About this file
This document is a Questions and Answers (Q&A) file for the Munitions Material Handling Equipment (MMHE) Follow-on solicitation issued by the Department of the Air Force Life Cycle Management Center at Eglin Air Force Base. The Q&A addresses 23 vendor inquiries regarding proposal submission requirements, including details about page formatting, proposal volumes, font specifications, and contract specifics. Key clarifications include that proposals must be submitted via DOD SAFE, the total proposal page count is 24 pages, the Table of Contents counts toward page limits, and the contract will be a firm-fixed-price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) agreement.
Specific technical details reveal the solicitation involves JSM chocks designed for an MHU-141 trailer with vibration isolation, intended to support JSM munition transport cradles. The first delivery order will be for JSM trailers, with a required 90-day delivery schedule. The government emphasizes that while there are incumbent contractors, the JSM chocks are a new type of MMHE not previously awarded under existing contracts. Vendors are required to focus on technical and managerial approaches, with no authorized deviations from the solicitation requirements.

HEADQUARTERS AIR FORCE LIFE CYCLE MANAGEMENT CENTER (AFMC)
EGLIN AIR FORCE BASE, FLORIDA
DATE: 03 April 2025
Munitions Materiel Handling Equipment (MMHE) Questions and Answers (new questions are denoted by *)
1. Can we add cover page to each volume? Does it count as part of total pages?
You can add a cover page to each volume if you choose; however, that page will be counted as part of the total pages.
2. For volume II and III, can we add table of contents? I only see that for volume I.
Table contents should be inclusive of all volumes. Please do not provide a separate table of contents for each volume.
3. What system does this chock set attach to?
The JSM chocks are designed to go on a MHU-141 trailer with vibration isolation, that can support the JSM munition while in its transport cradle.
4. Does this part have an incumbent, or is it a new requirement?
Yes, there are incumbents.
5. The list of FAR clauses incorporated by reference includes FAR 52.209-7 – which has a box for the offeror to check – but with the clause incorporated by reference, does the Contracting Officer want the offeror to provide a separate page in proposal for such clause with the offeror’s response, that does not count against the pages for the proposal – Per FAR 52.209-7(d) “The offeror shall post the information in paragraphs (c)(1)(i) through (c)(1)(iv) of this provision in FAPIIS as required through maintaining an active registration in the System for Award Management, which can be accessed via https://www.sam.gov (see 52.204-7).” Additional pages are not required or will be accepted for the information required by FAR 52.209-7.
6. Can the USG remove the Table of Contents (ToC) requirement for Vol I due to in being a total of 2 pages and add the ToC requirement to Vol II which has a greater page count?
The total pages allotted for Vol I is 3 pages. 2 pages for the Executive Summary and 1 page for the ToC. The ToC for the entire proposal will remain in Vol I.
7. Will the USG remove the ToC and Glossary of Abbreviations and Acronyms from the page count and allocate those pages to the Sub Factors in Volume II allowing offeror's more writing space to ensure clarity and coherence in technical approaches?
The Governments evaluation team has determined that the pages allotted for each Subfactor are sufficient. Interested vendors should provide key information to ensure clarity and coherence of their technical and managerial approach.

8. Will the USC allow offerors to use text size 10-point Times New Roman for all graphics, tables, and figures?
The font shall remain as listed as we are following the Air Force "Tongue and Quill", the standard font is Times New Roman 12- point.
9. Will the USG reconsider this answer to allow offerors to provide a more detailed technical approach and professional response.
While the Government appreciates the effort to include a cover page for a more professional presentation, the goal is to focus on the technical and managerial approach of interested vendors.
10. Can the USG clarify how it will count towards to page count?
The ToC (1 page) counts as part of the total 24-page count for proposals. The Government does not require a ToC for each Volume.
11. If it is going to count towards Volume I as that is the most logical place for an all encompassing table of contents, will the USG increase the page count for Vol I so that offerors can provide a thorough write up in their executive summaries?
The Governments evaluation team has determined that 2 pages is sufficient to provide information required for the Executive Summary.
12. The RFP has the following direction: In the header on the upper right corner of all pages, CUI markings shall be placed in both, top and bottom margins. However, usually the classification marking is centered at top/bottom in the header/footer. We just wanted to verify this before final submission to ensure that the top right corner is where you want the CUI banner marking.
Yes, this is correct
13. Who is the JSM chock incumbent?
JSM chocks, are a type of MMHE not previously awarded under the existing IDIQ contracts, therefore there is no incumbent source for the JSM chocks.
14. When was the last contract award to the JSM chock incumbent?
The JSM chocks are MMHE and are intended to be the initial delivery order for the new MMHE follow on IDIQ when it is awarded; therefore, there is no previous contract for the JSM chocks.
15. What was the previous JSM chock cost/unit and for what total quantity against the last contract award?
There is not a previous contract for the JSM chocks.
16. Are deviations allowed?
No deviations are authorized.
17. Shall proposals be submitted via email, DOD SAFE, or both? If DOD SAFE is re-quired, is this required only for 5 MB or larger files, or for all proposal files?
Proposals shall be submitted via DOD SAFE for all proposals and offerors shall send an email to AFLCMC.EBDA.KTS@us.af.mil to request a drop link from the government.
18. Where within the proposal shall offerors include their proposed schedule?
The schedule shall be included as part of the three pages in Volume III.
19. *Can the 3D cad files in Solidworks or STP format be provided?
The Government traditionally does not provide these files. Our standard practice is to supply the Level 3 drawing, to which is only provided meeting the requirements per RFP Section 10d.
20. *Do offerors need to meet the requested delivery schedule of 90 days ARO to be found as “qualifying”? Also, will offerors be found unresponsive if they propose a different delivery schedule?
Interested offerors are required to propose and meet the 90 DARO as stated in the DOPR.
If an alternative delivery schedule is proposed a rating of “unresponsive” will not be assigned.
21. *How does the Government define relevant experience?
Relevant experience refers to the scope, magnitude, complexity, and years of experience.
22. *This contract calls for a firm fixed price, is that only for CLIN 0001, or is the firm fixed price for every CLIN for duration of the 5-yr contract?
The IDIQ is being established as FFP, and all DO’s awarded under the IDIQ will be FFP. FFP will remain the contract type for the duration of the IDIQ.
23. *In the SOW (3)(e). it states that contractor will perform Proof Loading, however in the
DOPR final (2) it states, “Load testing is not required by the manufacturer”. Can you please clarify what the expectation is of CLIN 0001 and following CLINs?
The SOW, which covers the IDIQ in its entirety speaks to requiring Proof Loading because that could be a requirement on future delivery orders. For the JSM Trailer, which will be the first DO under the IDIQ, does not require proof loading to be performed.
