About this file

This is a preliminary engineer's cost estimate for the Monroe Avenue Drainage Improvement Project in Florida, one of three CDBG-DR funded drainage projects managed by the state and local government. The Monroe Avenue project scope includes repair and re-stabilization of 500 linear feet of damaged articulated block ditch with additional roadside ditch re-grading and culvert replacement between Woodland Street and Well Line Road. The work encompasses surface preparation for Concrete Canvas overlay installation with sandbag ditch blocks, removal and re-grading of existing damaged concrete ditch, re-paving, slope re-grading to meet minimum clear zone requirements, removal and replacement of an existing double 36-inch arch pipe culvert with a cast-in-place box culvert and new straight end walls, and roadway reconstruction including milling, resurfacing, curb and gutter installation. The estimate includes numerous line items spanning site mobilization, clearing and grubbing, earthwork, asphalt work, concrete ditch paving, culvert and endwall construction, drainage inlets and pipes, erosion control measures, and landscaping.

The preliminary engineer's estimate totals $704,992.32, comprised of a base construction cost of $607,125.51 with an additional 20 percent contingency of $97,866.81. Unit pricing is derived from the Escambia County General Paving and Drainage Pricing Agreement valid January 1 through December 31, 2026, with Concrete Canvas material costs based on an Energy and Environment LLC quote dated February 13, 2026. Major cost components include culvert and endwall concrete work totaling $284,550.00, FDOT Type Reinforced Concrete Ditch Paving at $61,448.75, Concrete Canvas installation and materials at $76,053.30, and mobilization and traffic maintenance costs totaling $29,001.62. The estimate represents pre-60 percent plan development and is designated as preliminary in nature.
