About this file

Summary

This is a Special Provision for Maintaining Traffic issued by the Michigan Department of Transportation (MDOT) for a construction project on Interstate 69 in Eaton County, Michigan, spanning Eaton, Carmel, Walton, and Bellevue Townships. The provision establishes comprehensive traffic control requirements for maintaining traffic throughout the project from approximately South of Island Highway to the Calhoun County line, with the Construction Influence Area extending to intersecting roads and ramps including E Lansing Road, E Shepherd Street (M-50), E Clinton Trail (M-50), S Cochran Road, Ainger Road, and Butterfield Highway (M-78). The contractor is required to implement traffic control utilizing specified maintaining traffic typicals (M0020a, M0060a, M0100a, M0900a, and M1040a), maintain a minimum of one lane of traffic at all times in each direction, and provide advance notification of at least five business days prior to implementing lane closures and major traffic shifts. The provision specifies detailed traffic restrictions for both northbound and southbound I-69, including shoulder closures allowed 24 hours daily and single lane closures limited to 7:00 a.m. to 6:00 p.m. weekdays, with prohibitions on work during defined holiday periods (Fourth of July and Labor Day) and special events (Olivet move-in weekend, Eaton Rapids Air Festival, Charlotte Frontier Days, and Calhoun County Fair). The contractor must develop and submit an Internal Traffic Control Plan at the preconstruction meeting, coordinate operations with adjacent contractors, and comply with local government permits.

Payment for maintaining traffic will be based on the maximum number of units required by the engineer at any one time for the entire project, with quantities estimated for two concurrent single-lane closures of three miles each. Traffic switch operations are exempt from lane rental assessments or liquidated damage assessments for eight hours per switch. The contractor bears all costs associated with traffic control devices, coordination with emergency services and transit agencies, maintaining devices during storm events, removal and redeployment of devices except for approved extensions, and compliance with the approved Internal Traffic Control Plan. The provision includes detailed specifications for traffic control devices including channelizing devices, temporary signs, Portable Changeable Message Signs (PCMS), temporary barriers, and impact attenuators, with all devices required to meet MMUTCD standards and ATSSA quality guidelines. A separate special provision addresses NTCIP-compliant PCMS requirements, including furnishing and operating solar-powered LED display units capable of three-line messaging with 18-inch characters legible at 200 to 1,000 feet, GPS equipment, cellular connectivity with minimum 20 MB/month data plan, remote control software, security requirements, and operator training.

10. Coordinate work such that no two adjacent interchange ramps that operate in the same direction are closed simultaneously unless otherwise approved by the Engineer.

11. Obtain all necessary permits from local governments within areas of local jurisdiction, including noise/dust ordinance waivers when required, prior to placing construction signing on local roads. The Department will reimburse permit costs in accordance with subsection 107.02.A of the Standard Specification for Construction. Adhere to all requirements made by local maintaining agencies regarding placement of traffic control devices prior to closing lanes on roadways not under MDOT jurisdiction.

e. Traffic General.

1. For any lane open to traffic, provide a minimum lane width of 11 feet with 2 feet of shy distance on both sides unless identified otherwise on plans.

2. Do not close lanes where work can be accomplished with a shoulder closure. Do not occupy any part of the active traffic lane with personnel or equipment when utilizing a shoulder closure. Place lane closures only in areas as show on the plans unless otherwise directed by the Engineer.

3. A speed reduction will be used. The work zone speed limit on I-69 will be 60 miles per hour (mph), 45 mph where workers present.

4. Repair, at no expense to the Department, any damage done to staging area, signs, or any road surface due to the Contractor’s operations.

5. Develop and submit to the Engineer an Internal Traffic Control Plan (ITCP) per subsection 104.11.B of the Standard Specifications for Construction. Submit the ITCP at the preconstruction meeting. The Engineer will have 7 calendar days to review the ITCP for approval or provide comments for revisions required to obtain approval. At a minimum, the ITCP must include the proposed ingress/egress locations for construction equipment and vehicles, traffic control devices that will be utilized to warn the motoring public of ingress/egress locations, and measures that will be taken to ensure compliance with the ITCP.

Access for construction vehicles between the travel lanes and work areas will be restricted to specific locations (this includes the workmen’s private vehicles). The number of access points and their locations will require the prior approval of the Engineer. Ensure that the ITCP minimizes conflicts between construction vehicles and motorists and maintains overall safety and mobility within the work zone. No work may begin prior to approval of the ITCP. Additional time required to obtain an approved ITCP will not be cause for delay or impact claims. All

UNIV:AMC 5 of 8 07-30-2019 costs associated with obtaining an approved ITCP, providing and executing all parts of the approved ITCP including required traffic control devices, or resolving an incomplete or unacceptable ITCP will be borne by the Contractor. No full or partial payments will be made for minor traffic devices until the Contractor’s ITCP is approved.

6. The Engineer will be responsible for notifying emergency services, transit agencies, law enforcement and schools prior to any lane closures, detours or major traffic shifts. In addition, the Contractor will be responsible for working with and complying with any coordination that is necessary with the Department and emergency services, transit agencies, law enforcement and schools. All costs associated with these coordination efforts will be considered included in the pay item “Minor Traf Devices”.

7. All costs associated with maintaining devices during/post a storm event are considered included in the “Operated” item for the traffic control devices.

8. Remove all temporary traffic control devices from MDOT right-of-way during any shut down periods unless needed for directly maintaining or channelizing traffic. No additional payment will be made for removal and/or redeployment of these devices except for in the case of an approved extension of time.

9. Cover or remove construction signing that refers to work zone speed when work at a location is planned to be inactive for a period greater than 2 days, unless otherwise specified on the plans or as directed by the Engineer.

10. Once work is initiated that includes any lane restrictions, that work must be continued daily until completed. A lack of work activity for more than 3 days will require the removal of lane closures at no expense to the Department.

f. Unique Project Traffic Control Requirements.

1. Work is permitted on both northbound and southbound concurrently. However, no concurrent work which would cause conflicting ramp closures and detours will be permitted.

2. Close and detour entrance and exit ramps when mainline work is in the outside lane within the limits of the ramp.

3. Stage ramp work such that allowable closure period of the ramp for ramp patching occurs while the ramp requires closure for mainline work, as described above. More than one ramp closure period will not be permitted.

g. Traffic Control Devices. Ensure all traffic control devices are in accordance with the

MMUTCD and must meet the “acceptable” criteria as defined in the ATSSA publication entitled “Quality Guidelines for Temporary Traffic Control Devices and Features” at the time of initial deployment and after each major stage change.

1. General.

A. During non-working periods, any work site with uncompleted work must have applicable advance signs and channelizing devices at specific locations, as directed by the Engineer, at no additional cost to the Department.

UNIV:AMC 6 of 8 07-30-2019

B. Notify the Engineer 24 hours in advance of when traffic control devices are being delivered to the project site, to allow for initial inspection of devices to take place.

C. Remove from the project site all traffic control devices (including detour signing) no longer needed for a particular operation and equipment for construction within 14 calendar days of reopening the shoulder/lane/roadway.

2. Channelizing Devices.

A. Channelizing devices required for this project are as shown in the contract unless otherwise directed by the Engineer.

B. Ensure all devices have sufficient ballast to prevent moving or tipping. If moving or tipping occurs, place additional ballast, as directed by the Engineer, at no additional cost to the Department. No more than two ballasts are allowed on each channelizing device.

C. Do not use caution tape on this project.

3. Temporary Signs.

A. W8-26 (RUMBLE STRIPS) signs are included in the quantities to place on roads in advance of areas where traffic is shifted on a shoulder containing rumble strips.

B. Fabricate, install, and remove temporary sign overlays on existing signs with the pay item for Sign, Type B, Temp, Prismatic, Furn. Attach the overlay in accordance with subsection 812.03.D.2 of the Standard Specifications for Construction.

C. Use typical M0950a MOD for an exit ramp treatment with a freeway lane closure.

D. Include (8) W20-1 (ROAD WORK AHEAD) signs in the quantities, to place on ramps in advance of construction areas as the Engineer directs.

E. Place (4) W20-15b (WATCH FOR TRAFFIC BACKUPS/BE PREPARED TO

STOP) signs at locations designated by the Engineer.

4. Portable Changeable Message Signs (PCMS’s). Use PCMS’s to warn traffic of upcoming and changing traffic control during the life of the project. Obtain approval from the Engineer for all sign locations.

A. Install PCMS’s and make them operational a minimum of 7 calendar days prior to the start of work, unless otherwise directed by the Engineer. Messages displayed on the PCMS’s must conform to MDOT’s policy on PCMS’s. Notify the Engineer if displaying a different message then those listed below for the project.

B. Do not leave PCMS’s with a blank screen within the clear zone of any roadway at any time. Remove the PCMS or display flashing dots in each corner of the screen when there is no message to display. Update the PCMS messages at the end of each work period to reflect current traffic lane restrictions.

UNIV:AMC 7 of 8 07-30-2019

C. Display the following two messages (prior to work on I-69)

Display the following two messages (prior to ramp closures)

Display the following two messages (during work on I-69)

Display the following two messages (during ramp closure)

5. Temporary Barrier (TB) and Impact Attenuators.

A. Mobile attenuators (MA’s) have been included in this project. If the Contractor elects to work at more locations than this number allows, additional MA’s must be supplied at the Contractor’s expense.

3. Temporary Pavement Marking.

A. Remove conflicting pavement markings, pavement markings in taper/transition areas and other markings as directed by the Engineer, for operations occupying a location longer than 3 days. Durable markings in these areas should be covered rather than be removed.

B. Quantities for temporary tape to be placed during paving operations are based on

4-inch strips, 4 feet long, spaced at 50 feet center to center for lane lines.

C. When Type R or NR tape is used, ensure that all temporary pavement markings adhere to the pavement surface until permanent markings are installed.

D. Complete temporary pavement markings in each stage prior to shifting traffic as directed by the Engineer.

E. Replace all existing pavement markings that are removed for traffic control or obliterated during construction.

h. Measurement and Payment. The estimate of quantities for maintaining traffic is based on signing and related traffic control devices required utilizing the attached typicals. Payment for traffic control devices will conform to Subsection 812.04 of the Standard Specifications for Construction as well as FUSP 12S812N, unless otherwise specified.

1. Payment for quantities used to maintain traffic will be based on the maximum number of units required by the Engineer at any one time for the entire project and have been estimated based on the restrictions in this provision. The quantities have been set up so that 2 single lane closures, each 3 miles in length, may be under construction simultaneously.

2. Payment for temporary signs will be made based on the maximum square foot of dissimilar sign legends in use at any one time during the project.

3. MDOT will not pay for additional traffic control devices required for the Contractor’s convenience.

4. The Contractor will not be compensated for any unused quantities of traffic control devices.

5. Quantities for traffic control devices are included for the safe movement of traffic throughout the project site and shall be as originally specified in the contract, or as directed by the Engineer. Additionally, the Contractor’s attention is directed to responsibilities for safety of the public and project personnel as required in Subsection 104.11 of the Standard Specifications for Construction.
