The U.S. Army Communications-Electronics Command (CECOM) Software Engineering Center (SEC), Technical Services Directorate (TSD) at Aberdeen Proving Ground (APG), Maryland is conducting market research to identify vendors interested and capable of performing the tasks described in the attached draft Performance Work Statement (PWS). The Government anticipates issuing a solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) where Cost Plus Fixed Fee Term (CPFF) orders can be issued for contractor support to work alongside a Government team in an agile environment across the Software Engineering Center (SEC) Technical Services Directorate in support of the entire DevSecOps pipeline. The contract will provide Software Sustainment and Development Support, Software Engineering Environment (SE2) Infrastructure Support, and related Cybersecurity Support. The systems/applications supported by this contract will include those owned by the SEC, our CECOM partners, external customers to CECOM and the ongoing consolidation of Army Materiel Command (AMC) application portfolio under SEC. Please also review the attached labor qualifications and LCATS as these are reflective of the types of support services the Government is seeking to obtain.

It is requested that all interested parties review the attached draft PWS and provide responses to this Request for Market Research. CECOM SEC requests that interested parties respond to the following discussion prompts:

1. In no more than two pages, please address the following:

a. Provide identifying information for your company, to include {company name, CAGE code, address, applicable small business categories, & representative point of contact data}. Identify whether you are interested in this requirement as a prime or subcontractor.

b. The government anticipates that any contract for these services will be cost reimbursement in nature, please indicate whether you have an approved accounting system or have previously/currently hold cost reimbursement contracts.

c. Discuss your companies experience in providing contractor support for mixed Government/contractor teams and how you have worked within an agile environment to hold contractor employees accountable for completion of tasks assigned to them.

d. Given the CPFF-Term nature of the anticipated contract and the agile environment in which this team will work do you have any recommendations the Government should consider incorporating in solicitation to hold contractor’s accountable for their work products.

2. Please identify 3 Government contracts where your company performed as the prime contractor on work similar to that identified in the attached PWS. For each contract provide:

a. Basic contract details (Contract #, Period of Performance, Est. Value, # of FTEs)

b. Provide a short, no more than half a page, and narrative on how the work under this effort corresponds to the work in the attached PWS.

3. Please limit your response for each bullet below to no more than one page each. Answers should cover scope of supporting both an on premises and DoD Impact Level 4/5 cloud environment.

a. What is your experience with configuring and maintaining High Availability (HA) for a Citrix Application Delivery Controller (ADC) that must be Federal Information Processing Standards (FIPS) compliant? This must also include Public Key Infrastructure (PKI) authentication and allow for a backup methodology when the Online Certificate Status Protocol (OCSP) responder is unavailable.

b. What is your experience in transitioning a systems/applications to Sustainment?

c. What is your experience developing and migrating a system/application to the Cloud (Microsoft Azure and Amazon Web Services)?

d. Explain how you would ensure compliance with Army and DoD policy and the Cybersecurity controls established by the Authorizing Official (AO) for SE2 consistent with the RMF. This includes tracking and addressing Information Assurance Vulnerability Alerts (IAVAs), Security Technical Implementation Guides (STIGs) and other items using various tools as relevant to the environment (e.g. Microsoft System Center Configuration Manager (SCCM).

e. Describe how you would develop, troubleshoot and maintain an Enterprise level Software Engineering Environment consisting of technologies as listed in the attachment entitled “SE2 Tools” utilizing modern software development strategies (e.g. Agile, DevSecOps pipelines, etc.)

4. One of the most important things to CECOM SEC is the hiring of qualified contractor employees and then retaining of those employees. In one page please address all of the following:

a. Discuss the method your company will utilize to hire and retain qualified employees for performance of this requirement. Note: This IDIQ has a goal of standing up Task Orders NLT 30 days after funding and requirements have been submitted to ACC-APG.

b. Using the information below as an example, please discuss the methods your company would utilize to ensure the following critical positions are on boarded using the schedule indicated for each:

1 Network Engineer - Senior Lead

· BY DAY 30 OF AWARD:

1 Network Engineer Senior (Cisco DNA/Cisco Firewalls) 2 System Administrator- Senior (Citrix/Cloud/Virtual/Windows/Linux/ 1 SQL Database Administrator – Senior4 System Administrator- Journeyman 1 System Engineer- Journeyman 1 Technical Writer/Editor- Intermediate

c. When considering onsite/offsite/remote work locations for these positions are there hiring challenges the Government should consider if mandating any of these performance locations/work conditions?

5. Do you currently hold a Secret Facility Clearance?

This RFI is for planning purposes only and shall not be considered an Invitation For Bid (IFB), Request For Proposal (RFP), or Request For Quotation (RFQ). There is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider.

Information received in response to this RFI will be used by the Government for determining the acquisition plan for the CECOM SEC Unified Technical Services requirement. Respondents will not be entitled to payment for direct or indirect costs that incurred by responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract.

Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response.
