About this file

This document is a Request for Vendor Interest (market survey) from the Federal Aviation Administration (FAA) seeking qualified vendors for the Legacy Radar Electronics and Cabinet Disposition project. The FAA is executing the Radar System Replacement (RSR) contract to remove, transport, and dispose of approximately 612 legacy radar systems across 386 sites nationwide, including U.S. territories. The scope involves handling sensitive and hazardous materials in compliance with applicable federal, state, and local regulations while ensuring zero disruption to FAA operations and maintaining safety and environmental standards. The estimated project value is $47 million (NAICS 562112; PSC F108). Geographic coverage includes remote and isolated locations, particularly multiple sites in the Aleutian Islands, Alaska, which the FAA identifies as a critical concern for schedule disruption.

The FAA's preferred procurement strategy is to award one Firm Fixed Price (FFP) contract to a single vendor capable of pricing and performing at all sites; however, if this proves infeasible, the FAA may pursue multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts with flexible task order awards. The FAA may also leverage existing Federal Supply Schedules (FSS) such as GSA. Vendors must submit expressions of interest by June 12, 2026, at 12 PM Central Time to erick.martinez-abril@faa.gov. Required submission information includes company name, contact details, SAM.gov Unique Entity Identifier (UEI), summary of relevant experience and past performance, capabilities and resources, and pertinent certifications or licenses. Desired supplemental information includes company resources availability, subcontracting approach, hazardous and radioactive materials handling expertise, regulatory compliance experience, stakeholder coordination capabilities, logistical operations experience in remote locations, and existing GSA schedule information. The FAA's acquisition is governed by the Acquisition Management System (AMS), not the Federal Acquisition Regulation (FAR).

Public Announcement: Request for Vendor Interest

The Federal Aviation Administration (FAA) is seeking statements of interest from qualified and capable vendors to participate in the upcoming acquisition of Legacy Radar Electronics and Cabinet Disposition. This initiative is a critical component of the FAA's ongoing efforts to modernize the National Airspace System (NAS) by replacing outdated radar systems with state-of-the-art technology.

Project Overview:

The FAA is in the process of executing the Radar System Replacement (RSR) contract, which involves the removal, transportation, and disposal of approximately 612 legacy radar systems across 386 sites nationwide, including U.S. territories. The scope of work includes handling sensitive and hazardous materials in compliance with all applicable laws and regulations, ensuring zero disruption to ongoing FAA operations, and maintaining safety and environmental standards.

Objective:

The FAA aims to identify vendors with the necessary expertise, experience, and resources to effectively support this critical infrastructure project. The purpose of this announcement is to gather information for the development of a comprehensive acquisition strategy that ensures successful project execution.

The FAA is currently seeking to identify vendors capable of fully performing this work in accordance with the attached Performance Work Statement (PWS), and at all required geographic locations stated in Attachment J-1.

The FAA is particularly concerned about disruption to the overall project schedule due to capability and willingness to perform at some of the more remote and/or isolated locations described therein (i.e. multiple sites in the Aleutian Islands, AK). Please indicate your company’s interest and capable of performing work at such sites in your response to this announcement.

Procurement Strategy:

The FAA currently prefers to award one contract to a single vendor that is capable of pricing and performing on all sites, but the FAA is unaware of any single vendor who can do this. If a reasonable expectation cannot be ascertained that this can be achieved, the FAA may pursue awarding multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts to streamline ordering of individual sites, or batches of sites, utilizing a flexible task order award approach that represents the best interests of the mission and the FAA. The primary contract type used for execution of this schedule will be Firm

Fixed Price (FFP), whenever cost should reasonably be anticipated at the time of award. Federal Supply Schedules (FSS) such as GSA may also be pursued if responses to this announcement indicates this is possible.

Submission Details (Required):

Interested vendors are invited to submit a brief expression of interest, including the following information:

• Company name, contact information, and System for Award Management (SAM.gov) Unique Entity Identifier (UEI) code.

• Summary of relevant experience and past performance.

• Description of capabilities and resources available to support the project.

• Any certifications or licenses pertinent to the scope of work.

Supplemental Submission Details (Desired):

The FAA requests the following information about your company:

• Brief description of company resources is sufficient to execute the projected schedule.

• Contemplated programmatic approach related to subcontracting if awarded a contract.

• Safe removal and disposition of electronic equipment, including hazardous and radioactive materials.

• Experience with compliance with federal, state, local, and FAA-specific regulations of complex projects.

• Effective program management and coordination with multiple Government stakeholders and associated contractors.

• Proven track record in handling complex logistical operations in remote or isolated locations.

• Please provide any existing GSA schedule information your company may have that could be used to perform this work.

Deadline for Submission:

Please submit your expression of interest no later than 6/12/2026 12 PM Central Time to erick.martinez-abril@faa.gov

Disclaimer:

This announcement is for informational purposes only and does not constitute a solicitation or a promise of future business. The FAA reserves the right to make decisions regarding the acquisition strategy at its sole discretion.

We look forward to engaging with interested vendors and appreciate your interest in supporting the FAA's mission to enhance the safety and efficiency of the National Airspace System.

For clear identification purposes, please use "MARKET SURVEY RESPONSE: LEGACY RADAR SYSTEMS DISPOSITION _(your company’s name)” as the subject line of your email response. Information provided will not be publicly released but please mark PROPRIETARY on all documents submitted as necessary.
