1 INTRODUCTION

1.1 Objective

The purpose of this contract is to provide emergency dive support services to the Amphibious

Vehicle Test Branch (AVTB).

1.2 Background

AVTB is a Marine Corps test facility supporting the development and acquisition of amphibious and combat vehicles. AVTB provides decision-makers timely and accurate information regarding the effectiveness and suitability of the platforms under test. AVTB is located at the boat basin in the Del Mar area of Marine Corps Base (MCB) Camp Pendleton, California. Due to the high risk nature of the AVTB mission, emergency dive support services are required during all amphibious vehicle test events.

The Program Manager, Advanced Amphibious Assault (PM AAA) has tasked AVTB with conducting developmental testing of the Marine Corps future Amphibious Combat Vehicle

(ACV) and AAV P7/C7(A2). Beginning January 2017, BAE and SAIC are developing prototype vehicles as part of the Engineering and Manufacturing Development Phase of this acquisition. At the end of this phase, the selected vendor will continue testing at AVTB for the foreseeable future. Testing will take place primarily at AVTB, in the Del Mar boat basin, and at various offshore locations adjacent to MCB Camp Pendleton.

1.3 Scope

The scope of dive support to be provided includes, but is not limited to the following:

To ensure testing is executed in a safe environment, AVTB determined there is a requirement to have an Occupational Safety and Health Administration (OSHA) compliant, three-person surface-supplied dive team on-site during open ocean operations that could include surf height up to 12 feet. A diver shall also be able to operate underwater with 0’ to 10’ visibility, in heavy fog and light rain conditions, medium to high rolling seas, and in hours of darkness.

The divers shall perform under water inspection of vehicles or rescue of personnel from submerged test vehicles, as needed and directed by the COR during a test event.

The Contractor shall supply a dive team to support the wide range of technical and safety responsibilities while being used to support AVTB’s test platforms for testing future technology and Sustainment Training.

There are two fully burdened rates for the 3-man dive team, one for in the water (Dive Support) and one for not in the water - in a boat or on land (Dive Support (Stand-by)). The determination as to whether divers need to enter the water rests with the on-site Government Test Director (or designated representative), except during an emergency situation when approval cannot be obtained in time to prevent the loss of life or equipment.

2 APPLICABLE DOCUMENTS

2.1 Compliance Documents

The OSHA Commercial Diving Operations Department of Defense Interface Standard, 29 CFR

1910, Subpart T, is applicable to this Performance Work Statement (PWS) to the extent specified herein. The Contractor shall use the latest available version.

2.2 Guidance Documents and Government-Furnished Information

AVTB Test Execution Standard of Operations Procedures, 2 July 2014.

3 PERFORMANCE REQUIREMENTS

3.1 Emergency Dive Support Service

The Contractor shall provide an OSHA-compliant three-person dive team to support AVTB during amphibious vehicle operator training, sustainment operations, and developmental test and evaluation support. Diver responsibilities and tasks are as follows

3.1.1 Emergency Rescue

The Contractor shall provide immediate emergency dive support services that will assist personnel in egressing from a sinking or submerged test article and/or any waterborne support vehicle(s) and will execute a surface or subsurface rescue of a vehicle crew and other personnel down to approximately a 90-foot depth.

Diver will need to possess the capability, tools, equipment, and supplies (including compressed air) necessary to enter a submerged vehicle, administer oxygen, extract personnel, and bring them to the surface where on-sight medical personnel will take over. Vehicle crews typically consist of a driver, a vehicle commander, and a crewman.

3.1.2 Underwater Cutting Equipment

The Contractor shall provide underwater equipment either to cut or to burn through metal hatch handles or hinges approximately three inches thick, to support rescue efforts. The reasonable amount of time to cut or to burn through metal hatch handles or hinges that are approximately three inches thick is: 5 minutes = maximum threshold, 2 minutes = objective.

3.1.3 Wave Buoy Inspection

The Contractor shall inspect and clean the AVTB Datawell wave buoy (Figure 3-1) located approximately one mile off the coast of Camp Pendleton in 60 feet of water. The inspections will consist of a surface inspection of the actual buoy and a below the surface inspection of the buoy tether (Figure 3-2). If the tether is fouled (e.g. obstructions of the tether due to marine growth or objects that could tangle the tether), the diver is required to clear the fouling, as long as there is no risk to the diver. Risk determination and risk mitigation will be the responsibility of the dive supervisor. The buoy will be inspected and cleaned at least three times a year as directed by the AVTB Operations Officer and lab director.

Figure 3-2 Tether for Datawell Wave Buoy

3.2 Training

All contractor personnel shall attend vehicle familiarization training provided by AVTB personnel. Training will include emergency egress locations, vehicle appendages, and safety hazard areas (approximately two hours).

All members of the Dive Team must have a minimum of 2 years-experience and a Certificate of

Completion from either an Accredited Commercial Dive School A diver's training meets the requirements specified by the national consensus standard published by the American National

Standards Institute (ANSI) and the Association of Commercial Diving Educators (ACDE) (i.e., ANSI/ACDE-01-1998, American National Standard for Divers - Commercial Diver Training -

Minimum Standard) or the United States Navy 2nd Class Dive School.

All contractor personnel shall attend familiarization training on AVTB Test Execution Standard of Operations Procedures with AVTB small craft operators (approximately one hour).

The Contractor shall furnish its own computer equipment, access to the Internet, administrative supplies, and other supplies required for the tasking in this PWS. The Government will not reimburse the Contractor for cell phone or wireless Internet access charges under this PWS. The

Contractor shall wear their company organization identifiable clothing when not executing dive operations.

The Government (AVTB Range Safety Officer (RSO)) will provide medical support personnel and treatment.

3.4 Scheduling

Standard work hours are 0730-1630 (90 percent of the time). Nonstandard work hours occur from 1630-2359 (10 percent of the time). Depending on the test schedule, there may be work hours required on Saturday and Sunday, as determined by the COR.

Contract task orders will be issued by MCTSSA Contracts with a tentative schedule. The

Contractor must be able to respond to schedule fluctuations within 24 hours of notice and direction from the Contracting Officer’s Representative (COR) or Contracting Officer. Test events may be delayed, cancelled, or rescheduled due to a variety of circumstances including, but not limited to, sea state conditions, vehicle reliability, and prior test event delays that impact subsequent events. If testing is cancelled for the day after the emergency dive support personnel have arrived onsite, the vendor will be paid for a minimum of two hours (stand-by-diver rate).

3.5 Government-Furnished Transportation

The Government (AVTB RSO) will provide boat support during testing and inspections. The

Government provides "boat support" in the sense of the "dive platform" for dive support operations. This boat is large enough to support the underwater dive equipment such as; surface supplied air, underwater cutting tools, dive tanks, fins wetsuits and other ancillary items that are required by a 3 man dive team in order to execute ACV testing and underwater recovery operations.
