About this file

This is a Frequently Asked Questions (FAQ) document addressing contractor inquiries regarding solicitation FA820126R0010 for Hill Air Force Base tribal consultation and traditional cultural specialist survey services.

The project involves two primary objectives: conducting a traditional cultural specialist survey of approximately 300,000 acres within the Utah Test and Training Range (UTTR) in partnership with designated tribal cultural specialists, and providing expert consultation support at the Utah Department of Defense Annual American Indian Meeting. The anticipated IDIQ award date is approximately April 13, 2026, with order-specific performance periods. The survey will consist of approximately five fieldwork days focused on desktop review supplemented by site visits to assess viewsheds and significant cultural features, rather than serving as an intensive archaeological survey. Hill AFB will provide the Installation Tribal Relations Management Plan, Installation Cultural Resource Management Plan, known site information, past survey reports, and GIS boundaries to the selected contractor. Tribal consultation will initially request 30-day response windows for consultation letters, though timelines may be extended based on tribal requests or government determination. The contractor must facilitate follow-up communications to maximize tribal participation. No archaeological permits, cultural material collection, or housing of cultural materials are required. Hotel accommodations for the American Indian Meeting have already been booked, with the contractor responsible only for final costs. All questions must be submitted by March 27, 2026 at 10:00 a.m. MDT, and proposals must be submitted via email. The government intends to award based on Lowest Price Technically Acceptable criteria.

UTTR Tribal Meeting FAQs

1. What is the anticipated POP for the project? The IDIQ anticipated award date will be around 13 April and POP on orders placed off of the IDIQ will be order specific.

1. Task 1.B - will Hill AFB supply the Installation Tribal Relations Management Plan and the Installation Cultural Resource Management Plan to the contractor? Yes, both will be provided once a contractor has been selected.

1. Task 1.B - How many days will the consulting Tribes have to respond to the consultation request letters? We will initially request a response in 30 days; however, as tribal consultation does not have a legal time requirement, this may be extended on request or if the ITLO/CRM feel additional time is needed. In addition, the contractor would be tasked to facilitate follow up phone calls with tribes after the initial letter was sent to ensure maximum participation.

1. Tasks 1.C & 1.D: Will Hill AFB supply the required archaeology permits, all known site information, past survey reports, and GIS boundaries? This is not an archaeological survey, so no permits are required. Yes, this can be provided once a contractor has been selected. As the installation abuts other federal property, a search with the UT SHPO will still be required to ensure data from those agencies is also incorporated.

1. Task 1.E: How many fieldwork days/site visits are anticipated by Hill AFB? How many acres are within the shared boundary of the UTTR map? Anticipate ~5 field days, this study is meant to focus on a desk-top review, but it is understood that tribal specialists may need additional time on the ground to ensure viewsheds, significant features, etc are also understood. This is not meant to be an intensive level survey, rather the field work will include visits to potential significant sites and areas and provide an eyes on view of the landscape. The area has limited availability due to mission activities. There are ~300K acres within the proposed project area.

1. Task 1.E: Is there a cultural materials collection plan in place, or an agreement with the base and consulting tribes on what is culturally appropriate to collect if needed? If cultural material is decided necessary to collect, will Hill AFB house the material(s)? This is not an archaeological survey so no cultural materials should be collected.

1. Task 2: Does Hill AFB have a preferred meeting location or hotel for the AAIM? The rooms for the hotel have already been booked, so the contractor will only need to pay the final cost.
