of Independence: The contractor shall understand and agree that the primary value of Independent Verification and Validation (IV&V) lies in its absolute objectivity. While the contractor is expected to collaborate constructively with all project participants, the contractor must maintain strict independence at all times.

The contractor’s fundamental obligation shall be to provide the state with straightforward, factual assessments of project health, risks, and deliverable quality. The contractor must proactively identify technical flaws, process failures, or schedule risks and escalate them appropriately, regardless of the preferences, positions, or potential financial impact on any other project stakeholder, including but not limited to the State PMT, the ERP Implementation contractor(s), the Project Management contractor, ERP Solution contractor and its affiliates, secondary oversight entities, or any other state team members or vendors. The state relies on the contractor to serve as an objective "early warning system" and explicitly empowers the contractor to challenge assumptions and push back against project decisions that jeopardize the successful implementation of the MOVERS system.

Collaboration with Concurrent Oversight Entities: To the extent the state or other governmental bodies engage concurrent oversight entities, the contractor shall coordinate and collaborate with them. As directed by the MOVERS Program Executive, this coordination may involve sharing non-confidential project data, aligning data request schedules, and participating in joint briefings to establish a single source of truth and reduce the burden of duplicate requests on project teams.

While the contractor must maintain its independent judgment at all times, the contractor must review the findings of any such concurrent oversight entities when provided by the state. In the event of a material disagreement between the contractor's assessment and the findings of another oversight entity, the contractor shall proactively document the technical or methodological reasons for the divergence and present this analysis to the MOVERS Oversight Committee including best practices. The contractor shall not alter its independent findings solely to achieve consensus. Instead, the contractor shall proactively:

Conduct a Professional Consultation: Initiate a meeting with the concurrent oversight entity to understand the technical or methodological basis for its divergent finding.

Submit a Divergence Analysis Report: If the disagreement persists, the contractor shall submit a formal report to the MOVERS Oversight Committee prior to the next scheduled meeting. This report must:

Clearly state the specific finding(s) in dispute;

Detail the contractor’s independent finding and the supporting evidence; and Provide a professional analysis explaining the technical or methodological reasons for the divergence (e.g., differences in data sets, audit timing, or evaluation standards).

The contractor must understand and agree that the MOVERS Oversight Committee holds the final authority to resolve conflicting oversight findings. The contractor’s role shall be to provide the necessary technical clarity to enable the MOVERS Oversight Committee to make a timely and informed final decision.

Contractor as Single Point of Contact: The contractor must function as the single point of contact for the state agency, regardless of any subcontract arrangements established by the contractor, including assuming responsibility and liability for all problems relating to all services provided. The state agency will not hold the contractor responsible or liable for any subcontractor/third party relationships established by the state agency outside of the contract. The state agency will assume the responsibility of all contractual relationships established outside the MOVERs independent verification and validation services contract to ensure the third parties’ performance do not impact the contractor’s ability to perform the requirements of the contract.

Independent Contractor Status: The contractor must represent himself or herself to be an independent contractor offering such services to the public and shall not represent himself/herself or his/her employees to be an employee of the State of Missouri. Consequently, the contractor shall understand and agree that the individual consultants provided by the contractor shall not be utilized on any project in such a manner that conflicts with U.S. Internal Revenue Service and/or U.S. Department of Labor laws and regulations pertaining to distinctions between employees and contractors.

Provision of Resources: Unless otherwise specified herein, the contractor shall furnish all material, labor, facilities, equipment, and supplies necessary to perform the services required herein.

Contractor Experience Requirements: The contractor must meet or exceed the following minimum experience requirements at the time of proposal submission and for the duration of the contract:

Contractor Experience: The contractor must have been in business for a minimum of ten (10) years and shall have a minimum of seven (7) years’ experience in providing IV&V services in the public sector (federal, state, local government). Experience with Oracle Fusion Cloud Finance and HCM applications for a public sector entity is highly desirable.

The contractor must have completed a minimum of three (3) public sector IV&V projects within the last seven (7) years that each demonstrate the experience required below:

The IV&V projects must have been a complex ERP system enabling Financial Management and/or Human Resources and Payroll for a multi-year, enterprise-level project for a public sector entity comprised of numerous agencies/departments/business units that operate independently in program mission yet also have some common business functions.

The public sector entities for the three referenced projects must be of a comparable size and complexity to or larger than the State of Missouri. For the purposes of this RFP, “comparable size and complexity” is defined as an entity with an annual budget of at least $4 billion and a minimum of 10,000 full-time equivalent employees.

Team Qualifications and Requirements:

General Staffing Provisions: The contractor must provide a team of senior, experienced professionals to execute this engagement.

State Approval of Personnel: The contractor must provide resumes for all proposed contractor key personnel for review and approval by the MOVERS Program Executive. The state reserves the right to interview any proposed staff member prior to acceptance and to reject any individual deemed unsuitable.

Staff Replacement: Should any key personnel need to be replaced after acceptance, the contractor must propose a replacement with equal or greater qualifications within ten (10) business days. The proposed replacement shall be subject to the state's interview and approval process.

Key Personnel and Minimum Qualifications: The contractor shall provide dedicated personnel to lead the services required herein. The contractor’s Project Manager, the two Senior Business and System Analysts, and the Technical Architect shall be allocated full-time. For the purposes of this RFP, “Full-Time” is defined as a 100% dedication of the individual’s professional time and effort to this contract. These individuals shall not be assigned to any other project or client and must be available to the state during core business hours of (7:00 AM to 5:00 PM CST), Monday through Friday, excluding state holidays. The Technical System Architect must be available as needed, but the proposed allocation may be less than full-time, provided the contractor demonstrates how all technical oversight duties shall be successfully met.

Project Manager:

Experience: The project manager must have a minimum of twelve (12) years of IT project management experience, including a minimum of seven (7) years specifically in an IV&V leadership role. The project manager must have hands-on experience with requirements management, user acceptance testing, and project health analysis on large-scale public sector ERP projects. The project manager must have knowledge of complex ERP systems enabling Financial Management and/or Human Resources and Payroll. Experience with Oracle Fusion Cloud is highly desirable.

Executive Communication: The project manager must have demonstrated experience presenting findings and risks directly to executive-level steering committees or oversight boards.

Certification: The project manager must hold a current Project Management Professional (PMP) certification from the Project Management Institute (PMI) or an equivalent certification (e.g., PgMP, PRINCE2).

Senior Business and System Analyst – Finance (1 Full-Time Position): The contractor’s senior business and system analyst shall be dedicated to the oversight of all ERP/Financial modules (e.g., Accounts Payable, General Ledger, Grants Management).

Experience: The senior business and system analyst must have a minimum of seven (7) years of experience as a business or systems analyst on complex ERP projects, with a specific focus on public sector financial processes. The senior business and system analyst must have hands-on experience with requirements traceability and user acceptance testing on at least two prior government ERP implementations. Experience with Oracle Fusion Cloud Finance applications is highly desirable.

Senior Business and System Analyst – HCM/Payroll (1 Full-Time Position): The contractor’s senior business and system analyst shall be dedicated to the oversight of all HCM/Payroll modules (e.g., Core HR, Benefits, Time & Labor, Payroll).

Experience: The senior business and system analyst must have a minimum of seven (7) years of experience as a business or systems analyst on complex ERP projects, with a specific focus on public sector Human Resources, payroll regulations, and labor laws. The contractor shall be responsible for all associated costs. The state reserves the right to require evidence of compliance or a formal attestation regarding the results and the contractor’s background check process for audit purposes.

Security Training: All contractor personnel must complete the Office of Cyber Security (OCS) training before gaining access to the state network.

Conflict of Interest and Organizational Independence

General Prohibition: The contractor shall be responsible for ensuring its full compliance with all applicable federal, state, and local laws, regulations, and executive orders concerning ethics and conflicts of interest, including but not limited to Chapter 105, RSMo. The contractor shall warrant that no financial, organizational, personal, or political conflict of interest exists that would impair, or appear to impair, its ability to provide objective oversight. This prohibition on conflicts shall extend to any relationship between the contractor (including its parent/subsidiary entities, personnel, and subcontractors) and any of the following parties: the ERP Implementation contractor, the Project Management contractor, Secondary IV&V, Oracle and its affiliates, any of their respective subcontractors, key state team members, or any member of the MOVERS Oversight Committee.

Post-Award Personnel Conflict Screening. Following the award of the contract, the State will provide a list of contractors, key state project personnel, and oversight committee members. The contractor must screen their proposed project staff against this list and immediately report any potential conflicts of interest. To facilitate this review, the contractor must submit a brief "Personnel Conflict Disclosure" for each proposed staff member. This submission must include the individual's full name, employment and key client history for the past three (3) years, and a disclosure of any personal, financial, or professional relationships with any individual on the State's roster. The State reserves the sole right to reject any contractor staff member due to a real or perceived conflict. If a conflict is identified, the State may, at its sole discretion, allow the contractor to submit a formal Mitigation Plan. Any such Mitigation Plan, and the State's acceptance of it, must be mutually agreed upon and executed formally in writing by both parties. If a staff member is rejected, the contractor must propose a replacement with equal or greater qualifications for the State's approval, at no additional cost. Failure to provide an acceptable, conflict-free team in a timely manner may result in cancelation of the contract.

Compliance and Disclosure: The contractor’s obligation to maintain a conflict-free team is a continuous requirement throughout the duration of the contract. The State will periodically provide the contractor with an updated roster. Whenever the contractor intends to add new personnel or substitute existing staff, the contractor must submit the required "Personnel Conflict Disclosure" for the proposed individual prior to their assignment to the project. No new personnel may commence work, access project materials, or bill hours to the State until the State has reviewed the disclosure and provided explicit written approval. Failure to submit these disclosures for new personnel, or the discovery of an undisclosed conflict during the contract term, may be grounds for immediate removal of the staff member and potential contract termination.

The IV&V contractor shall validate the effectiveness of any executed plan but shall not take ownership of its execution.

Escalation. The contractor shall escalate any high-severity risks, critical findings, or systemic concerns directly to the MOVERS Program Executive and the MOVERS Oversight Committee in a timely manner.
