1) Question: That non 8(a) contractors will not be eligible to work as a subcontractor on the proposed contract.
Answer: There is no regulation impeding non 8(a) contractors from being subcontractors as long as they comply with the limitations on subcontracting Clause Deviation FAR 52.219-14 Deviation 2020-O0008 https://www.acq.osd.mil/dpap/policy/policyvault/USA002296-20-DPC.pdf
2) Question: That subcontractor Past Performance references cannot be used to augment a Prime Contractor’s submission to assure their eligibility for all future TOs.
Answer: No. Subcontractor Past Performance references cannot be used to augment a Prime Contractor’s submission.
3) Question: The instructions state all documents, other than those containing signature, shall be submitted in Word Document format, however on p. 56, paragraph 1. Past Performance (a) states the “offeror shall provide the information using the worksheet provided in Section J – Past Performance Worksheet”, which is provided in Adobe pdf.
Answer: Attachment 2 – Past Performance Worksheet shall be provided in Word Document Format. The Adobe pdf. document has been has been replaced by Word Document format and uploaded to the sam.gov website.
4) Question: Also, CPAR pulls are generally downloaded as pdf. Will the Government please clarify whether the Attachment 2 – Past Performance Worksheet and CPARs should be submitted in pdf, or converted to/recreated in Word, or embedded into a word document as a jpg for submission?
Answer: Only CPARs, that received a Marginal or lower rating for any evaluation area will be accepted, these can be provided Adobe pdf.
5) Question: Section B.1(a) states “Offerors shall submit no more than a 25 page description of their company’s ability to meet the entire scope of one or more of the technical requirements in the PWS.” If an offeror has capability in many technical areas, but only submits a detailed proposal for a few areas, will they be limited to bidding on TOs for only those areas they provided in the MATOC proposal or can they bid on all task order they have the capability to support?
Answer: Offerors will be limited to propose on TO’s only on those areas they provided in the MATOC proposal.
6) Question: The instructions on p. 57 tell offerors to submit a description of their ability to meet the entire scope of one or more of the technical requirements of the PWS, however, the Basis for Award Evaluation criteria on p. 59 states the Government will evaluate the demonstrated knowledge and expertise with respect to the technical requirements of the PWS and do not limit the scope. Will the Government please clarify whether the offeror is to submit their ability to meet at least one of the PWS technical requirements, or all technical requirements?
Answer: Contractors are not required to propose for every technical requirement listed in the PWS. Offerors may choose to address only one or more technical requirements in their technical approach. Contractors should clearly identify which PWS requirements they are proposing to perform, and should be thorough in addressing the entirety of each requirement for which they are proposing.
7) Question: The instructions state that offerors may use Times New Roman 10-point font and single spacing. The Attachment 2 document requirement is formatted as a table. If the offeror translates this table into a word format to meet the submission requirements noted in section 2. Proposal Content on p. 53, may they use the 10 point Times New Roman font to input the data required on that one-page document?
Answer: The offeror shall prepare and submit their technical approach using letter-sized (8-1/2” X 11”) pages, single-spaced, with one-inch margins. One page equals one side of a sheet of paper. Any pages in excess of the page limitations will not be considered. Offerors shall use Times New Roman 12-point font with single spacing. Tables, graphics, and illustrations are not required and, if necessary, shall be kept to a minimum and may be prepared with Times New Roman 10-point font and single spacing. Attachment 2 is formatted as a table, the format has been revised and uploaded to sam.gov website in Word format, and input of data required on Attachment 2 may be prepared with Times New Roman 10-point font.
8) Question: Will the Government please clarify whether MATOC Prime Contractor awardees may add subcontractors their team post award and state what the onboarding process would consist of?
Answer. Yes, MATOC Prime Contractor awardees may add subcontractors their team post award.
The onboarding process identified in the solicitation does not apply to subcontractors. However, the MATOC prime Contractor awardees must meet all of the requirements delineated in FAR clause 52.219-14, Limitation of Subcontracting, (MAR 2020), FAR 52.219-6 (MAR 2020) and (DEVIATION 2020-O0008) for all task orders.
9) Question: The instructions state the past performance references are limited to one page (single sided) for each, however, the Attachment 2, Row 11 states the offeror may use a continuation sheet for additional information in the parenthesis, which includes nature and scope. Will the Government please confirm that offerors may use a continuation page to provide additional information on the nature and scope of the work performed under the cited reference?
Answer: If needed a continuation sheet is only to be utilized when providing an explanation of any performance problems or other conflicts with the customer, or describing any litigation pending, on-going, or completed.

10) Question: Can the Government clarify if the past performance page limit is 1 or 2 pages per reference?
Answer: Past Performance page limit is 1 page. However, if needed a continuation sheet is only to be utilized when providing an explanation of any performance problems or other conflicts with the customer, or describing any litigation pending, on-going, or completed.

11) Question: There is no requirement for completed Representations and Certifications for inclusion in the Proposal, but there are Full-Text fill-in Representations and Certifications in the Solicitation. Are the fill-in Representations and Certifications to be included in this Proposal? Or are they reserved for the Task Order award level?
Answer: The fill-in Representations and Certifications identified in the solicitation are to be included in MATOC Proposal.
