About this file

This is a solicitation document from the City of Thousand Oaks, California, for maintenance hole rehabilitation services under project MI 2671. The City seeks sealed bids for comprehensive rehabilitation of 25 existing maintenance access holes throughout its wastewater system, including interior cleaning, structural repairs, leak sealing, and protective coatings resistant to hydrogen sulfide gas and aging. The project encompasses eight primary bid items: mobilization, temporary erosion and pollution controls, manhole shelf rebuilds, removal of existing T-Lock PVC liners, complete-in-place maintenance hole rehabilitation (229 vertical feet), standard traffic control, arterial road traffic control requiring C-31 licensing, and project closeout. The question submission deadline is April 1, 2026, at 5:00 PM, with bid responses due electronically through the City's procurement portal by April 8, 2026, at 3:30 PM. A mandatory pre-bid meeting is scheduled for April 8, 2026, at 3:30 PM via Zoom. The successful contractor must complete all work within 95 calendar days from the Notice to Proceed and must provide a five-year warranty on lining materials.

Bidders must submit bid security equal to 10 percent of the total bid price through one of four methods: an electronic bid bond via Surety2000, an original hard copy notarized bid bond, a certified check, or a cashier's check. The engineer's estimate is $175,000.00. Eligible contractors must hold either a Class A General Engineering Contractor license or a C-33 Painting and Decorating Contractor license, maintain active California Department of Industrial Relations registration, and comply with prevailing wage requirements. The successful bidder must provide 100 percent performance and payment bonds, comprehensive insurance including $5 million general liability per occurrence, and valid California Air Resources Board compliance certificates for off-road diesel equipment. Liquidated damages of $1,000 per day are assessed for contractor-caused delays. No set-aside designations or incumbent vendors have been identified. Project contact is Gareth Madrid, Engineering Assistant, and procurement contact is Grace Ng, Assistant Analyst - Purchasing, both with the City of Thousand Oaks Public Works - CIP Department.
