In accordance with FAR 16.505 (b), future requirements will be competed between the IDIQ contract awardees with consideration given to the price or delivery to determine the best value to the Government. The Government will notify contractors which factor(s) will be utilized in the evaluation of future requirements. In determining the best overall value, the Government reserves the right to make a tradeoff and award to other than the lowest priced contractor in accordance with the relative importance of factors identified.

The Government intends to conduct a competition among the awardees for each future Delivery Order; however, the Government reserves the right to issue a single delivery order, without competing, if it is determined that an exception to Fair Opportunity applies in accordance with FAR 16.505(b)(2).

Each firm awarded a contract under the Munitions Materiel Handling Equipment (MMHE) IDIQ will be issued a Delivery Order Proposal Request (DOPR) as new requirements become available. Each requirement will contain Government owned drawing(s) and the DOPR.

Contractors will have a minimum 14 day suspense to submit proposals. During the 14 day period, questions may be asked for clarification on the drawings and the requirements. Late proposals will not be accepted though extensions may be provided to all contractors at the discretion of the Contracting Officer. Firms will not be compensated for their proposals.

Proposals will be evaluated using the trade off process for best price or delivery as determined by the requiring agency. Price analysis will be utilized and will be based on competitive pricing.

Proposals shall be submitted electronically to AFLCMC.EBDA.KTS@us.af.mil . Upon completion of all contract requirements, the contractor shall submit proof of delivery and invoice notification to the MMHE Focal Point, at MMHE.Focal.Point@us.af.mil.
