Contracting Officer by the RFQ due date and the vendor is responsible for ensuring that the contracting officer receives a PPQ for each contract by the due date. Failure to ensure this information is received timely may result in a negative or unacceptable evaluation for this factor. This factor has no page limit.
Volume II:
Factor 4 - Price Quote
Price quote shall be submitted in MS Excel using the Price Schedule (Attachment 6). The vendor shall submit firm fixed price fully-burdened hourly prices for every Contract Line Item (CLIN) of the RFQ. Vendor shall submit quotes for all CLINs. Partial quotes will not be accepted.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes, listed in descending order of importance:
Factor 1: Technical Understanding and Management Approach
Factor 2: Personnel Qualifications and Experience
Factor 3: Past Performance
Factor 4: Price
Technical Understanding and Management Approach, Personnel Qualifications and Experience, and Past
Performance, when combined, are significantly more important than price.
Factors 1 and 2 for the quote will be evaluated using the adjectival ratings and applicable definitions included in the tables below:
Table 1. Combined Technical/Risk Rating
Color Rating Adjectival Rating Description
Blue Outstanding
Quote indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Purple Good
Quote indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Green Acceptable
Quote meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Yellow Marginal Quote has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Red Unacceptable
Quote does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Quote is unawardable
Table 2. Risk Rating Definitions
Adjectival
Rating
Description
Low Quote may contain weakness(es) which have little potential to cause disruption of schedule, increased cost or degradation of performance. Normal vendor effort and normal Government monitoring will likely be able to overcome any difficulties.
Moderate Quote contains a significant weakness or combination of weaknesses which may potentially cause disruption of schedule, increased cost or degradation of performance. Special vendor emphasis and close Government monitoring will likely be able to overcome difficulties.
High Quote contains a significant weakness or combination of weaknesses which is likely to cause significant disruption of schedule, increased cost or degradation of performance. Is unlikely to overcome any difficulties, even with special vendor emphasis and close Government monitoring.
Unacceptable Quote contains a material failure or a combination of significant weaknesses that increases the risk of unsuccessful performance to an unacceptable level.
Table 3. Observation Definitions
Observation Definition
Significant
Strength
An aspect of a vendor's quote that has appreciable merit or appreciably exceeds specified performance or capability requirements in a way that will be appreciably advantageous to the
Government during contract performance.
Strength An aspect of a vendor's quote that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
Weakness A flaw in the quote that increases the risk of unsuccessful contract performance. See FAR 15.001.
Significant
Weakness A flaw that appreciably increases the risk of unsuccessful contract performance. See FAR 15.001.
Deficiency
A material failure of a quote to meet a Government requirement or a combination of significant weaknesses in a quote that increases the risk of unsuccessful contract performance to an unacceptable level. See FAR 15.001.
Uncertainty Aspects of the quote that make it impossible to determine if a requirement will be met.
Risk
The potential for unsuccessful contract performance. The consideration of risk assesses the degree to which a vendor’s quoted approach to achieving the technical factor or subfactor may involve risk of disruption of schedule, degradation of performance, the need for increased Government oversight, and the likelihood of unsuccessful contract performance.
1) Factor 1: Technical Understanding and Management Approach.
The Government will evaluate the vendor’s written narrative to assess the vendor’s technical understanding and management approach to meeting the PWS requirements and the vendor’s ability to provide continuous quality support for the tasks in the PWS.
2) Factor 2: Personnel Qualification and Experience
The Government will evaluate the vendor’s staffing plan which explains in detail how the vendor will provide personnel that meet or exceed the qualifications specified in the PWS. Labor categories will be evaluated to ensure the Government receives an appropriate mix of labor needed to perform the tasks in the PWS.
3) Factor 3: Past Performance.
The Government will evaluate past performance by reviewing each relevant past contract reference pertaining to its performance over the past three years or other source of past performance information to determine recency and relevancy. The Government may use information (i.e. CPARs, PPIRs, reference checks, etc.) other than that provided by the offeror in its evaluation of past performance. The PPQ is the primary method of collecting this information, although personal knowledge as well as other reference checks may be utilized. Recency and relevancy will be determined as follows:
Recency: Recency is assessed to ensure vendor past performance is considered based on information that is sufficiently current to allow for meaningful predictive value. References for contracts or task orders with at least 12 months of performance in the last 36 months will be considered to be recent.
Relevancy: Relevancy is assessed so that contract performance may be weighed in relation to its predictive value.
To determine relevancy, the Government will consider the magnitude, scope, and complexity of each past performance reference.
Then the Government will weigh the quality of the performance on each effort in relation to the effort’s relevancy in order to determine a single rating for each vendor from the Past Performance Acceptable/Unacceptable Rating
Method table below.
Table 4. Past Performance Acceptable/Unacceptable Rating Method
Adjectival
Rating
Description
Acceptable Based on the vendor’s performance record, the Government has a reasonable expectation that the vendor will successfully perform the required effort, or the vendor’s performance record is unknown.
Unacceptable Based on the vendor’s performance record, the Government does not have a reasonable expectation that the vendor will be able to successfully perform the required effort.
In the case of a vendor without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the vendor may not be evaluated favorably or unfavorably on past performance. Therefore, the vendor shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
4) Factor 4: Price. The Government will evaluate the vendor’s price quote to determine fair and reasonableness using price analysis techniques and procedures. Price will be evaluated but not rated.
Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
The resultant task order will include FAR 52.217-8. As a part of the price evaluation, the Government will evaluate its option to extend services by adding a six month option period, calculated using half of the quantity in the final option year at the vendor’s final option period price, to the vendor’s total price. Accordingly, a separate evaluation for fair and reasonableness will be completed for this option and will be part of the above price evaluation.
Vendor must submit quotes for all CLINs. Partial quotes will not be accepted.
