About this file

This is a Questions and Answers (QA) document providing clarifications to inquiries submitted by potential offerors for the MARSOC Switch Replacement solicitation (H9225726QE020), issued by United States Special Operations Command (USSOCOM). The document addresses three substantive technical and compliance questions regarding specific Contract Line Item Numbers (CLINs) included in this small business set-aside Request for Quotation (RFQ).

The first clarification confirms that CLIN 0001AD for an M.2 USB 32GB component with Chinese origin of manufacture is acceptable under a government-issued waiver due to sole-source availability, notwithstanding Trade Agreements Act (TAA) country-of-origin restrictions. The second clarification provides relief on delivery timelines for CLIN 0001AR (NIM Switch Module), extending the required delivery date from July 31, 2026, to August 26, 2026, to accommodate the 65-business-day lead time, while maintaining the July 31, 2026, deadline for the remaining 33 CLINs and establishing a case-by-case evaluation process for unforeseen post-award delays. The third clarification addresses pricing structure for CLINs 0001AA and 0002AA, directing offerors to price the base hardware units (which include OS Essentials notation) as standalone items with operating system licenses separately priced under related sub-CLINs 0001AL and 0002AJ. Due to late issuance of these answers, the solicitation close date was extended to June 22, 2026, at 1100 EST, with all other terms and conditions remaining unchanged.

Q #1). CLIN 0001AD — M2USB-32G (M.2 USB 32GB): The description explicitly notes "COO: China." China is not a TAA-designated country. Can you confirm this item is acceptable for this acquisition as specified, and if so, under what authority (e.g., a government-issued waiver or DPAS exemption)?

A) Yes, it is acceptable for this component of the overall system. It will be a Government Issued Waiver due to it being the only available source.

Q #2). CLIN 0001AR — C-NIM-4X (NIM Switch Module, 4-port 10G): The solicitation itself cites a 65-business day lead time on this item. Required delivery is July 31, 2026 — approximately 32 business days from an anticipated June 16 order date. We will be confirming distributor stock availability before submitting our quote. If in-stock units are not available at the time of quote, does the government have flexibility on the delivery date for this CLIN specifically, or is July 31 a hard requirement for all 33 CLINs?

A) The Government will change the required delivery date for CLIN 0001AS from July 31, 2026, to August 26, 2026. The required delivery date for all other CLINs remains July 31, 2026. If unexpected distributor delays occur on other CLINs post-award, the Government will evaluate delivery extensions on a case-by-case basis.

Q #3). CLINs 0001AA and 0002AA — "++" part numbers (C8375-E-G2++ and C8475-G2++): These descriptions include "incl. OS Ess," yet separate sub-CLINs exist for R-OS-L-E (0001AL) and R-OS-XL-E (0002AJ). Should offerors price the "++" base unit as standalone hardware with OS Essentials priced separately in the respective sub-CLINs, or is the "++" notation intended as a bundled price with the license cost embedded in the hardware unit price?

A) Offerors shall price the base CLINs (0001AA and 0002AA) as standalone with OS Essentials. The following CLINs (0001AL and 0002AJ) are for separate licenses and must be priced separately.
