About this file

This is a Statement of Work (SOW) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide Cultural Resources Management technical support to Hill Air Force Base and the Air Force Civil Engineer Center. The contract will be issued through individual Firm-Fixed-Price Task Orders derived from unit prices established in the base contract, with the Government obligated only to the minimum guarantee specified and no obligation to order services beyond that minimum.

The SOW establishes two primary service areas. Service Area 1 covers Cultural Resource Survey Support, including consultation support (drafting letters, coordinating meeting logistics, managing tribal travel payments), work plan development, research design, fieldwork and site recording with Traditional Cultural Specialists (TCSs), reporting, and data archiving for upload into the Digital Archaeological Record (tDAR) system. Service Area 2 encompasses Annual American Indian Meeting Support, including on-site tribal payment provision (cash or check) for travel, per diem, and honorariums, hotel invoice payment, and expense reporting with detailed documentation. All work must comply with Section 106 and 110 of the National Historic Preservation Act, Executive Order 13175, and relevant Department of Defense and Department of the Air Force instructions. Contractor personnel must include a Project Manager meeting Secretary of the Interior Professional Qualification Standards, and all TCSs must be designated by their respective tribal authorities. General requirements across all Task Orders include hosting kick-off meetings, submitting monthly progress reports, conducting quality assurance reviews, and maintaining tribal confidentiality. The contract points of contact are Anya Kitterman (Cultural Resource Manager) and Amanda Burton (Environmental Chief/Installation Tribal Liaison Officer) at Hill AFB.
