ATTACHMENT A

Communications Security (COMSEC) Material: Items designed to secure or authenticate telecommunications.

COMSEC material includes but is not limited to key device equipment, documents, firmware or software that embodies or describes cryptographic logic or other items that perform COMSEC functions. If access to COMSEC information is required at Government facilities, contractor personnel will follow the security requirements of the host government activity.

U.S. Government COMSEC operations are normally conducted by U.S. Government personnel. However, when there is a valid need and it is clearly in the best interest of the DON and the U.S. Government, COMSEC equipment, keying material (including manual COMSEC systems), related COMSEC information, and access to classified U.S. Government information may be provided to properly cleared, U.S. contractor personnel when block 11h is marked Yes of the attached DD-254. Approval stipulates the access is granted for:

(1) Install, maintain, or operate COMSEC equipment for the U.S. Government.

(2) Participate in the design, planning, production, training, installation, maintenance, operation, logistical support, integration, modification, testing or study of COMSEC material or techniques.

(3) Electronically communicate classified national security information in a cryptographically secure manner or unclassified national security-related information by COMSEC protected means.

REQUIREMENTS:

1. Refer to EKMS-1E, CMS-1, DoD 5220.22-M (NISPOM), NSA/CSS Policy Manual 3-16, “Control of Communications Security Material”, and Committee on National Security Systems Instruction (CNSSI) 4001, “Controlled Cryptographic Items,” for all guidance.

2. Access to COMSEC Equipment (less Controlled Cryptographic Item (CCI)):

(1) Keyed: Access to keyed COMSEC equipment, including Cryptographic High Value Product (CHVP) is restricted to personnel possessing holding a security clearance equal to or higher than the classification of the equipment or keying material, whichever is higher whose official duties require access. Access by resident aliens is restricted to the CONFIDENTIAL level as stated in Article 505, EKMS-1E.

(2) Unkeyed: Access to unkeyed COMSEC equipment may be granted to U.S. citizens whose official duties require access and who possess a security clearance equal to or higher than the classification of the equipment.

3. Access to CCI:

(1) A security clearance is not required for access to unkeyed CCI. Normally, access must be restricted to U.S. citizens whose duties require such access.

(2) Unkeyed CCI and/or CCI keyed with unclassified key marked or designated CRYPTO, must be stored in a manner that affords protection against pilferage, theft, sabotage, or tampering, and ensures that access and accounting integrity are maintained.

(3) The CMS-1, 5-28 states the SD-572 is not required for access to keyed or unkeyed CCI unless the equipment permits extraction of key, however, AC/S G-2 guidance requires awareness acknowledgment by the signed SIPRNet Training and Awareness Agreement (REV10). This agreement supersedes the SD-572 form and the COMSEC Local User Training signed certificate.

4. Contractor personnel or cleared commercial carriers shall not carry classified COMSEC material on commercial passenger aircraft anywhere in the world without the approval of the procuring contracting officer.

5. No COMSEC material may be provided to the Defense Technical Information Center (DTIC).

6. Destruction: Destruction of keying material requires two person integrity (TPI). Paper Keytape / COMSEC keying material may be destroyed by burning, disintegration, chopping or high security cross-cut shredding.

Cryptographic key tapes must be “terminally” destroyed (destroyed to the point where it cannot be reconstructed) utilizing devices listed on the Evaluated Products List (EPL) for Punched Tape Destruction Devices or the EPL for High-Security Disintegrators. 04/07/2020 reduced to pieces 5mm or smaller in any dimension. When classified COMSEC material other than paper is to be destroyed, specific guidance must be obtained from the User Agency.

7. Unclassified COMSEC information released or generated under this contract shall be restricted in its dissemination to personnel involved in the contract. Release in open literature or exhibition of such information without the express written permission of the Director, NSA, is strictly prohibited.

8. Further disclosure of COMSEC information by a contractor, to include subcontracting, requires prior approval of the Government Contracting Activity (GCA).

9. Additional notices to be affixed to the cover and title or first page of contractor generated COMSEC documents:

a. “COMSEC MATERIAL – ACCESS BY CONTRACTOR PERSONNEL RESTRICTED TO U.S. CITIZENS HOLDING FINAL

GOVERNMENT CLEARANCE.”

b. “THIS PUBLICATION OR INFORMATION IT CONTAINS MAY NOT BE RELEASED TO FOREIGN NATIONALS WITHOUT PRIOR SPECIFIC APPROVAL FROM THE DIRECTOR, NSA. ALL APPROVALS WILL IDENTIFY THE SPECIFIC INFORMATION AND COPIES OF THIS PUBLICATION AUTHORIZED FOR RELEASE TO SPECIFIC FOREIGN HOLDERS.

Block9: AVTB requires the contractor to support both water and land testing of amphibious and ground combat vehicles at Marine Corps Base (MCB), Camp Pendleton, CA and other locations as required. In addition, the contractor will be required to support amphibious combat vehicle water training events in support of the Training and Education Command (TECOM) on a sporadic, non-interference basis as provided in any task order issued under the MATOC. (Any efforts in support of TECOM training requirements will be identified in the applicable task order in a separate Contract Line Item Number (CLIN), and funded with Operations and Maintenance funding, which is consistent with the purpose of the required TECOM support.) AVTB also requires the contractor to support any other testing of systems and equipment. Testing requires laboratory technicians, media specialists, financial analysts, administrative analysts, data collectors, engineer support, scuba divers and certified dive training, first responders (Emergency Medical Technicians (EMTs) and Paramedics (Medics)), boat, communications, and heavy equipment operators, and maintainers to support personnel and assets organic to AVTB. These personnel will play a vital role in different components and efforts that make up each mission requirement. The government-furnished assets (watercraft and vehicles) will be used to support multiple test/mission support activities. These activities shall include, but are not limited to, command and control, water/land mobility, surf transitions, amphibious shipping, riverine operations, water/land recovery, water/land towing, demonstration, and safety driven events. The contractor shall provide a team of highly qualified personnel to support all designated waterborne and land activities that fall under the responsibility of AVTB.

In addition, this contract is structured for maximum flexibility by providing for an expedited ordering process to satisfy the Marine Corps operational forces as well as providing these services to the Training and Education Command organizations. However, this contract may also be utilized to satisfy all within scope, worldwide requirements for any Marine Corps organization that requires AVTB support services. Task order Performance Work Statements (PWSs) will provide the specific performance requirements, schedules, standards, metrics, and assessment measures for each task The government-furnished assets include:

• Six – Rigid Hull Inflatable Boats (RHIBs)

• One – 64-foot workboat open ocean vessel

• Two – Jet ski type watercraft

• Three to Seven – Amphibious vehicles (military specification)

AVTB also requires the Contractor to support and augment engineering, electronics, media (e.g., video, audio, still photography), IT, data collection, and technical editing services for test and special events at AVTB and for day-to-day operations. In addition, AVTB requires the Contractor to provide contract consulting, security, administrative, and financial management services. Furthermore, AVTB requires crane support service for multiple consecutive days, several times a year.
