About this file
This is Addendum 2 to a Request for Proposals issued by the Metropolitan Area Planning Council (MAPC) on behalf of 13 regional planning agencies across Massachusetts, including the Nantucket Regional Planning and Economic Development Commission, Martha's Vineyard Commission, Berkshire Regional Planning Commission, Franklin Regional Council of Governments, Pioneer Valley Planning Commission, Montachusett Regional Planning Commission, Central Massachusetts Regional Planning Commission, Southeastern Regional Planning and Economic Development District, Cape Cod Commission, Old Colony Planning Council, Northern Middlesex Council of Governments, and Merrimack Valley Planning Commission. The solicitation seeks local seafood products appropriate for K-12 student populations across participating school districts. A vendor conference was held on June 16, 2026 at 12:30 PM via Zoom with representatives from MAPC, Massachusetts Fisheries and Shellfish Trust (MFTS), the Division of Marine Fisheries, and multiple seafood vendors. The original bid deadline has been extended to Thursday, July 2, 2026 at 3:00 PM, with submissions required via CommBUYS. The contract term runs from execution through June 30, 2027, with one optional one-year renewal at MAPC's sole discretion.
Addendum 2 provides critical clarifications and updates to the Price Proposal Spreadsheet, including a definition of "Value-Added Products" as those containing additional ingredients or components beyond fin fish, shellfish, crustaceans, squid, or kelp (such as breadcrumbs and seasoning), and "Locally Landed" as saltwater fish caught in the waters of the six New England states and New York. The updated spreadsheet now includes kelp options under Value-Added Products, an additional "Item Description (Cont.)" column for clarifications, expanded dropdown menu options for finfish (adding "wings") and value-added finfish products (adding "fish burger/patty, fresh" and "fish burger/patty, frozen"), and an amended "Port and State of Origin" column requiring vendors to provide both the port name and US state. Vendors requiring assistance with bid submission can contact the CommBUYS HelpDesk at (617) 720-3197 or receive verbal support up to one hour before the deadline.
