QUESTIONS AND ANSWERS
WEST COAST
SET TWO
1. When we reached out to the Garrison Division Chief at DLA Troop Support regarding information pertaining to the current Subsistence Prime Vendor pricing, we were informed that direct pricing information will not be released. Our understanding is that a price list consisting of average food item prices will be made available. As the government has directed the Prime Vendor Program as a mandatory source of supply, this will result in an unfair advantage to the incumbent contractor, which is in possession of actual food item costs and will thereby be in a position to accurately determine food costs per menu item. We request that the actual order guide / pricing catalogue be released as part of the RFP.
Answer: Average prices have been provided purposes of developing proposals. The average prices were developed using the five (5) SPV catalogs that support the majority of Marine Corp requirements; these include requirements from the bases at Quantico, Camp Lejeune, Cherry Point, Camp Allen, Parris Island, Yuma, MCRD San Diego, Camp Pendleton and 29 Palms. The Government believes this is sufficient information for offerors to be able to submit a proposal.
2. Are there any categories of supplies that are exempted from the DLA Program purchasing requirements such that the successful offeror could consider them for purchase through qualifying small businesses?
Answer: The solicitation, at paragraph 2.7.5.1, identifies any exceptions to DLA Troop Support purchasing requirements.
3. Are the products listed on the representative products list provided as an attachment to Amendment 1 a list of all the current products purchased by the current food service provider through the DLA Program?
Answer: The list of current products purchased by the current food service provider through the DLA Program is not an all-inclusive list of all of the current products purchased by the current food service provider through the DLA Program. The list provided to the Marine Corp is a representative list of items purchased by all Marine Corp service providers through the DLA Program.
4. What are historical annual food cost increases, by general subsistence product category, for each of the past three years for purchases through the DLA Program?
Answer: DLA Troop Support does not calculate historical annual food costs increases by general subsistence product category.
5. How frequently can subsistence product prices increase through the DLA Program? Annually or more frequently?
Answer: DLA Troop Support CONUS Subsistence Prime Vendor contracts allow a portion of the unit price to change weekly in accordance with an Economic Price Adjustment clause included in its contracts. DLA Subsistence contracts are available for viewing at the following web address:
http://www.dla.mil/TroopSupport/Subsistence/Foodservices/Regions/CONUS.aspx
6. What are the forecasted annual escalations for subsistence product prices provided through the DLA Program?
Answer: DLA Troop Support does not forecast annual escalations for subsistence product prices.
7. Would the Government be able to provide a break-out of total meal counts by mess hall by meal period?
Answer: Man Day Fed Reports for the past two fiscal years are provided as a reference document with this amendment. These reports are provided as historical information only for pricing purposes.
8. Would the Government be able to provide photos of all Mess Halls, Dining Areas, Satellites, Kitchens, Scullery’s and all other dining operations associated with the two RFP’s?
Answer: The Government does not maintain photographs of the mess halls or galleys and therefore cannot provide this information.
9. Attachment J-5 provides USMC Mess Halls on the AbilityOne Procurement list, does this mean those are the only bases that currently utilize AbilityOne labor? (San Diego (620 and 569) and Camp Pendleton (3120, 210802, 62402, 53502, 2204)
Answer: Yes.
10. Does the Government intend to have offerors submit a Corporate Experience section separate and apart from Past performance? If so, will the government add requirements for Corporate Experience under paragraph III Proposal Content? Note: Same question applies to East/West Coast.
Answer: Corporate Experience was included in Section L in error. Corporate Experience is not an evaluation factor; therefore, offerors are not required to submit Corporate Experience information. The reference to Corporate Experience was deleted via Amendment 0003.
