Amendment 002, Solicitation GS-01P-12-BW-D-0013 January 10, 2012

Hartford Mechanical Services Q&A

1. Does this solicitation differ in any significant way from the existing contract?

Yes. Original contract had 4 federal buildings under contract. This solicitation is incorporating the new GSA national template for mechanical services whereas the current contract was issued in FY 2006 and was under a different NAICS code. Many upgrades have been incorporated into the buildings including recent ARRA projects.

2. In Reference To (IRT) C.8.5 Use of CMMS – Is there currently a CMMS in use? If so, what system is it?

There is no current CMMS system in place.

3. IRT C.35.4 Control Systems –

a. If a computer is part of the control system and not a contractor provided computer, who pays for the antivirus subscription?

b. I the contractor provides a computer and uses it to access the control system, please confirm that it is the contractor’s responsibility to purchase the anti-virus software, firewall etc. to meet items 1 thru 8 in this paragraph.

The control system is the responsibility of the contractor therefore, the contractor must purchase the anti-virus software, firewall, etc.

4. IRT C.36.5 Corrosion Monitoring –

a. Are either coupon racks or equivalent electronic monitoring systems for corrosion currently in use?

Yes, Coupon racks are used at the William Cotter Federal Building. These coupon racks are and will remain the property of ClearWater Inc. until the end of the current O+M contract. It is likely ClearWater will remove these coupon racks at the end of the contract.

b. if so please provide make and model information.

WallChem WCT-310-IN2, PulseTron LB04SA-PTC1

5. F.3.5 Annual Reports Required After Contract Start – the references cited for items (1) thru (6) do not coincide with sections in the SOW, e.g. (1) Periodic Diesel Fuel and oil Analysis reports cite section C.34 which corresponds to C.34 Plumbing and restrooms. Please clarify the correct requirements.

Corrected under Amendment 002.

6.. IRT C.41.14 Asbestos Management and H.13 Asbestos Awareness Training – Please confirm that the contractor is only to have personnel trained to asbestos awareness and not to asbestos worker level certification. The former requires two hours of training plus annual refresher training. The latter requires a 16 hour course, respirator fit testing and a medical surveillance program.

If required, the O+M contractor would outsource asbestos abatement and or management to an outside vendor (sub-contract). The Asbestos Awareness Training is appropriate for all on-site contract employees. If we want the contractor to perform asbestos abatement services in-house than the latter applies.

7. IRT C.42.4 Fire Alarm System Central Station Monitoring – This section contains no verbiage. Is the contractor required to provide central station monitoring or is this paragraph Reserved?

DHS FPS performs this function. Marked as RESERVED under Amendment 002.

8. IRT C.42.14 Emergency and Standby Power Systems

a. During annual maintenance, can load testing be performed on building power or must a load bank be used?

The contractor shall use building power at the William Cotter Federal Building to perform emergency generator load testing. The contractor shall use the building’s load bank at the Ribicoff Federal Building to perform emergency generator load testing.

b. Are there load banks available onsite or must the contractor bring them in to perform the load bank test?

The contractor is not required to graph monthly usage; it is only a requirement that they possess the ability to do so. Although it may be prudent of the contractor to provide these graphs should they notice or have reason to believe that an issue may be present, they are required to partner with GSA in the use of advanced meters.
