About this file
This is a preliminary engineer's cost estimate for the Monroe Avenue Drainage Improvements project in Escambia County, Florida, prepared in February 2026 as part of a Hurricane Sally recovery initiative funded through the Community Development Block Grant-Disaster Recovery (CDBG-DR HS005) program. The project encompasses repair and re-stabilization of 500 linear feet of damaged articulated block ditch with Concrete Canvas overlay installation, removal and replacement of a double 36-inch arch pipe culvert with a cast-in-place box culvert, and roadway reconstruction including milling, resurfacing, curb and gutter installation. The scope includes multiple construction line items such as mobilization, clearing and grubbing (4,488 square yards), earthwork excavation and borrow materials (795.8 and 621.2 cubic yards respectively), asphalt paving (244 square yards), concrete ditch paving (1,025 square yards), drainage piping and inlet work, erosion control measures, and permanent stabilization features including centipede sod (1,856 square yards) and rip rap placement (160 square yards). A mandatory pre-solicitation meeting for the related Construction Engineering & Inspection (CE&I) Services solicitation is scheduled for March 11, 2026, with questions due by March 30, 2026, and CE&I service proposals due April 6, 2026.
The total construction cost estimate for the Monroe Avenue project is $704,992.32, comprising a construction subtotal of $607,125.51 and a 20 percent contingency of $97,866.81. Unit prices are derived from the Escambia County General Paving and Drainage Pricing Agreement valid January 1 through December 31, 2026, with additional pricing sourced from an Energy and Environment LLC quote dated February 13, 2026, for Concrete Canvas materials and installation totaling $117,791.45. The county's CE&I service contract preference establishes a maximum cost ceiling of 7.5 percent of estimated construction costs, structured as a "Not to Exceed" agreement based on hourly rates for full-time onsite inspections. Consultants previously awarded contracts for environmental assessment, design services, or owner's representative services on these projects are ineligible to bid on CE&I services. The preliminary nature of this estimate reflects pre-60 percent plan development status, indicating that final construction costs may be subject to adjustment as design plans advance.
