1 INTRODUCTION
The acquisition strategy for the Amphibious Vehicle Test Branch (AVTB) Operations
Maintenance and Technical Services (OMTS) requirement is to award a Multiple Award Task
Order Contract (MATOC). The anticipated contract will be 10 years in duration and have ordering periods from FY2021 through FY 2030.
1.1 Background
The United States Marine Corps (USMC) AVTB is a Department of Defense (DoD) sponsored test facility that provides year-round Test and Evaluation (T&E) of amphibious vehicles, ground combat vehicles, systems, and equipment for the Marine Corps Systems Command (MCSC) and
Program Executive Officer Land Systems (PEO LS). AVTB is the responsible test organization under Marine Corps Tactical Systems Support Activity (MCTSSA) for T&E throughout the lifecycle of the vehicle platform.
AVTB applies a deliberate and documented set of processes in the execution of combat vehicle system and equipment testing. All T&E projects at AVTB follow the seven phases (Initiate, Plan, Prepare, Execute, Analyze, Report, and Close). The Contractor will assist with all phases, depending on project scope, duration, and technical requirements.
This Performance Work Statement (PWS) describes operational and technical support services in the following functional areas that facilitate the command’s mission for conducting testing at
AVTB:

1.2 Scope
AVTB requires the contractor to support both water and land testing of amphibious and ground combat vehicles at Marine Corps Base (MCB), Camp Pendleton, CA and other locations as required. In addition, the contractor will be required to support amphibious combat vehicle water training events in support of the Training and Education Command (TECOM) on a sporadic, non-interference basis as provided in any task order issued under the MATOC.1 AVTB also requires the contractor to support any other testing of systems and equipment. Testing requires laboratory technicians, media specialists, financial analysts, administrative analysts, data collectors, engineer support, scuba divers and certified dive training, first responders (Emergency
Medical Technicians (EMTs) and Paramedics (Medics)), boat, communications, and heavy equipment operators, and maintainers to support personnel and assets organic to AVTB. These personnel will play a vital role in different components and efforts that make up each mission requirement. The government-furnished assets (watercraft and vehicles) will be used to support multiple test/mission support activities. These activities shall include, but are not limited to, command and control, water/land mobility, surf transitions, amphibious shipping, riverine operations, water/land recovery, water/land towing, demonstration, and safety driven events.
The contractor shall provide a team of highly qualified personnel to support all designated waterborne and land activities that fall under the responsibility of AVTB.
In addition, this contract is structured for maximum flexibility by providing for an expedited ordering process to satisfy the Marine Corps operational forces as well as providing these services to the Training and Education Command organizations. However, this contract may also be utilized to satisfy all within scope, worldwide requirements for any Marine Corps organization that requires AVTB support services. Task order Performance Work Statements
(PWSs) will provide the specific performance requirements, schedules, standards, metrics, and assessment measures for each task
The government-furnished assets include:
Six – Rigid Hull Inflatable Boats (RHIBs)
One – 64-foot workboat open ocean vessel
Two – Jet ski type watercraft
Three to Seven – Amphibious vehicles (military specification)
AVTB also requires the Contractor to support and augment engineering, electronics, media (e.g., video, audio, still photography), IT, data collection, and technical editing services for test and special events at AVTB and for day-to-day operations. In addition, AVTB requires the
Contractor to provide contract consulting, security, administrative, and financial management services. Furthermore, AVTB requires crane support service for multiple consecutive days, several times a year.
1 Any efforts in support of TECOM training requirements will be identified in the applicable task order in a separate
Contract Line Item Number (CLIN), and funded with Operations and Maintenance funding, which is consistent with the purpose of the required TECOM support.
1.2.1 Scuba Diving Services
The Contractor shall provide the following scuba diving services:
Shall provide an Occupational Safety and Health Administration (OSHA) compliant
(four-person dive team) to support AVTB during amphibious vehicle operator training, sustainment operations, and T&E support.
Shall provide divers who are Professional Association of Diving Instructors (PADI) certified at Open Water Diver level.
Shall provide emergency dive support in the event of a catastrophic failure of an amphibious test vehicle and execute a surface and subsurface rescue of a vehicle crew down to approximately a 90-foot depth.
Shall provide underwater equipment for cutting or burning through aluminum composite and steel metal hatch handles or hinges (approximately 3 inches thick), to support rescue efforts.
Shall perform underwater inspection of vehicles or rescue of personnel from submerged test vehicles.
Shall inspect and clean the AVTB wave buoy located approximately 1 mile off the coast of Camp Pendleton in 60 feet of water.
Shall conduct hull cleaning and inspection, to include running gear, intakes and all hull appendages, and appurtenances and replace any corroded or eroded anodes that are less than 75% effective.
Shall advice and instruct on dive tending, instruction on dive equipment, and underwater-related rescue tools to the AVTB staff and Contractors.
1.2.2 Emergency Medical Treatment Services
The Contractor shall perform the following emergency medical treatment services:
Shall provide emergency medical personnel to support AVTB/MCTSSA during military physical training events, AVTB Rear Area Maintenance Point (RAMP) testing operations, and T&E on open ocean and in rugged terrain environments.
Shall comply with California Code of Regulations Title 22, Divisions 2.5 and 9, and the
San Diego County Emergency Medical Services (EMS) policies, procedures, and protocols.
Shall respond to all medical emergencies during supported test events.
Shall treat minor injuries and triage treatment of individuals having multiple problems.
Shall use acceptable medical industry standards to manage emergency medical events.
Shall prepare personnel with minor injuries for transfer to the appropriate medical facility for treatment, if necessary. The Government will provide transportation for all injured personnel.
Shall complete written incident reports and personnel care reports specific to emergency medical services.
Shall determine the nature and extent of illness or injury, or the magnitude of catastrophe to establish first aid procedures.
Shall administer first aid treatment at the site of the emergency, performing activities such as the application of splints, administration of oxygen, treatment of minor wounds or abrasions, or the administration of artificial resuscitation.
Shall ensure that all employees or subcontractors (EMTs and paramedics) directly performing the emergency medical services under this contract possess current National
EMS certification, California state certifications/licensure, and San Diego County EMS certifications and accreditation for the role (EMT or paramedic) they are performing.
Shall ensure emergency medical personnel are equipped with foul weather gear and standard medical supply bags that include all of the medical supplies, equipment, and advanced life support medications specified in the following San Diego County EMS policies, procedures, and protocols.
1.2.3 Watercraft Operation and Maintenance Services
The Contractor shall provide the following watercraft operation and maintenance services:
The vessel, systems and equipment, and other assigned equipment shall be maintained in accordance with original equipment manufacturer’s specifications and applicable regulations.
The Contractor shall perform predictive, preventive, and corrective maintenance.
Corrective maintenance and repairs consist of those activities that are within the capability of contractor personnel. Corrective maintenance includes such efforts as troubleshooting, disassembly, repair, replacement, assembly, startup, adjustments, pump overhaul, injector replacement, gunwale repair, piping repair, breaker or transformer replacement, deck fitting repairs, and leak correction. Corrective maintenance includes any action that could reasonably be performed by a qualified engineer.
Vessel standards of appearance. All vessels shall be maintained in a neat sanitary condition with all loose gear, equipment, and tools stowed in a safe, secure, and orderly fashion. All bright work shall be kept shined and all labels and stencils shall be kept clearly legible.
Hull and weather decks. The exterior hull, weather decks, and superstructure, including ladders, booms, winches, capstans, and all other deck fittings, shall be maintained in a clean, rust free condition. Waterline and draft marks shall be repainted with sufficient frequency to ensure the highest standard of appearance and vessel smartness. The national ensign, jack, pennants, and signal flags shall be clean and untattered. All craft shall be washed down with freshwater upon returning to port. Mooring lines, rigging, and ground tackle shall be maintained in a clean and orderly fashion. Ground tackle shall be regularly inspected and maintained to be rust and corrosion free. Mooring lines and rigging shall be maintained in proper working order so that they can handle the safe working load limits for which they were designed.
Engineering spaces. Engineering spaces shall be maintained in a neat, clean, oil-free condition with bilges dry, or at a minimum practical level, and oil-free. Attention shall be given to small leaks, insulation and lagging, painting and preservation, equipment stowage, and similar housekeeping items. Machinery shall be maintained to original equipment manufacturer’s specifications and professional marine engineering standards of material condition and readiness required for mission performance. Packing glands, guards, and other similar items shall be routinely maintained. Constant attention shall be given to maintenance and repair actions that impact safety. A sound painting and coating program shall be maintained. Status boards, posted instructions, and diagrams shall be neatly and accurately maintained.
Interior spaces. All interior spaces shall be maintained in a clean, corrosion-free, rust-free, and properly painted condition. Decks and ladders shall be kept free of tripping hazards. Deck tiles and ladder treads shall be replaced as necessary to prevent slipping hazards. The vessel’s furniture shall be maintained in good repair. All interior brightwork shall be regularly shined.
Shall provide boat operation support, maintenance, and procurement of repair parts for
AVTB in support of T&E of waterborne platforms. The cost of procurement of repair parts, as needed will be provided by AVTB and/or affiliated organizations.
Shall provide boat operation support, maintenance, and procurement of ancillary repair parts, as required, of Government owned and supplied waterborne platforms.
Shall provide boat operation personnel to operate and navigate a combination of at least six AVTB watercraft concurrently in support of maritime operations and testing.
Shall perform boat operation and maintenance, informal maritime instruction, and safety briefs of AVTB’s six RHIBs, one 64-foot workboat open ocean vessel, and two jet skis.
Shall operate government-furnished equipment (GFE) watercraft without accidents or incidents 95% of the time.
Shall execute all boat movements with respect to weather, sea conditions, boat conditions, test plans and schedules, and comply with the AVTB Test Execution SOP.
Shall be capable of launching from and recovering RHIBs back to the AVTB RAMP;
operate out to a distance of 50 nautical miles from shore; provide watercraft operations in close proximity to other craft and waterborne structures at speeds less than one knot and speeds up to the maximum safe speed; and carry up to maximum allowable passengers during these and other operations safely.
Shall be able to understand military communications and shall be required to operate radar, Global Positioning Systems (GPSs), Night Vision Electro Optic equipment, and pyrotechnical signing.
Shall provide operator support on a marine platform for emergency salvage/recovery operations, to include towing, and shall perform marine surveyor services.
Shall participate as a subject matter expert (SME) in the development of an effective boat maintenance program to include labor hours, supervision, and services necessary to inspect, conduct maintenance, and repair of AVTB watercraft in support of maritime testing operations.
Shall perform maintenance operations in a manner not to interfere with scheduled daily operations.
Shall perform all watercraft maintenance in accordance with best commercial practices.
Shall perform all maintenance to ensure that at least 83.3% of the AVTB boats (5 of the 6
RHIBs 83.3% and the 64-foot workboat is no less than 15% degraded at any given time) are in a seaworthy operational condition. Maintenance is defined as the proper care, use, operation, cleaning, preservation, lubrication, and such adjustment, major repair, testing, and parts replacement as may be prescribed by pertinent technical publications, tools, and parts allowances.
Shall report in writing to the COR all maintenance requirements that are beyond the skill set of the operator.
Shall prepare and deliver a weekly status report on personnel, equipment, operational and maintenance status to the COR.
Shall provide the Government an estimate that includes the parts and costs required for current and preventive maintenance.
Shall clean up all materials and scrap remaining from maintenance and repair work performed on the AVTB watercraft, and the removal shall be coordinated with AVTB, Camp Pendleton, and Hazardous Material (HAZMAT) personnel.
Shall conduct scheduled preventive boat maintenance to ensure the watercraft are in a seaworthy condition to support current operations.
Shall implement a planned preventive maintenance schedule to help prevent deficiencies in the AVTB watercraft.
Shall develop and maintain a watercraft specific preventive maintenance plan for the
AVTB watercraft using recommended manufacture’s recommended maintenance and services plan and applicable guidance documents as directed by the government point of contact (POC).
Shall develop a written management plan for the operation and maintenance of all AVTB watercraft within 90 days from contract award.
Shall track high failure rate parts by watercraft and provide AVTB with life cycle maintenance costs for each watercraft on a monthly basis.
Shall perform corrective boat maintenance, which includes the hull, electronics, engines, and propulsion units on all AVTB watercraft in order to return them to full operational condition. Corrective maintenance service is defined to include service, including parts replacement, to restore equipment that is in an inoperable or degraded condition to normal operating effectiveness.
Shall use best commercial practices or all corrective maintenance and repairs.
Shall notify the AVTB COR within 24 hours of corrective maintenance completion and when watercraft are fully operational and ready to support testing.
Each small watercraft operator shall possess, at a minimum, the following qualifications:
Current Coast Guard license or have a minimum of 10 years military experience operating and maintaining small boats (11-meter RHIB or larger).
Working knowledge of military maritime operations and testing.
Experience at maintaining watercraft that are the same or similar to AVTB watercraft, (11-meter RHIBs, and 64-foot workboat).
Proficient in the operation of radar, GPS, Night Vision Electro Optic equipment, and pyrotechnical signaling.
Extensive experience and skill at coordinating multiple craft operations.
Extensive experience and skill at 10/11-meter RHIB operations in close proximity to other craft and waterborne structures at both speeds under one knot and up to 45 knots.
Experience at supporting military and emergency scuba diving operations, to include live boating (maintaining boat stable while divers are in the water under the test vehicle).
Complete understanding of emergency procedures, including communications with civilians and military Search and Rescue personnel and helo/stokes medical evacuation at sea.
Demonstrated skills in over-the-horizon navigation to support launches from amphibious shipping out to a distance of 50 nautical miles from shore.
Familiar with procedures to conduct passenger transfer from AVTB watercraft to naval shipping using either a Jacobs’s ladder or the stern gate.
The senior small watercraft operator shall possess the qualifications listed above for small watercraft operators and possess the following additional qualifications:
Experience training/instructing others in boat operation and maintenance.
Experience developing and maintaining a comprehensive boat preventive maintenance program.
Leadership experience managing personnel and coordinating multi-craft operations.
Administrative skills for the purpose of providing boat status reports, personnel availability reports, lessons learned following major test events, and any recommendations to improve daily boat operational and rescue procedures.
Proficient at planning and conducting maritime operations and understanding military communications.
1.2.4 Heavy Equipment Operation and Maintenance Services
The Contractor shall provide the following heavy equipment operation and maintenance services:
Shall supply qualified 3-man crews, capable of operating and maintaining 1 to 10 military tactical vehicles, either wheeled or tracked, for amphibious and/or land operations (three crewmen per vehicle) for a period deemed necessary by the Government.
Shall perform all maintenance in accordance with all manufacturer technical instruction and all applicable manuals.
Must possess and maintain a tactical vehicle license and shall safely operate government-owned vehicles without accidents or incidents 99% of the time.
Shall execute all vehicle movements with respect to weather, sea conditions, test plans, schedules, and comply with the most current AVTB T&E SOP.
Prior to attending tactical vehicle licensing course for licensing qualification, all operators/maintainers shall pass all swimming and physical fitness events required by military service members.
Shall provide support for the medium and heavy crew served weapons associated with the vehicle, to include installing the bore sight kit, performing bore sighting, and verifying headspace, timing, and cleaning.
Shall be responsible for adhering to all state, federal, and base environmental regulations.
Shall be required to identify, notify, and assist in cleaning and extraction of hazardous material spills that meet threshold requirements for removal in garrison, field, and waterborne environments.
Shall provide technical input regarding the employment, maintenance, and operation of the amphibious and land-based tactical vehicles.
Shall provide input to the development of operational test documentation, including SME input to test plans, test cases, test procedures, test scripts, test data collection and analysis plans, test incident/problem reports, and test reports.
Shall prepare and deliver an electronic monthly vehicle report on vehicle readiness, the previous month’s repairs and consumable parts usage, unrepaired discrepancies, and readiness status of the vehicles. The monthly vehicle report shall be attached to CDRL
B004.
Shall maintain tactical vehicles and tactical vehicle support equipment, such as cranes, winches, air compressors, generators, and all ancillary equipment associated with testing.
Shall perform Preventative Maintenance, Checks, and Services (PMCS) on tactical vehicles and equipment.
Shall perform inventories and maintain equipment located within the vehicle’s SL-3 for tactical vehicles and ancillary equipment.
Shall operate recovery vehicles and maintain recovery equipment.
Shall perform tactical vehicle troubleshooting and maintenance on electrical, fuel, hydraulic, and mechanical systems.
Shall perform tactical vehicle maintenance in a field environment when required.
Shall utilize Global Combat Support System-Marine Corps (GCSS-MC) to report maintenance status and order repair parts/complete services.
Shall maintain and inventory a tool box and special tools.
Shall be able to work with basic hand tools.
Shall have a Secret clearance.
Must understand how electricity, fuel, and hydraulics functions work.
Upon receiving proper governmental instruction and guidance, the Contractor shall be able to independently perform maintenance on test/experimental vehicles and equipment.
Shall execute maintenance workload based on maintenance level authorized, priority, and availability of parts, tools, equipment, and level of personnel experience.
1.2.5 Communications Equipment Operation and Maintenance Services
The Contractor shall provide the following equipment operation and maintenance services:
Shall be able to plan, coordinate, and supervise the organizational and intermediate maintenance production and maintenance management for all organic vehicle and handheld communications equipment within the AVTB inventory.
Shall execute maintenance workload based on the maintenance level authorized, priority, and availability of parts, tools, equipment, and level of personnel experience.
Shall ensure proper inventory accountability and maintenance of all communications equipment tool sets, chests, and kits.
Shall be able to provide technical guidance to the Maintenance Officer on all matters pertaining to communications equipment readiness.
Shall track repair parts and be the liaison to item managers, sources of supply, and commercial vendors to ensure repair parts are received in a timely manner.
Shall possess a current Secret security clearance in order to ensure all Cryptographic
Controlled Items are maintained while acting as the Electronic Key Management System
(EKMS) Manager with authority over the AVTB communications vault.
Shall be able to install, uninstall, and keep track of communications equipment in government vehicles and in other Commercial Off-The-Shelf (COTS) systems, as well as to fill cryptographic keys into electronic encryption devices and load correct frequencies for secure communication.
Shall provide training opportunities to all other members of the Branch in regards to tactical vehicle communications systems.
1.2.6 Advanced Manufacturing, Welding, and Machining Services
The Contractor shall provide the following welding and machining services:
Shall coordinate and manage advanced manufacturing processes using advanced knowledge of machining, heating, treating, annealing, plating, welding, and Computer
Aided Design (CAD).
Shall evaluate and improve manufacturing methods for maximum efficiency based on extensive knowledge of all types of metals (e.g., metal alloys, aluminum, titanium, steels, brass, and bronze), fiberglass, rubber, and plastics.
Shall assist in developing and continuously improving new materials and processes to manufacture and qualify new products with a focus on additive manufacturing.
Shall operate additive manufacturing, powder mixing, slip processing, machining, and high temperature processing equipment for a broad range of materials: metals, ceramics, polymers, composites.
Shall be able to develop, overhaul, repair, and manufacture parts and items of equipment that require the utilization of conventional machine tools or the use of specialized machine tools using complete or incomplete blueprints or drawings.
Shall be able to set up machines in order to manufacture pieces at unusual or compound angles.
Shall be able to determine change gear ratios, pitch, lead, and pitch diameter for various standard and non-standard screw threads, worms, and gear wheels.
Shall be able to determine plate, gearing, and proper pin locations to be used for differential, compound, or angular indexing.
Shall be able to determine the proper type of tooling, material, rake, and clearance angles needed on a cutting tool as well as proper speed controls to cut a particular material to required dimensions, tolerances, and surface finishes.
Shall be able to work with the AVTB Lead Machinist to independently interpret work orders and drawings which lack complete dimensions, tolerances, and types of fit and finish.
Shall be able to develop rough sketch drawings for particular parts into better perspective and insert missing dimensions.
Shall be able to work with the AVTB Lead Machinist to coordinate related work processes, such as heat treating, annealing, plating, and welding.
Shall be able to sharpen cutting tools, adjust machinery, and make minor repairs to machinery.
Shall be able to develop new procedures or methods to resolve complex machining problems or to accomplish operations more efficiently and economically, along with keeping abreast of technological changes in the occupation.
Shall be able to use conventional machine tools, such as lathes, milling machines, grinders, drills, and auxiliary machine tool attachments.
Shall assist the AVTB Lead Machinist in training Marines in the most expedient metal working and repair techniques, while guiding them to be both SMEs and leaders of their field.
Shall assist the AVTB Lead Machinist in maintaining sufficient stocks of material required to ensure mission readiness, without excess and budget appropriately.
Shall assist the AVTB Lead Machinist in developing and documenting new procedures to resolve complex machining problems.
Shall be able to maintain accountability of GFE-calibrated items and other tools assigned to the billet.
Shall be able to create and distribute designs and finished products for AVTB personnel as required.
Shall be able to create and maintain detailed logs and files of created items and equipment.
Shall assist the AVTB Lead Machinist in researching and advising the Maintenance
Officer of better methods and equipment to perform duties.
Shall be able to perform workshop housekeeping and cleanup duties upon completion of assigned tasks.
1.2.7 Technical Editing Services
The Contractor shall provide technical editing services related to AVTB test planning, test managing, and test reporting. Documents must be technically accurate and grammatically correct. Documents include the development and modification of test plans and test reports.
The Contractor shall have experience and knowledge with writing style guides to include Gregg
Reference Manual, Chicago Manual of Style, and Navy Correspondence Manual; knowledge of
DoD distribution statements; expert knowledge of Microsoft (MS) Word, Adobe Acrobat Pro, MS Visio, and SharePoint.
In addition, the Contractor shall provide the following services:
Edit AVTB-specific technical documents, such as detailed test plans (DTPs), final test reports (FTRs), interim data reports (IDRs), quick look reports (QLRs), technical notes, and process sheets using MS Visio.
Edit other official correspondence as required.
Use the Track Changes and Comment functions within MS Word.
Format documents, including tables, figures, references, table of contents, headers, footers, section breaks; create and apply styles; etc.
Create or modify document templates as required.
Upload, download; and process data, files, lists, forms, etc. using SharePoint.
1.2.8 Electronics Services
The Contractor shall perform the following electronics services:
Support test planning by coordinating lab resources, gathering information, furnishing technical advice, and solving issues.
As required, provide AVTB Section heads with lab related information, which will be included in DTPs by AVTB. This lab-related information includes instrumentation specifications, measurement capabilities, and data collection methods.
Assemble and maintain instrumentation according to the needs and requirements described in the DTPs.
Prepare, align, and calibrate instrumentation to include pressure transducers, current meters, tachometers, flow meters, accelerometers, thermocouples, inclinometers, spectrometers, telemetry systems, load cells, and data acquisition systems.
Bench test and verify instrumentation in accordance with instructions and procedures established by the AVTB Lab personnel prior to test vehicle installation.
Install instrumentation onto the test platform according to the government-provided DTP.
Ensure that the sensors accurately measure the intended physical phenomenon as stated in the DTP for each event.
Ensure that the installations are robust against heat, vibration, snags, impacts, and fluids in accordance with the DTP.
Observe instrumentation operation to detect malfunctions and ensure the electronic data being collected by the data acquisition system is complete, valid, accurate, and sufficient to characterize the system under test (SUT). Conduct this observation via wireless telemetry or through direct physical observation.
Provide real-time verbal reports to test team members concerning instrumentation status.
Notify the test team immediately if a problem is observed. Previously established go/no-go criteria in the DTP for each event will be used to determine if the test should continue.
Provide technical information concerning possible instrumentation problems and exceptions, a description of data acquisition system performance, an assessment concerning the accuracy of final measurements, and any possible caveats accompanying measurement results for technical reports.
Retrieve and process instrumentation data collected from test vehicles during the course of formal testing. Data processing involves converting raw data (i.e., Level 1 data) into
Level 2 data, using the government-provided computer programs and knowledge gained from the active monitoring of instrumentation during test execution. Level 2 data is defined as “reduced data or data taken from the raw form and consolidated with invalid or unnecessary data points identified as such with supporting rationale.”
Support quarterly lab inventory reviews by completing the provided inventory checklists from the lab team lead. Inventory reviews involve locating the government-owned item, verifying that the serial number matches the record, and if necessary, returning the item to its appropriate location.
Test performance of electromechanical assemblies using test instruments, such as oscilloscopes, electronic voltmeters, or bridges.
Read blueprints, schematics, diagrams, or technical orders to determine methods and sequences of assembly. Inspect parts for surface defects.
Install electrical or electronic parts and hardware in housings or assemblies, using soldering equipment and hand tools.
Verify part dimensions or clearances to ensure conformance to specifications using precision measuring instruments.
Align, fit, or assemble component parts using hand or power tools, fixtures, templates, or microscopes.
Prepare written documentation of electromechanical test results.
Assemble or modify electrical systems or prototypes using hand tools or measuring instruments.
Build, calibrate, maintain, troubleshoot, or repair electrical instruments or testing equipment.
Inspect electrical project work for quality control and assurance.
Identify solutions to on-site technical design problems involving electrical systems equipment.
Collaborate with engineers or other personnel to identify, define, or solve developmental problems.
Set up or operate test equipment to evaluate performance of developmental parts, assemblies, or systems under simulated operating conditions.
Review existing engineering criteria to identify necessary revisions, deletions, or amendments to outdated material.
Interpret test information to resolve design-related problems.
Provide technical assistance in resolving engineering problems encountered before, during, or after testing.
Evaluate engineering proposals, shop drawings, or design comments for sound electrical engineering practice or conformance with established safety or design criteria.
Plan method or sequence of operations for developing or testing experimental electronic or electrical equipment.
1.2.9 Media Services
The Contractor shall provide the following media services:
Transport cameras, video equipment, and necessary gear safely to various locations.
Take still photos and video in training areas, including on the AVTB RAMP, on rugged terrain, on the beach, on the RHIB and workboat in the water, during test execution.
Test, clean, maintain, and repair recording equipment, including testing microphones, to ensure proper working condition.
Use traditional or digital cameras, along with a variety of equipment, such as tripods, filters, and flash attachments.
Adjust positions and controls of cameras and related equipment to change focus, exposure, and lighting.
Observe test locations for potential problems and to determine filming and lighting requirements.
Organize and parse raw footage into continuous video according to scripts or the instructions of the customer.
Trim film segments to specified lengths and reassemble segments in sequences.
Set up and operate computer editing systems, electronic titling systems, video switching equipment, and digital video effects units to produce a final product.
Select and combine the most effective shots of each scene to form a logical and smooth-running story.
Edit films and videotapes to insert music, dialogue, and sound effects, to arrange films into sequences, and to correct errors using editing equipment.
Review footage, sequence by sequence, to become familiar with it before assembling into a final product.
Confer with government personnel concerning layout or editing approaches needed to increase value of productions.
Compose and frame each shot, applying the technical aspects of light, lenses, film, filters, and camera settings, to achieve the effects sought by customer.
Edit video for production and archiving, including non-linear editing using software, such as CyberLink PowerDirector.
Maintain inventory of audio-visual equipment.
Compress, digitize, duplicate, and store audio and video data.
Manipulate and enhance scanned or digital images to create desired effects, using computers and specialized software, such as Adobe Photoshop.
Transfer photographs to computers for editing, archiving, and electronic transmission.
Review sets of photographs to select the best work.
Test equipment prior to use to ensure that it is in good working order.
1.2.10 Engineering Services
The Contractor shall provide the following engineering services:
Perform duties as the engineering section representative on project management teams attending planning meetings, providing project status updates, and participating in after action meetings.
Review program documents related to a project.
Parse test objective and threshold requirements from performance specifications, requirements documents, etc., into testable criteria.
Assist the Lead AVTB Test Engineer to develop test concepts based on requirements to be tested.
Use Design of Experiments (DOE) and other statistical methods to determine sample sizes and trial sequences.
Assist in project cost estimation (that is not Independent Government Cost Estimate
(IGCE)) for AVTB test events.
Support planning conferences and test readiness reviews.
Conduct Temporary Additional Duty (TAD) to observe testing, attend program meetings, etc., as required.
Draft test plans based on the AVTB-provided template.
Supervise test execution to ensure the test plan is followed and the required data is being collected.
Analyze test data. Construct summary tables and charts as required.
Experience with Matrix Laboratory (MATLAB)/Python coding for data reduction, data visualization, data smoothing, etc. preferred.
Draft QLRs based on the AVTB-provided template.
Draft test reports based on the AVTB provided template, including summarizing test execution, resolving requirements, and providing conclusions and recommendations.
3D printer experience preferred. Prepare digital files, set up print jobs, clean/post process of printed parts, troubleshoot and maintain 3D printers.
1.2.11 IT Services
The Contractor shall provide the following IT and IT related services:
Oversee the daily performance of computer systems and answer user inquiries regarding computer software or hardware operation to resolve problems.
Set up equipment for employee use, performing or ensuring proper installation of cables, operating systems, or appropriate software.
Read technical manuals, confer with users, or conduct computer diagnostics to investigate and resolve problems or to provide technical assistance and support.
Assist users in filling out and tracking status of Information Technology Procurement
Review (ITPR) waivers for procurement of IT equipment.
Work as part of a project team to coordinate program development and determine project scope and limitations.
Have experience writing code using programming languages (e.g., Visual Basic for
Applications (VBA), MATLAB, Python) or be capable of learning them to be able to modify existing code.
Review project requests describing user requirements to estimate time and cost required to accomplish project.
Develop methods for integrating different products so they work properly together (e.g., customizing commercial IT systems, peripherals, accessories, software, and applications) to fit specific needs.
Review procedures in database management system manuals for making changes to database.
Identify and evaluate industry trends in IT systems and database systems to serve as a source of information and advice for upper management.
Plan, coordinate, and implement security measures to safeguard information in computer files against accidental or unauthorized damage, modification, or disclosure.
Develop standards and guidelines for use in the acquisition of software and to protect vulnerable information.
1.2.12 Data Collection Services
The Contractor shall provide the following data collection services:
Record observations and data on the performance of each system under test (SUT).
Write accurate and detailed Test Incident Reports (TIRs).
Archive data to support all Research, Development, Test, and Evaluation (RDT&E), Developmental Test (DT), and Operational Test (OT) test events.
Manage databases in support of test report generation.
Record results and observations for lab and field testing.
Develop a data collector’s binder detailing work performed.
Document, in writing, detailed information when a test article fails to perform in a manner consistent with the operational mission profile, test article operational publications, or parameters established in the DTP.
Document observations relating to the operational mission profile tests.
Manually enter test data from the completed test event to the government designated database.
Maintain the data collection binder(s) for the SUT, including logs, TIRs, and manual data collection forms.
1.2.13 Administrative Management Services
The Contractor shall provide the following administrative management services to assist the
Governmment :
Develop and produce a Branch morning report to provide for accountability checks and balances for all Marines, Government civilians, and Contractors assigned to the Branch.
For Marines and Government civilians, all reported data should mirror what is provided within the Marine Online program morning report.
Maintain oversight of the check-in/check-out process for all permanent personnel to include Marines, Government civilians, and Contractors assigned to the Branch.
Schedules interviews with senior-level leaders as required for all Marine officers and staff noncommissioned officers.
Ensures training compliance for all personnel utilizing the program to include travelers, Reviewing Officers and Approving Officers. Tracks and ensures the timely submission
(5 days or less) of all travel vouchers post-travel completion. Maintains Branch compliance with the Marine Corps Inspector General Checklist at all times and conducts continual internal audits as required.
Assists with the adminstration of the Government Travel Charge Card (GTCC) program and ensures compliance with the Marine Corps Inspector General Checklist at all times.
Track card expiration dates and ensure renewals are conducted with the traveler and card vendor. Ensure persons arriving to the Branch have been issued a card.
Manage the daily scheduling of events for the Branch Director via MS Outlook.
Manage the Branch calendar via the Branch SharePoint homepage.
Responsible for the maintenance, preparation, and presentation of the weekly Branch
Review PowerPoint presentation slide deck.
Serve as principal note taker for all meetings involving two or more Branch sections.
Compile notes and disseminate via email utilizing a Word document attachment to all participants post-meeting.
Assist project officers in their duties by recording, filing, and maintaining all documentation associated with testing conducted at the Branch.
Maintain the Branch recall roster; periodically update personnel rosters on a case-by-case basis as directed by the Branch Deputy Director.
Assists the Government with the management and preparation-for-validation of working hours and leave by Government civilians via the Standard Labor Data Collection and
Distribution Application (SLDCADA).
Review documents for content accuracy, comprehension, and grammar. These documents may manifest themselves within any MS Office program.
Reserve meeting locations within the Branch and disseminate documentation prior to meetings.
Draft non-technical correspondence via any MS Office program when required in accordance with the Naval Correspondence Manual.
Manages the Branch organizational chart and makes modifications when directed.
Manages, tracks, and records all fiscal and calendar year training requirements for all supervisors, Government civilians, and Contractors.
Skilled in all programs associated with MS Office.
1.2.14 Financial Management Services
The Contractor shall provide the following financial management services to assist the
Government:
Assist the Government with the formulation of budget and cost estimates.
Assist the Government with the review and evaluation of budget requests.
Reporting of obligations and expenditures.
Assist the Government with the development, determination, and interpretation of budgetary policies and practices.
Interpret standards organizational budgetary, accounting, or financial administrative procedures, practices, and regulations.
Research guides to locate accounting, budgetary and financial information, and prepares summaries for use by managers.
Provides insight and recommends changes or solutions to problems.
Identifies, analyzes, and resolves complex/difficult problems.
Adapts existing plans and techniques to accomplish complex projects/programs.
Recommends improvements to the design or operation of systems, equipment, or processes.
Provide guidance and support others in executing team assignments.
Audit and update financial records in Standard Accounting, Budgeting, and Reporting
System (SABRS) in accordance with all policies and procedures.
Assist the Government with administering of all key performance indicators (KPIs) report to ensure all commitments, obligations, expenses, and payments are accurate in regards to Financial Information Pointer (FIP) data and Lines of Accounting (LOAs) as well as the appropriateness of documentation.
Basic knowledge of principles and practices of financial record keeping conducting audits and performing accounting functions.
Knowledge of the accounting life cycle pertaining to budgeting, accounting, reporting, and auditing.
Basic knowledge of the SABRS accounting system and feeder systems, such as
Procurement Request Builder (PR Builder), DTS, Invoicing, Receipt, Acceptance and
Property Transfer (iRAPT), and Government Charge Purchase Card (GCPC).
1.2.15 Security Services
The Contractor shall provide the following security services:
Standard work hours are 0700-1530 (90% of the time). Nonstandard work hours are
1530-2359 (10% of the time). Depending on the test schedule, work hours can be extended to Saturday and Sunday, as determined by the COR.
Shall be required to travel to various locations in support of this PWS when notified by the COR. The Contractor shall provide a trip report.
Ensure all visitors show a valid photo identification (ID) prior to being issued an AVTB visitor badge.
Ensure all personal requesting access to the AVTB compound without the proper badge
(MCTSSA, AVTB) gets cleared by AVTB staff prior to allowing access.
Ensure visitor control logbook is filled out in detail and corresponds with the individual requesting access to the AVTB compound.
Manage visitor control at AVTB visitor control center in accordance with applicable access and visitor control guidelines and instructions from 0700-1530 Monday through
Friday excluding weekends and federal holidays.
Manage issue and de-issue visitor badges, provide customer service and answer phones from 0700-1530 Monday through Friday excluding weekends and federal holidays.
Cross train as primary backup for operating/monitoring the Marine Corps Electronic
Security System (MCESS) components at AVTB and other activities associated with maintaining heightened security posture for AVTB.
Cross train as primary backup for operating/monitoring Closed Circuit Television
(CCTV) and other activities associated with maintaining heightened security posture for
AVTB.
Report any issue with the MCESS to MCTSSA physical security so a work order can be submitted; conduct follow-up on repair.
Report any issue with the main entrance, vehicle gate, turnstiles, and boat dock entrance to Logistics to submit a work order; conduct follow-up on repair.
Report any issue with the CCTV to AVTB Security Manager so a work order can be submitted; conduct follow-up on repair.
1.2.16 Crane Services
The Contractor shall provide the following crane services:
Provide a crane, crane operator, and any other ancillary items needed to support the lift and suspension of a test vehicle by cables and slings of unequal lengths fastened to the lifting provisions at each end of the vehicle to allow hanging from the hook of the crane.
