Combined Synopsis/Solicitation Amendment 02

Combined/Synopsis Solicitation RAF Mildenhall Drive-in Car Wash

This amendment 02 is as follows:

1) To incorporate Q&A’s from the site visit held on 02 May 2023, see below.

2) To extend the solicitation close date as follows:

TO: 23 May 2023

1. Most newer model car washes including the ones requested in the bid come with a wireless adaptable router fitted to the unit for remote access. will this be allowable, or is coordination needed with the comm squadron for terminal placement off site?

Wireless could be authorized; it's on the EISP; we probably need a CIPS as its IT Equipment, but I don't see 100 CS having issues with this as it's not on the NIPR backbone. This would mean we would have to fund additional infrastructure; for example at least an encrypted Access Point and maybe a switch of our specification so that we can correctly program the network within the allowances of the EISP network. Question: would contractor paying (included in price) this or expecting us 100 FSS to pay/install.

2. We would like to request the GeoBase survey for the car wash and surrounding areas for waterflow, and additionally a valid passing leak test from the gas stations underground storage tanks due to hot works needing to be carried out on site. Please see attached map - Tanks located on far-side of AAFES Building. See answer 3.

3. What will be the requirements for hot works on the site, and will coordination be required with the gas station to shut off pumps when such works are being conducted, as live gasoline is within 50 feet of the site? If any hot works is completed on site a hot works permit is required for each day, site visit prior to work commencement with implementation measures put in place, safety officer, no flames within 50ft, shielding barrier device, extinguisher etc.

4. Please verify the voltage feed to the existing unit as it is labelled 315 volts German power with 480 running in the next box.: The incoming supply to the existing unit is 400V. This feeds a 400V distribution board.

5. Please verify we will be able to cut the combi unit metal waterspout for the small two units requested in the back, as the newer units feed water directly and tend to be double the size of existing infrastructure fitting securely on the concrete pad. According to CE in principle this is OK, but will need to verified by SME during construction process.

6. Please verify the length of the track required as this can be shortened if you do not need a 13-meter bay. 13 meter track length is what we want, it's what we have now and it has worked well for us in the past.

7. Please list out the steps for hot works permit in regard to the gas station safety concerns. If any hot works is completed on site a hot works permit is required for each day, site visit prior to work commencement with implementation measures put in place, safety officer, no flames within 50ft, shielding barrier device, extinguisher etc. - Form 582 would be required

8. Please list out the preferred drive path for heavy machinery on days required. No known restrictions for access, I would not expect anything more than standard UK trucks delivering materials and plant, based on what we did at the GOV vehicle wash.

9. Will the aforementioned wireless comm setup require a space for connection in the electrical panels, or would this be a standalone unit. The wireless connection will be established Point to Point into the main treatment room by wire for the vendor to link into cabinet (vendor can supply)

- The vendor would need to do all electrical works and be inspected by base CE.

10. High Pressure wash system, High pressure nozzles for 5, 5kw pump configured for max. 20 bars at max. 100 l/min' Is max. 20 bars, correct? (This would be low pressure). Please confirm this. High pressure nozzles for 5, 5kw pump configured for max. 20 bars at max. 100 l/min' Is max. 20 bars is for the Automatic carwash and is correct, not sure what they mean by "this would be low pressure".

11.What site mobilization would be required? (Harras fencing, latrines, welfare facilities etc.)

Car Wash installation Main Contractor would be responsible for all listed and site safety.
