Q&A M95494-19-R-0009 Q&A Document 0001
| # | Reference | Question | Answer |
| Technical Questions | |||
Performance Requirements Summary (PRS); Page 24 (Table) | Under "Task Order Request Participation", Acceptable Quality Level, the Government indicates a 75% participation rate during a 12-month period is required. Does the Government plan to provide winning vendors with a forecast of Task Order releases so that vendors can plan activities over a 12-month period? This would be helpful as a worst case scenario could be that the Government issues two (2) task orders in Month 2 and a vendor responds to one (1) (50%) but plans on submitting for the next two (2) that release (meeting the 75% threshold) - but, only one (1) more TO is released during the 12-month period resulting in a 66% participation threshold? | The Government anticipates being able to provide a 12-month forecast to awardee's at the time of contract award and potentially annually.
RFP_Attachments_1-3, ATT1 - Labor Category Quals | The labor category term "scientist" sometimes refers to someone with a PhD. Confirm that for this solicitation a scientist can be someone with less than a PhD? | This position does not require a PHD.
RFP_Attachments_1-3, ATT1 - Labor Category Quals | Based upon historical understanding of the various RFP Task Areas and the types of Task Orders that may be issued under the IDIQ in support of LP Programs, would the Government allow Offeror to proffer additional LCATS with higher levels of experience and education in addition to the current LCATS set forth in the RFP? Example - 15+ years and Masters for a Principal-level or Executive-level LCAT for the more specialized and more highly technical work efforts. | The labor categories in Attachment 1 are the Government's best estimate of labor categories that may be needed to support the various divisions of LP. This is based upon historical support and forecasted future requirements. If task order requirements arise that require specific education/experience levels outside of categories on this sheet, the Government would consider additional labor categories at that time on a case-by-case basis.
RFP_Attachments_1-3, ATT1 - Labor Category Quals | The Government references Program Manager, Data Project Manager, and Business Specialist but does not include (generic) Project Managers and Business Analysts who are typically more specialized/experienced in the task areas specific to the proposal and therefore would have much more of an impact on quality. Will the Government add these labor categories and/or will the proposal receive additional suggested labor categories? | The labor categories in Attachment 1 are the Government's best estimate of labor categories that may be needed to support the various divisions of LP. This is based upon historical support and forecasted future requirements. If task order requirements arise that require specific education/experience levels outside of categories on this sheet, the Government would consider additional labor categories at that time on a case-by-case basis.
PWS 3.2 Task Area 1-4 | Each of the these tasks and deliverables either specifically state or imply support from logistics systems such as, Total Force Structure Management System (TFSMS), Global Combat Support System (GCSS), etc. Can the government provide a list of current / anticipated logistics, training, financial systems for which it requires vendor support through this task order? | There is no all-inclusive list of systems that may require support. Specific systems will be provided at the task order level.
RFP pg. 21 section 9 security requirements | Is the offeror (Prime) required to hold an active FINAL (e.g. fully adjudicated) SECRET Facility Clearance prior to performance, or can a teaming partner hold clearances pending the FINAL FCL adjudication by DSS? | The prime contractor may receive a contract award without an active facility clearance. The Government will sponsor contractors who receive IDIQ contract awards who do not currently hold active clearances. However, before the prime contractor can perform on any task orders, their facility clearance needs to be active/final.
RFP pg. 21 section 9 security requirements | The government states the Contractor must hold an active SECRET Facility Clearance prior to performance; in this statement, is the term “Contractor” meant to mean the Prime Offeror and will the government accept an interim (not fully adjudicated) clearance for the Prime Offeror? | The prime contractor may receive a contract award without an active facility clearance. The Government will sponsor contractors who receive IDIQ contract awards who do not currently hold active clearances. However, before the prime contractor can perform on any task orders, their facility clearance needs to be active/final.
RFP pg. 21 section 9 security requirements | The government states the Contractor must hold an active SECRET Facility Clearance prior to performance; is this relative to performance (projected) of the IDIQ award (i.e. 22 Jan 2020) or the award of a Task Order performance? | This means performance on a task order. See answers to questions 6 or 7 above.
RFP pg. 21 section 9 security requirements | If the government intends to submit Task orders for bid shortly (within a month or two) of the IDIQ award, making an award to any Offeror who does NOT possess a FINAL SECRET FCL is a potential risk in performance. We recommend that potential Offerors submit as part of their respective proposals a statement certifying that they hold their fully approved FCL status. | The prime contractor may receive a contract award without an active facility clearance. The Government will sponsor contractors who receive IDIQ contract awards who do not currently hold active clearances. However, before the prime contractor can perform on any task orders, their facility clearance needs to be active/final. See Amendment 0001 for added language.
Will this award encompass any known or expected personal services-based requirements or activities and support that may be implied as personal services in nature? | Personal services will not be procured under this contract vehicle. |
In conversations with various incumbent employees, it has been mentioned that incumbent contractors may be issuing “no compete” or “non-compete” clauses that in effect would prevent either current employees or new awardees from accepting positions offered or hiring otherwise qualified employees for LP roles. This type of activity if being conducted might present a significant risk to the LP organization in maintaining knowledge continuity and the provision of critical services and is unfair to employees who otherwise would simply want to continue to provide excellent work for the USMC warfighter and LP organization. We request that the government specifically deny the use of any no compete or non-compete items for LP staff except in cases of proven proprietary issues. | The Government does not interfere in the employment relationship a contractor has with its employees. A contractor should employ any appropriately skilled employees that can perform the requirements of the contract. Therefore, the Government is not aware of, and is not interested in being aware of, any no compete or non-compete items. |
Are any of the current incumbent companies providing proprietary services or products (that would warrant the need or issuance of “no compete” or “non-compete” agreements to current staff by the incumbent company)? If so, would the provision of these services by the incumbent contractors constitute an unmitigable OCI issue as the ONLY source of service would then be the incumbent contractor in terms or both product and staff? | No, this solicitation does not include any proprietary services/products that only one company could provide. This solicitation is being competed among all eligible small businesses. IAW the RFP 52.212-1 Addendum (Volume I Instructions, bullet 5), it is each offerors obligation to identify and report any potential or actual OCI’s to the Government.
ATT2 | For Task 3 Information Technology Porfolio Management (IT PfM), "Software Engineer / Programmer" is listed as the last Labor Category type of resource(s) needed, but no level was assigned with this Labor Category. Was this supposed to be a Junior, Journeyman, or Senior level Software Engineer/Programmer? | Senior level. See Amended Attachment 2. |
ATT2 | With a full-time equivalent (FTE) being defined as 1880 hours per year, there are multiple resources listed with 990 hours as part-time equivalents (i.e. 990 is 52.7% of 1880). Did the government mean to use 940 hours instead (i.e., half of 1880 hours; 50%) highlighting that these full-time resources would start midway through the year? | The labor hour distribution included on Attachment 2 is an estimation, it is solely for evaluation purposes so that all Offerors pricing can be evaluated using the same labor mix level ("apples to apples" comparison). |
ATT1 | ||
| ATT2 | Distribution IT Porfolio Manager and the Logistics IT Portfolio Manager positions: Per the attachment, these positions escalated from no degree requirement to requiring Master's degrees, which will significantly increase the cost for these positions. For these positions, will the government consider a Bachelor's degree and experience vs. a Master's degree, or perhaps significant experience in place of any degree? | The labor categories in Attachment 1 are the Government's best estimate of labor categories that may be needed to support the various divisions of LP. This is based upon historical support and forecasted future requirements. If task order requirements arise that require specific education/experience levels outside of categories on this sheet, the Government would consider additional labor categories at that time on a case-by-case basis. | ||
The RFP states that most of the work will be located in the National Capital Region (NCR), but it also states that some work may be at other locations including OCONUS. Will the government make labor rate adjustments for TO’s in high cost areas? | If the Government determines a rate adjustment for OCONUS performance is necessary, it would be determined at the task order level. | |
PWS pg. 7 3.1 Strategic Communications | Will the government provide all necessary software product licenses and hardware to support product development (e.g. graphics, design, formatting, production, etc.)? | No. |
RFP pg. 24 section 13 ECMRA | The government has a small group of statements immediately prior to the PRS section that appear to be internal instructions to the solicitation preparation; will the government clarify the applicability of these statement to the proposal, or remove them if not necessary/needed? | See Amendment 0001; this was removed. |
Under the pricing spreadsheet some of the labor categories hours are listed 990 hours could you confirm if these are part time categories. | This labor hour distribution is solely for evaluation purposes. Offerors will be able to propose their own labor hours for each task order request. | |
Please clarify if resumes are needed for submitting with the proposal if so which labor categories are required. | No resumes are required to be submitted in Offeror's proposals. Resumes may be required at the task order level, but not at the contract level. | |
| General RFP Questions | ||||
Is there a current contract in place or is this a new one? If this is a follow on contract can you give me the contract number and the incumbent name? | This is a new contract vehicle being set up. There is not an incumbent contract. | |
Is this particular Solicitation for staffing services? | The Government encourages offerors to review the entire solicitation including the PWS which describes the required services. | |
Will awarded Task Orders have the capability to grow/surge should the Government determine, post-award, that additional resources/effort is required (i.e. Task Order modifications allowed to grow the task by 25% without a requirement for recompete?). This would seem to be a practical solution; otherwise, the government would either be recompeting awarded task orders to address growth, or releasing new task orders to address growth requirements whch may not be viewed as competitive by all vendors (given a vendor is already performing the base work). | Task Orders will follow the Fair Opportunity Process described in FAR 16.505(b)(1). If a task order requires a modification, it would be determined by the Contracting Officer whether that modification is within scope or not and appropriate acquisition regulations will be followed. | |
How will the TO’s be constructed (FFP or CPFF type contracts)? | Task Orders will be firm-fixed-priced (with cost reimbursable travel, if applicable). | |
How many IDIQ awards does the government anticipate making? | The Government does not have a specific number of contracts we plan to award at this point. The number of contracts awarded will be determined during source selection. The Government will award to only those offerors that offer the best value to the Government, according to the evaluation criteria in the RFP. | |
Reference: It is recognized that some of the labor category titles used in the solicitation may not exactly match the titles normally used in a particular company operation. Accordingly, in order to permit a rapid comparison between the anticipated labor team shown on the template and the offeror’s actual labor category nomenclature, each proposal must provide a statement of the offeror’s normally used nomenclature for each labor category included in the template, together with a copy of the offeror’s position description for each labor category. Attachment 1 “Labor Category Qualifications,” is provided to offerors for the preparation of price proposals. The qualifications identified in Attachment 1 represent the Government’s minimum knowledge and experience necessary for successful contract performance.
Question: Will the government accept a statement from the offeror that it intends to adopt the provided Labor Categories and descriptions in Attachments 1-3 (Excel file)? Does this meet the requirement for providing the offeror's normally used nomenclature and description for each labor category?
| Yes, the Government will accept a statement from the Offeror that the Offeror intends to adopt the provided Labor Categories and descriptions in Attachments 1-3 (Excel file) in lieu of providing the Offeror's normally used nomenclature and description for each labor category. | |||
Based on the number of current contractors supporting LP, and their incumbent status experience, will the govt consider using an independent source selection board instead of a source selection board made up of LP government personnel, I.e. branch heads or other LP leadership who may currently have enduring relationships with current incumbents. | The Government will impanel a source selection evaluation board with appropriately qualified evaluators who have been screened for conflicts of interest. |
Will the government consider standing up an independent source selection board made up of members who do not have direct ties back to current incumbent contractors and their subcontractors? This will allow a level playing field thereby avoiding favoring incumbents. | The government will ensure no evaluation team member has “direct ties back to current incumbent contractors.” |
Will the government consider standing up an independent source selection board made up of members who are not integrated in current incumbent work? | The Government will impanel a source selection evaluation board with appropriately qualified evaluators who have been screened for conflicts of interest. |
Clauses | Will the government include the current DoD-mandated FAR 52.219-14 (Deviation 2019-O0003) guidance relative to Limitations on Subcontracting? | See RFP Amendment 0001. FAR 52.219-14 (Deviation 2019-O0003) is incorporated in the solicitation.
What steps has the government taken to ensure current incumbent work does not yield unfair competition, ie incumbents with intimate relationships and knowledge of key aspects of solicitation? | The Government has determined that this RFP does not provide an unfair advantage or preferential treatment to any company. This solicitation is open for any eligible small business to compete.
RFP p. 24 PRS Table | The government has an AQL of 75% TOR participation over a 12-month period; will this 12-month period be based on a fiscal or calendar year basis? | The 75% 12-month TOR participation begins on the ordering period start date and ends 12 months from the ordering period start date.
Is there a formal requirement for offerors to provide a small business utilization plan as part of the solicitation response? | No, there is not a requirement for offerors to provide a small business utilization plan. |
| Proposal Instructions Questions | |||
Requirements for Proposal Contents / Page 68-69 / Paragraph D | The table in Paragraph D states that Volume II page limit is 30 pages and Volume III page limit is 12 pages. At the top of Page 69, the last sentence reads "If Volume III exceeds 30 pags, the Government will only evaluate the first 30 pages and will not evaluate pages after the 30th page.". Is this last sentence actually referring to Volume II? | Yes, the last sentence in the first paragraph on page 69 is referring to Volume II. Please see Amendment 0001.
Att3 Teaming Structure | Line 14 states that the Total Prime workload must be greater than or equal to 50% of contract workload; and Line 30 states that the Total teaming Partner/subcontractor workload must be less than or equal to 50% of contract workload. Is this rule being applied at the IDIQ level only, or is it applicable to every task order awarded? | This rule applies at the base contract level (not for individual task orders).
Please see amended RFP Attachment 3 -- Total teaming Partner/subcontractor workload must be less than 50% of contract workload.
Proposal Content; Volume I-Administrative Proposal; Paragraph (7) | If the prime vendor is not submitting any past performance citations from a subcontractor/teaming partner, is Attachment #6 required? | No.
Requirements for Proposal Contents / Page 68 / Paragraph D | The line above the Page Limitations table states that proposals shall be submitted in 5 separate volumes but the table only lists 4 volumes. Please clarify. | The Government requires proposals be submitted in 4 separate volumes. Please see Amendment 0001.
Requirements for Proposal Contents / Page 68 / Paragraph B.1).e | This bullet says that for all volumes, the vendor must provide "Identification of Original Signature Copies". Please clarify what the Government is looking for here. Vendors are required to sign and return the SF-1449 which would constitute our signed offer. Does the Government want a Signed Page within each Proposal Volume? | This has been removed. See Amendment 0001.
Proposal Content / Page 69 / Volume I - Administrative Proposal / Subparagraph (4) - Representations & Certifications | The second sentence to "Ensure all representations and certifications included in this solicitation are completed in SAM." During our review, we noted that clauses 52.203-18; 252.203-7005; 252.239-7009; 52.222-56; 52.225-25 are not available in SAM for certification. Is it acceptable to include the certifications in our Volume I submission in addition to certifying that all other Reps & Certs have been completed in SAM? | Yes, in addition to certifying that all other Represenations & Certifications have been completed in SAM; offerors may include any certifications that are not available in SAM as part of Volume I. Please see Amendment 0001.
RFP page 70 Proposal Content | The first factor listed is Factor 2: Organizational Experience. Please confirm that Factor 1 applies only to Volume 1 – Administrative Proposal. | Yes, Factor 1 is Volume 1 - Administrative proposal.
4. RFP, p. 66, Instructions to Offerors, Proposal Content, Volume I, (4) and (5) | The Government requires OCI and SAM certification from the prime in Volume I, does the Government also require these certifications from teammates? | The RFP requires SAM certifications for the prime offeror only. The RFP requires disclosure of any potential or actual conflicts of interest with the prime, subcontractors, and any teammates. See Amendment 0001.
6. RFP, p. 20, Sect 5.1 and pp. 70-71, PROPOSAL CONTENT section, Volume II – Technical | Section 5.1 discusses Key Personnel & states "Contractor agrees to assign to this contract/task order those persons identified as key personnel whose resumes were submitted with its proposal and who are necessary..." However, instructions for proposal content for Vol. II do not indicate where key personnel resumes are to be provided. In addition, do resumes count in the page count limitation for this volume? | Resumes are not required to be submitted in Offeror's proposals at the contract level. Resumes may be required at the task order level for key personnel on future task orders.
7. RFP, p. 68, REQUIREMENTS FOR PROPOSAL CONTENT, section D., third paragraph | |
| Section D., page limitations, requires that Offerors are to use "a font with a point size of 12 or greater." Would the Government allow a smaller point size for graphics/tables, if it is totally legible? | Offerors may use a font size of 8 or greater for tables, charts, diagrams, and graphics if legible. See Amendment 0001. | ||
RFP p. 68 Requirments for proposal content | Will the government accept a point size of 10 or greater for charts, diagrams and/or other graphics in the technical volume? | Offerors may use a font size of 8 or greater for tables, charts, diagrams, and graphics if legible. Please see Amendment 0001.
Instructions to Offerors
Requirements for Proposal Content Paragraph D. Page Limitations Reference: Page Limitations Table states Volume II - Technical having 30 page limit and Volume III - Past Performance having 12 page limit; however, the paragraph below that states "If Volume III exceeds 30 pages, the Government will only evaluate the first 30 pages and will not evaluate any pages after the 30th page."
| Question: Would the Government please clarify the volume and page limit descrepancy? | The 30 page limit applies to Volume II. Please see Amendment 0001. | |||
RFP p. 68 | The government specifies that the Table of Contents (TOC) should be no longer than one (1) page per volume; depending on the outline format to maximize the clarity of subject matter layout for the evaluation team the TOC may be longer than a single page in length. Will the government allow a maximum of TWO pages for the TOC length before any excess is added to page count? | Yes, the Government will accept a maximum of two (2) pages for the TOC. See Amendment 0001. |
In a modest effort to level the playing field and avoid the perception that “brand recognition” may influence proposal evaluation over content, will the government consider amending its requirements for proposal content to include that all submitted hard copies (not the electronic) of Volume II Technical redact contractor and contractor team names? Offering contractors will not have to redact the names of proprietary tools or processes, but all reference to an offeror’s company name and/or its proposed subcontractors’ company names should be redacted. | No, the Government will impanel a source selection evaluation board with appropriately qualified evaluators who have been screened for conflicts of interest. The source selection teams will follow the evaluation criteria in the RFP. | |
RFP p.69 vol I Representations and Certifications | Will a statement confirming the validity of an Offeror’s current SAM status be sufficient to demonstrate compliance with the requirements to ensure all representations and certifications have been completed in SAM? | Yes, a statement confirming the validity of an Offeror's current SAM staus, only if all required Representations and Certification is made in SAM, is acceptable. Note, the Offeror is responsbile for ensuring that all Representaions and Certifications included in the solicitation are either completed in SAM or verified in their proposal. Please see Amendment 0001. |
| Pricing Questions | ||||
Att2 Pricing Spreadsheet | Formulas are entered in Cells O42, O43, P42, and P43. These cells do not align to any Labor Category. Should these cell formulas be deleted? | Yes. See updated spreadsheet. |
Att2 Pricing Spreadsheet | Under Task 3, the level of the Software Engineer/Programmer is not clearly stated; although the formula points to a Senior position? Request the Government confirm this level. | Yes. See updated spreadsheet. |
Att2 Pricing Spreadsheet | The spreadsheet is entirely protected and Columns G, I, K, M, and O are not wide enough to allow viewing of the Labor Total Amounts or Totals for each year. Request that these columns be widened so that the data can be viewed. | Yes. See updated spreadsheet. |
ATT1 and ATT2 | There are multiple Labor Categories and Levels not mapped to the 'ATT2 Pricing Spreadsheet' (tab 2). Can you please confirm your preference for bidders to provide rates for all Labor Categories? For those not being used (i.e., Training Specialist, etc.), please confirm these are not, in fact, being used in the ATT2 Pricing Spreadsheet. | Yes, per the RFP instructions, Offerors shall provide rates for ALL labor categories in Attachment 1. Not all labor rates are included on Attachment 2 spreadsheet. |
1. RFP, page 72, Factor 5, A. | "Offerors shall provide their Pricing Spreadsheet using the template included as Attachment 2." Does that mean Attachment 2 labor category rates are the only labor category rates to complete on Attachment 1? Or, do all labor categories on Attachment 1 require a ceiling labor rate and only those rates linking over to Attachment 2 will be evaluated? Stated another way - does offeror need to offer labor category rates for all the labor categories found on Attachment 1 given that not all the labor categories link to Attachment 2? By way of example, in Attachment 1, there is the labor category of Database Analyst (Junior); however, in Attachment 2, there is no required labor category for Database Analyst (Junior). | Offerors shall propose a ceiling labor rate for ALL labor categories on Attachment 1. Per the instructions on Attachment 2, the proposed rates will auto-populate based upon the information entered in Attachment 1.
Attachment 2 does not use all labor rates from Attachment 1; Attachment 2 is a sample labor mix as a way to evaluate pricing on an "apples to apples" comparison for all Offerors.
RFP_Attachments_1-3, RFP ATT2 - Pricing Spreadsheet | the Government does not specifically ask for onsite vs. contractor site labor rates. Is this an oversight, and if not, which rates should Offeror provide, onsite or contractor's site? | See amended Attachment 1 spreadsheet. There are columns added which allows offerors to differentiate between Government and Contractor site labor rates, if needed.
RFP CLIN 0001 | Is it correct to assume that the Unit is 1 (job) and the Unit Price is the cumulative total of all price elements contained in RFP Attachments 1-3 (to include the plug travel and ODC amounts)? | The total labor amount that is calculated on Attmt 2 pricing spreadsheet (Cell P92) will calculate the total labor associated with CLIN 0001. The plug travel total (Cell P93) is associated with CLIN 0002 and ODC amount (Cell P94) is associated with CLIN 0003.
For the entry amount to be placed in CLIN 0001, should the offeror subtract the Travel/ODC plug amounts from the associated labor cost value? | CLIN 0001 is for labor. CLIN 0002 is for travel and CLIN 0003 is for ODCs. See answer to question 55 above. |
RFP page 20 section 6 place of performance | For IDIQ pricing, should offerors calculate price based on performance in government facilities or contractor facilities? | See amended Attachment 1 spreadsheet. There are columns added which allows offerors to differentiate between Government and Contractor site labor rates, if needed.
Instructions state that Volume IV - Price shall be submitted in Microsoft Excel 2007 (or later) format. In addition, the instructions require basis of proposed rates. Can the pricing basis/ justification be submitted in Microsoft Word format as opposed to Microsoft Excel 2007 (or later)? | Yes. |
| Past Performance Questions | |||
Proposal Contents / Page 71 / Paragraph Volume III - Past Performance | If the Offeror refers the Government to a CPARS rating rather than submitting a separate Past Performance Questionnaire, is the Offeror still required to submit a PPQ to address historical compliance with FAR Part 52.219-8 (Utilization of Small Business Concerns)? Follow up: As this is a 100% Small Business Set-Aside, is it necessary to address this FAR clause? | All Offerors are required to submit a Past Performance Questionnaire (Attachment 4) for each past performance reference, no matter if there are CPARS records available or not. See Amendment 0001 for clarification.
Yes, even though this is a small business set-aside, Offerors still must address historical compliance with this clause.
If a past performance evaluation is submitted where the offeror was a subcontractor, is the evaluation by the Prime contractor sufficient for evaluation purposes? | Yes. |
RFP p. 72 Factor 4 | All offerors are requested to address historical compliance with the requirements of FAR Part 52.219-8 (Utilization of Small Business Concerns) in the Performance Data Sheet (Attachment 4). However, per the previous paragraph if a CPARS rating has been submitted then a seperate Past Performance Questionnaire may be ommitted. May a proposal with a CPARS rating omit the Performance Data Sheet and still be a compliant proposal ? | See Amendment 0001 which clarifies this. All Offerors are required to submit Attachment 4 for each past performance reference.
Please provide more direction on the use of CPARs versus the Attachment 4 (PPQ); are Offerors supposed to submit the CPAR copy, or how does the government want a reference to the CPAR provided? | See RFP amendment. Offerors need to either include a copy of their CPARS evaluation, or if they don't have one, then section III of the Attachment 4 form needs to be filled out by the assessor and submitted to the Government |
The Past Performance volume is limited to 12 pages; CPAR formats can exceed this space restriction (with one alone); please confirm how CPARs should be submitted in format form for the government to accept and reference. | See RFP amendment. CPARS evalautions are limited to 10 pages each. CPARS' auto-generated format including a PDF version and font size is acceptable. |
Are CPARs to be “converted” into an acceptable format to conform to the defined font type/font size and other restrictions? Many times, CPARs are in a PDF format, and the font is “set” via government format. | CPARS' auto-generated format including a PDF version and font size is acceptable.
