About this file
This is a Methods of Approach document for a Leased Books Program solicitation issued by Seminole County, Florida. The Library seeks a vendor to provide leased books through an innovative, cost-effective program for an initial contract term of three years, with options to renew for up to two additional one-year periods, potentially extending the total contract duration to five years. The anticipated contract commencement date is March 2026. The solicitation requires vendors to demonstrate their ability to meet the Library's service objectives through a comprehensive proposal addressing multiple operational and service capability factors.
The Methods of Approach document outlines specific requirements across five key areas: pricing structure and leasing plans with volume discounts; cataloging and processing specifications including return processes, standard processing services, and defective item replacement procedures; electronic capabilities such as online ordering systems, MARC records, standard and custom reporting, and technical support; turnaround times from order placement through shelf-ready shipment, including advance access to publications and shipping logistics; and inventory management, including on-hand titles at primary and alternate warehouses, fill rates for available and backorder titles, and available book binding options. Award will be made to the proposer offering the best overall value, with price considered as one factor among multiple evaluation criteria including proposed approach, qualifications, and service capabilities.
