SECTION II: EVALUATION

Use the following ratings and descriptions as guidance in providing element ratings. Ratings should only reflect the performance of the contractor in question.

Rating Definition

Exceptional (E)

Performance meets contractual requirements and exceeds many to the Government’s (or customer’s) benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor were highly effective.

Very Good (VG)

Performance meets contractual requirements and exceeds some to the Government’s (or customer’s) benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the customer were effective.

Satisfactory (S)

Performance meets contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

Marginal (M)

Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor’s proposed actions appear only marginally effective or were not fully implemented.

Unsatisfactory (U)

Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub- element contains a problem(s) for which the contractor’s corrective actions appear or were ineffective.

Neutral (N) Performance was not observed or not applicable to the current effort being reported.

For each question, please place an “X” in the box corresponding to the rating. For all ratings except “Satisfactory (S)” or “Neutral (N),” place an “X” in the “Comments” box and provide supporting rationale below. For each comment, reference the corresponding performance area number. The narratives need not be lengthy, just detailed, clear and concise.
