About this file

This is an Addendum #1 Revision document for a sealed bid solicitation issued by the City of Thousand Oaks Public Works Department for the rehabilitation of storm drain infrastructure. The project, designated MI 2622, involves the rehabilitation of an existing 24-inch corrugated metal pipe (CMP) storm drain located on Moorpark Road using steam cured-in-place pipe (CIPP) lining technology. The scope of work includes construction of a new 30-inch storm drain manhole at the east end to provide access for CIPP lining installation, with access at the west end provided through an existing curb inlet catch basin. Additionally, the project encompasses asphalt and concrete pavement rehabilitation on the west side of Moorpark Road. The solicitation was released on June 19, 2026, with a deadline for bidder questions set for July 22, 2026 at 5:30 p.m. Pacific Time and a bid submission deadline of July 29, 2026 at 3:30 p.m. Pacific Time. All bids must be submitted electronically through the City's procurement portal at https://procurement.opengov.com/portal/toaks. Site visits are encouraged but not required, and no pre-bid meeting is scheduled. The contract completion timeline is 60 calendar days from the Notice to Proceed.

The Engineer's Estimate for the project is $140,000.00. Bid security equal to ten percent of the total bid price is required and may be submitted as an electronic bid bond through Surety2000, a hard copy notarized bid bond on the City's form, a certified check, a cashier's check, or cash. Performance and Payment Bonds equal to one hundred percent of the contract price must be provided within ten calendar days of award. Contractors must maintain an active California Department of Industrial Relations registration, provide current California Air Resources Board compliance certificates for all equipment and subcontractors, and hold a current California Class A contractor's license. The project is subject to California prevailing wage requirements. Liquidated damages are assessed at $750 per calendar day for contractor-caused delays and reverse liquidated damages of $750 per day for city-caused delays. The City will award the contract to the lowest responsive and responsible bidder based on combined totals of both bid schedules.

1. Introduction

1.1. Summary

The proposed improvements include the rehabilitation of an existing 24-inch Corrugated Metal Pipe

(CMP) storm drain located within Moorpark Road using steam cured-in-place pipe (CIPP) lining. A new

30-inch storm drain manhole shall be constructed at the east end of the alignment to provide access for

CIPP lining installation. Access at the west end shall be provided through an existing curb inlet catch basin. The scope of work also includes pavement rehabilitation on the west side of Moorpark Road, directly across from the primary scope of work.

1.2. Background

This scope of work was identified following an inspection of the existing storm drain line. The proposed improvements will rehabilitate the storm drain infrastructure in alignment with Public Works maintenance priorities. During the design phase, staff observed a pavement depression adjacent to the storm drain alignment and incorporated pavement rehabilitation into the scope of work accordingly.
