About this file

This Method of Approach document outlines the technical and operational requirements for the Leased Books Program solicitation issued by Seminole County, Florida Public Library System. The RFP seeks a comprehensive leased books vendor to provide new and popular bestseller titles to five library branches serving approximately 450,000 residents. The vendor must deliver a web-based platform for title selection, monthly lists containing a minimum of 100 annotated adult titles, and associated logistical and reporting services. The question submission deadline is January 30, 2026, with proposals due electronically by February 11, 2026, at 2:00 p.m., and a public opening scheduled via Microsoft Teams on the same date. The initial contract term is anticipated to commence in March 2026 for three years, with the County holding the sole option to exercise up to two additional one-year renewal periods for a potential total contract term of five years.

Vendors must demonstrate capability across five critical areas: pricing structure including leasing plan options, plan duration, renewal terms, volume discounts, and any allowance systems with cost-per-item calculations; cataloging and processing specifications including return and exchange processes, standard processing services (labeling, Mylar covers, barcoding), and procedures for replacing defective items; electronic capabilities including an online ordering system, MARC records provision, standard and custom reports, technical support, and non-listed material ordering capabilities; turnaround time from release date including advance access to publications, fulfillment and processing time in calendar days, shelf-ready shipment capability, shipping locations, carriers, and shipping duration; and inventory management capabilities including titles on-hand at primary and alternate warehouses, acquisition time for additional titles, overall and backorder fill rates, and available book bindings. Pricing must be all-inclusive with firm pricing through delivery unless otherwise agreed in writing, and the County retains discretion regarding Purchase Order quantities and contractor performance obligations.
