About this file

This is a preliminary engineer's cost estimate for the Monroe Avenue Drainage Improvement Project in Escambia County, Florida, prepared in February 2026 as part of a CDBG-DR funded Hurricane Sally recovery initiative. The project encompasses repair and re-stabilization of 500 linear feet of damaged articulated block ditch, removal and replacement of an existing double 36-inch arch pipe culvert with a cast-in-place box culvert, roadway reconstruction including milling and resurfacing, curb and gutter installation, and permanent erosion control measures. The scope of work includes clearing and grubbing (4,488 square yards), earthwork excavation (795.8 cubic yards), asphalt milling and resurfacing (244 square yards), installation of FDOT Type D curb (356 linear feet), reinforced concrete ditch paving (1,025 square yards), culvert and endwall construction (81.3 cubic yards), drainage pipe installation and removal, sod installation (1,856 square yards), and rip rap placement (160 square yards). A mandatory pre-solicitation meeting for Construction Engineering and Inspection services is scheduled for March 11, 2026, with questions due by March 30, 2026 at 12:00 PM and CE&I proposals due April 6, 2026 at 10:00 AM.

The engineer's construction cost estimate totals $704,992.32, comprised of $489,334.06 in base construction work, $117,791.45 in Concrete Canvas materials and installation (specialized erosion control product), and a 20 percent contingency of $97,866.81. Unit pricing is derived from Escambia County's General Paving and Drainage Pricing Agreement valid January 1 through December 31, 2026, with Concrete Canvas costs based on an Energy and Environment LLC quote dated February 13, 2026. The estimated construction cost of $705,000 serves as the basis for calculating allowable Construction Engineering and Inspection service fees, capped at 7.5 percent of the construction cost per county preference. The project is funded through the Community Development Block Grant-Disaster Recovery (CDBG-DR HS005) program as part of Hurricane Sally recovery efforts. This represents preliminary planning at 60 percent design development stage, and the Monroe Avenue project is one of three regional drainage improvement projects (including Brickyard Road at $1.45 million and Oakfield/Palafox Area at $14.9 million) for which CE&I consultants will be competitively selected.
