MI 2671 Maintenance Hole Rehabilitation - 2025/2026 - 18
This Addendum #1 Revision document pertains to a maintenance hole rehabilitation project issued by the City of Thousand Oaks, California's Public Works - CIP Department. The project scope involves the comprehensive rehabilitation of 25 existing maintenance access holes throughout the City's wastewater system, including manhole interior cleaning, structural repairs and reconstruction of failed sections, sealing of active leaks through manhole walls and joints, and application of protective coatings designed to resist hydrogen sulfide gas and aging effects. The work encompasses eight primary bid items: mobilization, temporary erosion and pollution controls, manhole shelf rebuilds, removal of existing T-Lock PVC liners, complete-in-place maintenance hole rehabilitation (229 vertical feet), traffic control at standard locations, traffic control on arterial roads requiring C-31 licensing, and project closeout. The bid release date was March 6, 2026, with a deadline for questions on April 1, 2026, at 5:00 PM. Electronic bid submissions are due by April 8, 2026, at 3:30 PM through the City's procurement portal at https://procurement.opengov.com/portal/toaks. A mandatory pre-bid meeting is scheduled for April 8, 2026, at 3:30 PM via Zoom. Successful contractors must complete all work within 95 calendar days from the Notice to Proceed, with a five-year warranty required on lining materials.
The engineer's estimate for this project is $175,000.00. Bidders must possess either a Class A General Engineering Contractor license or a C-33 Painting and Decorating Contractor license, maintain active California Department of Industrial Relations registration, and comply with prevailing wage requirements. Bid security equal to 10 percent of the total bid price must be submitted in one of four acceptable forms: an electronic bid bond through Surety2000, an original hard copy notarized bid bond on the City's bond form, a certified check, or a cashier's check. The successful bidder must provide 100 percent performance and payment bonds, comprehensive insurance coverage including $5 million general liability per occurrence, and valid California Air Resources Board (CARB) compliance certificates for off-road diesel equipment. Liquidated damages of $1,000 per day are assessed for contractor-caused delays. Project inquiries should be directed to Gareth Madrid, Engineering Assistant, at gmadrid@toaks.gov or (805) 449-2469, while procurement-related questions should be directed to Grace Ng, Assistant Analyst - Purchasing, at gng@toaks.gov or (805) 449-2239.
