About this file
This Request for Quotation document is issued by the West Virginia Department of Environmental Protection, Division of Land Restoration, for lift station maintenance services at the Marion County Landfill. The project encompasses inspection and maintenance of two leachate lift stations located near Farmington off Route 218—one at the bottom of a hill and one halfway up. Contract services include monthly inspections with documentation and immediate reporting of issues to the Project Manager, cleaning of all lift stations every four months (three times annually) to remove debris, grease, and sediment, pump inspection and servicing every three months (four times annually), oil checks at each pump inspection with annual oil changes, and 24/7 emergency response availability within a two-hour drive of the site. All labor, materials, transportation, tools, equipment, supplies, and incidentals are the vendor's responsibility. The document does not specify response dates, site visit requirements, or a bidder's conference, nor does it identify a contract term or renewal options.
Pricing is structured as flat fees per task submitted through wvOASIS or as a paper bid with unit prices and extended costs on the Pricing Page; the contract will be awarded to the lowest overall total cost bidder. Vendors must hold a minimum qualification of either Class 1 or 2 Certified Waste Water Plant Operator certification or Certified Electrician status. The vendor is responsible for all mileage and travel costs, which may be incorporated into the flat fee or hourly rate but will not be reimbursed separately by the Agency. Invoices are submitted upon completion of each event or combination of events to the West Virginia Department of Environmental Protection Division of Land Restoration, LCAP office in Charleston. No incumbent information, set-asides, or specific funding sources are identified in the document. Vendor default is defined as failure to perform services according to specifications, failure to comply with other requirements, non-compliance with applicable laws, or failure to remedy deficient performance upon request.
