MARKET SURVEY FOR CONSTRUCTION SERVICES FOR THE NATIONAL AEROSPACE SYSTEM (NAS). THE FEDERAL AVIATION ADMINISTRATION HAS A REQUIREMENT TO CONSTRUCT A VERY HIGH FREQUENCY OMINDIRECTIONAL RADIO RANGE AND TACTICAL AIR NAVIGATION (VORTAC) SYSTEM. THIS SYSTEM WILL BE INSTALLED IN LEESVILLE, LOUISIANA. THE FAA WILL PROVIDE THE DESIGN AND SPECIFICATIONS TO THE AWARDED CONSTRACTED COMPANY.

The primary goal of this market survey is to determine interest and commercial capability to adequately construct a VORTAC site in Leeville, LA. All equipment and materials shall be reviewed and accepted by a FAA representative. The Scope of Work document contains details related to site construction. Contractors shall furnish all labor, products, equipment, materials, and supervision for the construction project.

The scope includes:

· May conduct site survey to determine full responsibilities and site conditions

· Construction of site as outlined in the Scope of Work (SOW).

· Adherence to design, survey, and all applicable documents.

The Contractor is responsible for accomplishing all items of work identified in the applicable drawings, specifications, and provisions of the contract when provided by the Government.

The nature of the competition remains undecided; options include full and open competition or potential set-asides for small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms. This survey will assess the level of interest and capability among eligible firms.

Interested vendors must submit the following information:

1. Capability Statement:

· Detailed description of similar projects previously undertaken, including procurement and service fulfillment.

· Information on previous contracts and awards for similar studies and analysis, including types, dollar amounts, and performance details.

· Number of years in business.

2. Programmatic Approach:

· Proposed strategy for completing the work, specifying whether it will be in-house, through teaming, or subcontracting.

· Indicate the percentage of work allocated to eligible small, service-disabled veteran-owned, and 8(a) certified businesses.

3. SBA 8(a) Certification:

· Copy of SBA 8(a) certification letter, if applicable.
