About this file

This Methods of Approach document outlines the evaluation criteria and technical requirements for vendors responding to Seminole County Public Library System's Leased Books Program RFP-5139-26/LTT in Florida. The solicitation seeks a comprehensive leased books program serving five library branches across approximately 450,000 residents in unincorporated Seminole County and seven municipalities. The vendor must provide selection, acquisition, processing, and shipment of new and popular bestseller titles through a web-based platform, deliver monthly lists containing a minimum of 100 annotated adult titles, and furnish all logistical and reporting services. The question submission deadline is January 30, 2026, at 5:00 p.m., with proposals due electronically through Seminole County's e-Procurement Portal by February 11, 2026, at 2:00 p.m., followed by a public opening via Microsoft Teams on the same date. The initial contract term is anticipated to commence in March 2026 for three years, with the County holding the sole option to exercise up to two additional one-year renewal periods for a potential total contract term of five years.

Pricing must be all-inclusive and firm through delivery, with the County retaining discretion regarding the number of Purchase Orders issued. Key requirements include allowing the Library to retain 20 percent of all new volumes shipped annually at no cost for permanent collection addition, providing an annual adjustment allowance of at least 10 percent of the total leased book allocation for lost materials, invoicing books exceeding the loss allowance at a minimum 75 percent discount from retail list price, covering all shipping costs, providing a complimentary three-month quota as a transition benefit, and offering a buyout option for existing inventory at $1.00 per unit. The vendor must obtain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, comply with E-Verify requirements, and execute attestations regarding foreign countries of concern and human trafficking. Evaluation criteria include proposed approach, qualifications, service capabilities, cataloging and processing specifications, electronic capabilities, turnaround times, inventory management capabilities, and pricing structure with volume discounts. No specific budget range or incumbent vendors are disclosed in the solicitation materials.
