About this file

This is a consultation letter from Hill Air Force Base (AFB) requesting tribal input on an Environmental Assessment (EA) for a housing expansion project. The Department of the Air Force, Headquarters 75th Air Base Wing (AFMC) is proposing to construct 22 additional housing units within Housing Area A at Hill AFB in Davis County, Utah. The housing area is part of the National Register-eligible Hill Air Force Base Historic Housing Area District and Cultural Landscape, which is significant for its role during the Interwar through Cold War periods.

The proposed new housing units have been designed to match the architectural style of existing structures within the District, featuring primarily brick construction with wood siding on gables in structures west of Aspen Street. Despite design efforts to maintain visual consistency, Hill AFB has determined in consultation with the State Historic Preservation Officer that the project will constitute an adverse impact to the District due to changes in visual and spatial design, which are contributing elements to the historic area. Hill AFB is inviting tribal consultation and commentary on the draft EA. Recipients should direct questions to Amanda Burton, Chief of Environmental Branch and Installation Tribal Liaison Officer, at (801) 775-3647 or amanda.burton.7@us.af.mil, or to Anya Kitterman, Cultural Resource Manager, at (801) 586-2464 or anya.kitterman@us.af.mil. The letter includes a location map and the draft Environmental Assessment as attachments.

Subject : Historic Housing Area A – Housing Expansion Environmental Assessment

Dear <<Greeting>>, Hill Air Force Base (AFB) is proposing a project to construct 22 additional housing units within Housing Area A, Hill AFB, Davis County, Utah (Attachment 1). The housing area is part of the National Register eligible Hill Air Force Base Historic Housing Area District and Cultural Landscape (the District) in relation to its role during from the Interwar through the Cold War periods. Due to the nature of the undertaking, Hill AFB has determined that the addition of 22 new units to the District requires the development of an Environmental Assessment (EA).

The proposed work includes constructing 22 new housing units within the District. The new units have been designed to match the look and feel of the current structures within the District (Attachments 2 & 3 - Proposed Unit Designs); however, they will still add a more modern and more clustered feel to the area. The new housing will primarily be brick with some wood siding on the gables on the structures west of Aspen Street where Building 1130 is currently located. This use of wood elements is in line with current structures which have certain wood features.

The visual and spatial design of the area are contributing elements to the District and through consultation with the State Historic Preservation Officer, it was determined that the work will constitute an adverse impact to the District.

Hill AFB would like to invite you to consult and comment on the draft EA (Attachment 2). Should you or your staff have any questions, please contact myself at (801) 775-3647 or amanda.burton.7@us.af.mil or Anya Kitterman, Cultural Resource Manager, at (801) 586-2464 or at anya.kitterman@us.af.mil.

Sincerely

AMANDA C BURTON, NH-III, DAF

Chief, Environmental Branch Installation Tribal Liaison Officer
