About this file

METRO RTA LPA Study - Price Proposal Cost Model

This file is an Excel cost model template prepared for METRO RTA (Metropolitan Regional Transit Authority) in Ohio for a Locally Preferred Alternative (LPA) study evaluating potential Bus Rapid Transit (BRT) corridors across Summit County. The project encompasses a comprehensive analysis of ridership demand, travel time savings, capital and operating costs, land use patterns, and community impacts. The study includes eleven primary tasks: Project Management & Administration, Data Collection & Existing Conditions Analysis, Ridership Forecasting & Travel Demand Modeling, Alternatives Development & Screening, Capital & Operating Cost Estimates, Land Use/Equity & Community Impact Analysis, Traffic Operations/TSP & Queue Jump Analysis, Environmental Documentation (NEPA readiness-level analysis), Public & Stakeholder Engagement, Financial Analysis & Funding Strategy (FTA CIG readiness), and LPA Recommendation & Adoption Support. The model also provides for optional add services including corridor-level concept design to 15%, additional environmental analysis, additional public engagement, and grant application support. The cost model template includes a non-mandatory pre-bid meeting on August 5, 2025, with the last day for questions on August 15, 2025, at 5:00 pm, and bid opening scheduled for August 26, 2025, at 2:00 pm. The contract will be awarded as a lump sum agreement.

The pricing model contains editable labor rate schedules with hourly rates ranging from $95.00 for Admin Support to $230.00 for Principal positions, including Project Manager ($195.00), Senior Planner ($170.00), Transportation Modeler ($180.00), Engineer ($175.00), Environmental Specialist ($165.00), Public Engagement Lead ($160.00), and GIS Analyst ($135.00). Proposing firms must enter hours by task and labor category, direct expenses, and subconsultant costs to calculate base subtotals. The model allows for optional overhead rates, profit/fee rates, and contingency rates applied to the labor subtotal and final contract amount. Travel expenses are included within direct expenses, and the model is configured in U.S. dollars. The summary tab calculates total labor, direct expenses, subconsultants, and applies optional overhead, profit, and contingency calculations to arrive at the final proposed contract amount. The project is funded through METRO RTA as part of Summit County's transit improvement initiative to advance transformative transit improvements and support the FTA Capital Investment Grant program pathway.
