About this file
This document is a Statement of Work (SOW) for the procurement of 169 Backhoe Loaders (BHLs) for the United States Marine Corps. The BHLs will replace the existing Caterpillar 420D and 420E models, which are reaching the end of their economical service life. The requirement is for a commercially available wheeled, engine-driven vehicle with backhoe, bucket loader, and front fork attachment capabilities, modified to military specifications.
Key requirements include painting the BHL green (SAE-AMS-STD-595), embedding a rifle rack inside the cab, adding a NATO slave receptacle, and ensuring fuel compatibility with JP5, JP8, and F24. The contractor must provide four Spare Parts Kits (SPKs), twenty Preventative Maintenance Checks and Services (PMCS) kits, and deliver the BHLs to multiple Marine Corps installations across CONUS and OCONUS locations. The procurement encompasses comprehensive program management, logistics support, configuration management, testing, and training, with the BHLs being delivered to locations including Marine Corps bases in California, North Carolina, Florida, Arizona, and overseas locations in Japan and Hawaii.
