About this file
The document is a comprehensive project manual and bid specification for the McLevy Hall Exterior Repairs & Restoration (Phase I) project, prepared by Wiss, Janney, Elstner Associates, Inc. for the City of Bridgeport, Connecticut. The project involves extensive historical restoration work on the exterior building envelope of McLevy Hall, a National Landmark and US Historic District contributing property located at 180 State Street. The scope includes repairs and replacements of roofing materials, skylights, stone vent stacks, copper sheet entablature, pediments, gutters, and leaders, along with associated framing materials. The work will be conducted in strict accordance with The Secretary of the Interior's Standards for the Treatment of Historic Properties, with a focus on preserving the building's historic fabric.
The project specifications provide detailed technical requirements for materials and installation, including specific performance standards for copper restoration, stone repair, roofing, and other architectural elements. The bid documents include multiple alternates and unit pricing options, such as removing and reinstalling decorative elements, patinating new copper, and replacing structural components. The project manual outlines comprehensive requirements for contractor qualifications, including experience with historical restoration, specific technical capabilities, and adherence to preservation standards. The total project is structured as a phased approach, with this phase focusing on repairs from the copper capital upward, suggesting potential future restoration phases. Funding and specific budget details are not explicitly disclosed in the provided documentation.

UNIT PRICES
PART 1 GENERAL
1.1 SUMMARY
A. Section Includes: Administrative and procedural requirements for unit price Work.
B. For list of Unit Prices, refer to BID Form.
1.2 DEFINITIONS
A. Unit price, listed on the Bid Form and described in the Scope of Work Table for Phase I on drawing T-002, is price per unit of measurement for materials and services for specific Work activity. Contract Sum may be increased or decreased by Unit Price adjustment, based on difference between estimated bid quantity and actual Work quantity.
1.3 MEASUREMENT PROCEDURES
A. Measure Work performed on unit price basis and maintain record of location and unit price quantity of each repair installed. Unless stated otherwise by Architect/Engineer, document unit price quantities with plan view or elevation drawings, or both, and tables with required data, cross-referenced to drawings. Submit recorded information to Architect/Engineer on weekly basis.
B. Architect/Engineer will verify accuracy of measurements and approve final quantities. Notify
Architect/Engineer at least two days before Work will be performed that might make this verification difficult or impossible.
C. Notify Owner's Representative and Architect/Engineer at once in writing of unit price work that deviates materially from Unit Price basis for payment and for which adjustment in Unit Price is desired.
1. Measure and quantify all such deviations and allow Architect/Engineer to verify accuracy of measurements, prior to performing Work that might make verification difficult or impossible.
2. Adjustments will be considered only if all repairs of given type have been measured and all deviations, both plus and minus, have been included in determination of average deviation from Unit Price basis for payment.
1.4 PAYMENT PROCEDURES
A. As part of Project closeout, Contract Sum will be modified by unit price times variation in actual
Work quantity from estimated quantity included in Bid Form, based on quantities measured by
Contractor and approved by Architect/Engineer.
