WEST COAST
QUESTIONS AND ANSWERS
SET THREE
1. What is the total annual amount in dollars paid for DLA Program subsistence products purchased each year for the most recent three fiscal years in connection with operations covered by this solicitation?
Answer: The chart below details the total annual amount receipted for DLA Program subsistence products for the most recent three fiscal years. This number reflects both Prime Vendor and Produce and Market Fresh support.
DLA Program Totals
West Coast
FY15
$34,038,257
FY16
$36,486,926
FY17
$37,780,998
The Government will not be responsible or liable for any errors in the figures above or for changes in consumption or cost that may occur during the life of a contract resulting from this solicitation.
2. Will the solicitation be awarded to multiple vendors?
Answer: Only one award will result from this solicitation.
3. Regarding Solicitation Attachment L-1 (Pricing Template), is it acceptable for offerors to incorporate profit/fee in the G&A line of the meal price?
Answer: No. The template is being revised to more accurately allow for the entry of profit. Award fee is determinable dependant upon the Incentive and Award Fee provisions.
4. Also regarding the Pricing Template, is it acceptable for offerors to incorporate their transition costs into the ODC line of the meal price? If yes, then since transition costs will not be incurred every year, could the government also unlock the option year pricing under the ODC line so that offerors may input different amounts each year?
Answer: No. The template is being revised to more accurately allow for transition costs.
5. Regarding Solicitation Attachment J-10 (Menu Template and Instructions) and tabs "MDRI 1" and "MDRI 2," rows 66-75 require offerors to input the total amount of content for each column of all menu items, and certain percentages, offered in a single day, which appears to assume that each patron will consume every menu item every day for purposes of these row 66-75 calculations, and may reflect values that are in excess of daily recommended amounts. Such total daily amounts for each column are nonsensical and the daily value percentage cannot be calculated without knowing the "Daily Value" figure that is to be used by offerors. Exactly what information is the government seeking with respect to rows 66-75?
Answer: Offerors shall submit menus which reflect a reasonable representation of what a patron would select off the main serving line on first pass, over the course of the day, to meet the stated MDRIs. Offerors shall identify that nutrient dense menu items are available on the main serving line for selection in order to have a well-nourished Marine in accordance with the DoD standards. Self-serve items may be included in this representation to show a complete meal.
Daily amounts for MDRIs for each activity level are outlined in Marine Corps Order (MCO) 10110.49 Nutrition and Menu Standards for Human Performance Optimization.
6. Regarding Solicitation Attachment J-10, the "Directions" tab includes requirements relative to Saturated Fat, but there is no column on the "MDRI 1" or "MDRI 2" tabs for offerors to identify Saturated Fat content of each menu item. Is it acceptable for offerors to add a column to their menus to reflect Saturated Fat, or does the government not want offerors to identify Saturated Fat of each item for the proposals?
Answer: Yes, offerors may add a column for Saturated Fat. However, Saturated Fat shall be included in the Fueled to Fight color-coding calculation in accordance with Attachment J-4 Baseline Meal/Menu Requirements Table 24.
