HBMI Inspection Services McLevy Building, Bridgeport, CT September 2018 Revised April 2019
1.0 INTRODUCTION
1.1 Purpose
Freeman Companies, LLC (Freeman) was retained by the City of Bridgeport Office of Planning and Economic Development (the Client) to conduct a pre-renovation asbestos and lead inventory of suspect materials associated with proposed renovations to the McLevy Building (the Site) located at 180 State Street, Bridgeport, Connecticut. An asbestos and lead inspection of the interior of the Site building was conducted by Matthew Chalifour on July 5, 2018. An asbestos, lead, and polychlorinated biphenyls (PCB) inspection of the roof of the Site building was conducted by Matthew Chalifour on March 21, 2019. During the roof inspection no painted services were observed, and no suspect caulking or glazing was observed, therefore, no samples were collected for lead or PCBs. Mr. Chalifour is a State of Connecticut Department of Public Health (CTDPH) license asbestos inspector (CTDPH license number 000324) and CT licensed lead inspector/risk assessor (CTDPH license number 002279). The asbestos survey was conducted in conformance with the Environmental Protection Agency (EPA) National Emissions Standards for Hazardous Air Pollutants (NESHAP) 40 CFR Part 61.
The purpose of this investigation was to provide a limited Hazardous Building Materials Investigation (HBMI) report as part of proposed renovations to the Site.
1.2 Building Description
The Site was built in 1853 with a stone exterior and gable style roof. Interior materials consist of a combination of hardwood floors, carpet in select areas, and terrazzo flooring in main corridors and stairways. The gross area of the building is approximately 26,500 square feet.
1.3 Special Terms and Conditions
Freeman was contracted to perform a pre-renovation investigative survey of areas affected by the proposed renovation activities. These areas included basement, 1st, 2nd, 3rd floors, attic, and roof. Inaccessible areas were generally identified as behind mirrors and under terrazzo floor. Estimated quantities and approximate locations of asbestos-containing materials (ACM’s) as presented were based on the visual observations at the time of the survey. Every attempt was made to locate all suspect materials. However, additional materials may be discovered above hard ceilings or behind walls during demolition or renovation activities.
2.0 ASBESTOS INVESTIGATIVE SURVEY
2.1 General Summary
The following presents the survey sampling procedures, results, analytical methods, and conclusions based on survey findings. Detailed information relative to ACM descriptions and locations are presented in the appendices to this report. The analytical reports for the asbestos analyses are located in Appendix A. Appendix A further illustrates each type of suspect asbestos-containing material (ACM) identified their location, and whether the materials are classified as ACM or non-ACM based upon the analytical results. All samples were submitted to SanAir Technologies Laboratory, Inc. (SanAir). SanAir is a CT Licensed Laboratory.
2.2 Methodology
As required by the U.S. Occupational Safety & Health Administration (OSHA), the EPA, and the State of Connecticut Department of Public Health (DPH), sampling was performed by an EPA Asbestos Hazard Emergency Response Act (AHERA)-accredited and DPH-certified asbestos inspector (see Appendix B). Sampling was performed in a manner to prevent airborne fiber release and in accordance with the protocols specified in EPA 40 CFR Part 763. Samples were placed in appropriately labeled containers that were sealed and submitted to the laboratory for analysis. The samples were submitted for petrographic analysis using the EPA-endorsed Polarized Light Microscopy with Dispersion Staining (PLM/DS) method. The percentage of asbestos present in each sample was determined by the visual area estimation technique.
Samples were collected using a wet technique to prevent airborne fiber release. Each suspect material was sampled using a decontaminated knife to cut through its entire thickness to ensure that a complete cross section was obtained. The sample was then placed in an appropriately labeled container, which was sealed and submitted to the laboratory for analysis. Multiple samples were collected at each location.
2.3 Results of Sampling and Analysis for Asbestos
Homogenous building materials identified during the survey are documented in Table 1 of this report which includes; material descriptions, locations, conditions, sample number and asbestos content and estimated quantities (if any). Table 1 also includes all suspect materials that were identified and/or sampled during the survey (including non-ACMs and ACMs).
A total of 28 different homogeneous building materials were sampled and a total of 66 representative samples were submitted to SanAir for analysis on July 5, 2018. A total of 6 different homogeneous building materials (on the roof) were sampled and a total of 12 representative samples were submitted to SanAir for analysis on March 21, 2019. Copies of the laboratory analytical reports are attached as Appendix A.
Refer to Table 1 for a summary of the results of the sampling.
3.0 LEAD-BASED PAINT SCREENING SURVEY
3.1 General Information
A lead-based paint (LBP) screening survey was conducted to identify materials confirmed as containing measurable amounts of LBP.
Results from the LBP screening conducted by Freeman can be used to estimate the quantity of LBP materials that will be generated with proposed renovation activities. The analytical reports for the LPB screening are located in Appendix B. This survey information should be provided to parties responsible for any planned demolitions (as appropriate) of the locations of LBP in order to comply with the OSHA regulations for Hazard Communication and Worker Safety, as well as disposal determinations for building materials.
3.2 Purpose and Scope of Work
The intent of the LBP screening survey was to determine if selected surfaces contained measurable amounts of lead in the paint. Actual analytical readings are presented in Table 2.
3.3 Methodology
Random sampling of representative painted surfaces as detailed in section 3.1 was conducted to determine whether the materials were coated with measurable levels of lead.
3.4 Testing Methodology
Applicable regulatory-approved methods to test for lead include the following:
1. Portable X-Ray Fluorescence Analyzer (XRF)
2. Atomic Absorption Spectrophotometry (AAS)
Freeman used the AAS method to determine if a surface contains lead-based paint.
3.5 Lead-Based Standards
When LBP is impacted by any renovation or demolition activities, it becomes regulated by federal regulations, including but not limited to:
• 29 CFR Part 1926.62. Lead in Construction: Requires engineering controls, personal protective equipment, worker decontamination, medical surveillance, worker training, and recordkeeping when workers are exposed to lead in concentrations above the established "action level" of 30 micrograms of lead per cubic meter of air.
• 40 CFR Part 261-265. Resource Conservation and Recovery Act (RCRA) Hazardous Waste Regulations: Regulates the disposal of hazardous wastes (wastes which contain concentrations of lead in excess of 5 parts per million (5 ppm) as measured by TCLP), including demolition debris.
Although there are currently no Federal or State regulations which establish dangerous levels of lead in applied paint coatings for structures other than residential building and childhood poisoning situations, contractors need to be made aware of the presence of LBP so that they
September 2018 Revised April 2019 may take appropriate actions to train and inform their workforce, select and install engineering controls, and provide personal protective equipment to prevent occupational exposure to lead-based paint.
The State of Connecticut and the U.S. Department of Housing and Urban Development (HUD) have developed technical guidelines for testing, abatement, cleanup, and disposal of lead-based paint in specific types of buildings such as public and Indian housing, and locations where children below the age of six years old reside. These guidelines define the regulated level of lead paint (Toxic Level of Lead) as paint containing greater than 1.0 milligrams lead per square centimeter of surface as measured on-site by an X-ray fluorescent analyzer or more than 0.50 percent lead by dry weight as measured by AAS.
For the purposes of this survey, all paints containing detectable amounts of lead are considered lead-based paints. This action is taken because OSHA regulates lead in construction based on airborne exposures and it cannot be ensured that lead paint with concentrations of lead less than or 0.50% mass will not result in exposures exceeding the OSHA standard during disruption of these materials during the proposed demolitions.
3.6 Results of Sampling and Analysis for Lead Paint
On July 5, 2018, a LBP screening survey was conducted on representative accessible painted surfaces at the Site. A representative from Freeman Companies, Matthew Chalifour, State of Connecticut licensed lead inspector #002279, conducted the testing. LBP screening was performed using the AAS methodology.
Six (6) of the surfaces sampled were above 0.50% lead by dry weight as measured by AAS. Copies of the laboratory analytical reports are attached as Appendix B.
Refer to Table 2 for a summary of the results of the LBP sampling.

5.0 CONCLUSIONS AND RECOMMENDATIONS
5.1 Asbestos
Based on the results of the laboratory analyses, the following materials were confirmed to contain asbestos:
• Textured Ceiling (approximately 1,500 SF)
• Joint Compound (approximately 17,400 SF)
• 12”x12” Floor Tile (approximately 10,400 SF)
• 12”x12” Floor Tile Mastic (approximately 10,400 SF)
• Black Roof Flashing Tar (approximately 550 LF)
• Black Gutter Tar (approximately 200 LF)
In accordance with the OSHA regulations (29 CFR Part 1926.1101 and 1910.1001), all potential contractors bidding on work must first be informed of the results of this survey. All materials identified as negative for asbestos may be removed at will and disposed of as standard construction debris. In addition, notification regarding the presence of the ACM must be provided to all employees and tenants who occupy any areas containing ACM.
In accordance with EPA NESHAPS regulations (40 CFR Part 61), building owners must remove all ACM from a facility (or area of a facility) before any activity begins that would break up, dislodge, or similarly disturb the ACM. Given joint compound and wallboard are considered composite building materials, contractor shall consider all wallboard and joint compound to be ACM unless samples are collected to prove otherwise.
In the State of Connecticut, a licensed asbestos abatement contractor must perform all asbestos-related activities, including the renovation/demolition portion of the work that includes asbestos disturbance. Disturbance of ACM can only be done by trained and licensed individuals.
It should be noted that the State of Connecticut regulations governing asbestos abatement does not distinguish between friable and non-friable material. Therefore, full containment procedures are required for any interior abatement work (removal, encapsulation, or enclosure) involving both Category I and/or Category II non-friable ACM.

Fibers smaller than 5 microns cannot be seen with this method due to scope limitations. The accuracy of the results is dependent upon the client’s sampling procedure and information provided to the laboratory by the client. SanAir assumes no responsibility for the sampling procedure and will provide evaluation reports based solely on the sample and information provided by the client. This report may not be used by the client to claim product endorsement by NVLAP or any other agency of the U.S. government. Samples are held for a period of 60 days.
For NY state samples, method EPA 600/M4-82-020 is performed.
Polarized- light microscopy is not consistently reliable in detecting asbestos in floor covering and similar non-friable organically bound materials. Quantitative transmission electron microscopy is currently the only method that can be used to determine if this material can be considered or treated as non-asbestos containing.
