About this file
This document is an Amendment (Amendment #0002) to a solicitation for the procurement of Backhoe Loaders (BHLs) by the United States Marine Corps. The solicitation (M67854-25-R-5302) seeks 169 commercially available BHLs with specific military modifications, including green paint (SAE-AMS-STD-595 383), an embedded rifle rack compatible with multiple weapon systems, NATO slave receptacle, and fuel compatibility with JP5, JP8, and F24. The amendment primarily updates the proposal response deadline from 17-Mar-2025 to 31-Mar-2025 at 2:00 PM EST and provides detailed submission instructions through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module.
Key proposal requirements include a 45-page limit across multiple volumes (5-page Business Volume, 25-page Technical Volume, 10-page Past Performance Volume), with specific instructions for each section. Offerors must demonstrate technical capabilities, including backhoe attachment specifications, front bucket details, towing pintle, and lifting provisions. The solicitation also requires a Small Business Participation Plan with a 5% total small business participation goal and mandates submission of past performance information for up to three relevant contracts from the past three years. Electronic submissions are mandatory, and proposals must be comprehensive, clear, and address all technical and performance specification requirements without exceeding page limits.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 17-Mar-2025 02:00 PM to 31-Mar-2025 02:00 PM.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
INSTRUCTIONS TO BIDDERS
L-1.0 INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS
L-1.1. General Instructions
0. A single, concise and comprehensive proposal is required. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. The proposal shall be complete and clear in all respects without the need for additional explanation or information. The proposal shall be in sufficient detail and scope to permit the Government to evaluate it with respect to the evaluation factors specified in Section M of this solicitation.
0. Unnecessarily elaborate proposals beyond that sufficient to present a complete and effective proposal are not desired. Offerors shall confine their submission to essential matters sufficient to define their offer and provide an adequate basis for evaluation. Likewise, Offerors are cautioned against general, vague, or unsubstantiated statements, which prevent or render difficult the Government’s evaluation of the proposal. Statements such as "will comply," or "noted and understood" without supporting narrative to define compliance are not acceptable. Moreover, the Government will not assume that an Offeror possesses any capability, understanding, and/or commitment that is not specifically stated and supported in its respective proposal.
0. A maximum number of pages in the proposal has been imposed, as indicated in the sections below. In the event that an offeror exceeds the maximum page limitations provided below, the Government will only evaluate the pages that comply with the maximum number prescribed (starting with page one and continuing until the maximum number is reached) for the respective volume. All pages, or any other material, in excess of the maximum number of pages stated will not be evaluated. The Offeror shall not include classified material in any proposal section; the inclusion of classified material in Offeror’s proposal may result in an Offeror being excluded from further evaluation.
0. As prescribed by Federal Acquisition Regulation (FAR) 52.215-1, the Government may award on the basis of initial offers received, without discussion. Therefore, each initial offer should contain the offeror’s best terms from a business and technical standpoint. Should an award on “initial offer” not be pursued, the Government will establish a “competitive range” and notify all Offerors of their inclusion or exclusion. Discussions will be held with those Offerors in the competitive range. Offerors eliminated from the competitive range shall be promptly notified in writing, in accordance with FAR 15.503. Debriefings may not be provided to excluded Offerors until after contract award has been publicized, as permitted by FAR 15.505 and 15.506.
0. If discussions are held with offeror(s) determined to be in the competitive range, upon completion, the Government will request that the offeror provide a Final Proposal Revision (FPR). When FPRs are requested, any revisions or non-compliance with contract terms and conditions submitted in the final proposal revision may not be subject to further discussion or negotiation and may render the offer unacceptable to the Government. This provision is not intended to restrict the offeror’s opportunity to revise figures, e.g., prices, discounts, or percentage rates. Rather, it is intended to preclude any misunderstandings by the Government, which could result if new or revised terms and conditions are submitted in the final proposal revision that have not been fully disclosed, discussed, and understood during discussions or negotiations. Therefore, such new or revised terms and conditions are not solicited and, if submitted in the final proposal revision, may render the offer unacceptable to the Government.
0. This requirement is not a small business set-aside.
L-1.2. Submission of Proposals
1. Proposals shall be uploaded to the location listed below by 2:00PM Eastern Standard Time (EST) 31 March 2025. Any proposal received after such time and date will be considered a late submission. Late submissions will be treated in accordance with FAR 52.215-1(c)(3). Facsimile or e-mail submissions are not acceptable and will not be considered for award. Proposals shall be valid for a period of at least nine (9) months from the closing date listed above. The offeror shall notate the proposal validity period on the solicitation cover sheet.
1. Offerors are required to submit all proposals and supporting documents electronically. Proposals will not be accepted via email. The Government will post the Solicitation via Sam.gov and the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. All documents shall be submitted via the PIEE Solicitation Module. Offerors must adhere to specified page limits. Proposal volumes shall be separate files and shall be titled accordingly. Electronic proposal submissions through PIEE Solicitation Module are due by 2:00PM EST on 31 March 2025.
Offerors shall prominently mark all volumes with the following: “SOLICITATION M67854-25-R-5302”

L-2.0 PREPARATION OF PROPOSALS
This request for proposals is written in the Uniform Contract Format described in FAR 15.204-1. The Government advises prospective Offerors to read the terms and conditions of the model contract carefully. Proposals shall be prepared using “Times New Roman” 12-point font style on 8½ x 11-inch white paper. Condensed spacing is not permitted. Tables and illustrations may use a reduced font style not less than 8 points. All material submitted may be single-spaced. Offerors shall ensure that each page provides identification of the submitting Offeror in the header or footer. Number all pages sequentially.
L-2.1 Organization of the Proposal
Each proposal volume shall contain a title page, table of contents, and list of tables and figures for that volume. Separate required sections within a volume. The title page, table of contents, list of tables and figures do not count against page count. Number all pages sequentially. Only material allocated to a specific section shall be in that section.
Offerors shall submit proposals as separate sections in accordance with Table L-2.1. Offerors shall provide in each volume a Table of Contents and Acronym List. The Technical Volume shall include a Non-Price Factor Cross-Reference Matrix showing the proposal paragraph number where an evaluator will find the detailed discussion of the non-price factors. The Table of Contents, Acronym List, and the Non-Price Factor Cross-Reference Matrix will not be included as part of the page count. The following instructions apply to the format:

L-2.2 Content of the Proposal
The following instructions are provided for the relevant portions of the proposal:
Business Volume:
Letter of Transmittal and Executive Summary: This section shall include the Offeror’s Letter of Transmittal, along with a brief summary of the offeror’s capability to accomplish the requirements of the contract. This part should include the offeror’s cognizant DCMA, DCAA, and DFAS payment office. Offerors are expected to comply with all requirements of the solicitation. Offerors must certify that their respective offer provided in response to solicitation M67854-25-R-5302 does not take any exception to, deviate from, or otherwise request a waiver for any of the requirements delineated in solicitation M67854-25-R-5302. Any exceptions, deviations, and/or waivers shall render the Offeror’s proposal unacceptable to the Government.
On the first page of the Business Volume, the Offeror shall certify that the proposal has been prepared completely consistent with the terms and conditions of the solicitation. The Government considers any exception or deviation to any term or condition of the solicitation that is not expressly authorized by the solicitation to be a deficiency, as defined in FAR 15.001. Any exceptions, deviations, and/or waivers taken to any aspect of the RFP shall be identified in the Executive Summary.
Offeror shall also include on the first page of the Business Volume, their CAGE, Unique Entity ID, and Point of Contact.
Section I. SF33 and Model Contract:
The Offeror shall agree to the terms and conditions of the model contract of this solicitation that consists of Sections A - K, including all documents, exhibits, and attachments. The submission of these items in accordance with the instructions will, upon acceptance by the Government, contractually bind the Government and the Contractor to the terms and conditions of the model contract.
The Business Volume shall include a completed, signed original copy of the entire solicitation (Sections A through K), with all appropriate “fill-ins” completed. This volume shall include all proposed pricing and include one signed and completed copy of the Standard Form 33, acknowledging any solicitation amendments, signed by a person authorized to enter into the proposed contract on behalf of the offeror.
Pricing: The offerors shall clearly indicate the total price to the Government. All dollar amounts provided in a completed Section B shall be rounded to the nearest dollar.
For bundled costs, the phrase “Not Separately Priced” (NSP) shall be indicated for the corresponding CLIN/SLIN. The term “N/A” or Not Applicable shall only be used when the described items in the applicable CLIN/SLIN are NOT being provided.
Under Section B, a step-ladder pricing structure is preferred; because price breaks may vary by contractor, each Offeror shall have no more than four price breaks (discounts). However, the minimum quantity for the first (1st) range must be one (1) and the maximum quantity for the last range must be the maximum quantity specified for each CLIN. Offerors shall not complete the Unit Price and Max Amount entry located at the top of the stepladder CLINs for CLINs where stepladder pricing is proposed.
Price Inconsistencies. The Government assumes a proposal represents the offeror’s best efforts to respond to the solicitation. Any inconsistency, whether real or apparent, between promised performance and price, should be explained in the proposal. Any significant inconsistencies, if unexplained, raise a fundamental issue of the offeror’s understanding of the nature and scope of work required and financial ability to perform the contract. This may result in the proposal being determined to be unacceptable. The Government reserves the right to correct minor or de minimus inconsistencies without clarification or other communication, and to award the contract based on the corrected proposal.
Section II. Small Business Participation:
All Offerors, regardless of size, shall submit a Small Business Participation Plan presenting percentages in terms of total dollars of work for each SB category, divided by the total contract value. SB Offerors may include the work they perform themselves. For purposes of this solicitation, the term SB Concern shall also include the subcategories of Small Disadvantaged Business (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and HUBZone Small Business (HUBZone). Address each subcategory of SB. This strategy is separate from, but shall be consistent with, the SB Subcontracting Plan, if such a Plan is required. The cover page for the Offeror’s Small Business Participation volume shall summarize the Offeror’s SB Participation goals and SB Subcontracting percentage goals for the total requirement using the format in Table L-2.2 below:
SB Participation Plan
Total
Small Business (SB)
%
Small Disadvantaged Business (SDB)
%
Small Disadvantaged Veteran-Owned Small Business (SDVOSB)
%
Woman-Owned Small Business (WOSB)
%
HUBZone Small Business (HUBZone SB)

If the successful Offeror is a Large Business, the approved Subcontracting Plan becomes part of the resultant contract.
Technical/Past Performance Volume:
Offerors shall certify their ability to meet or exceed all requirements of the Performance Specification (PSpec) and Statement of Work (SOW). A statement so certifying is required. A failure to meet or exceed all requirements may result in an Offeror being excluded from further evaluation.
Cross Reference Matrix: The Technical Volume shall include a Cross-Reference Matrix showing the proposal paragraph number where an evaluator will find the detailed discussion of the specific requirements listed below.
Section III. Technical:
This Volume shall contain the offeror’s understanding of and approach to the contract technical requirements and shall not include any cost/pricing data. It is permissible for the Offeror to submit substantiating data through the PIEE Solicitation Module, which will not be counted against the page limitations set forth in Section L; this data shall be in support but not solely needed to substantiate performance claims of the system. Substantiating data shall be limited to technical drawings, photographs, modeling & simulation results, test reports, and product specification sheets.
The Offeror’s proposal shall provide all information necessary for the Government to evaluate the following specific requirements from the PSpec and SOW:

Since the Government may not necessarily interview all of the sources provided by the Offeror, the burden of providing thorough and complete past performance information and explaining its relevance remains with the Offeror. The Government does not assume the duty to search for data to explain or remedy any inconsistencies it finds in the information provided by the Offeror.
For each contract of relevant work above, the Offeror shall provide a PPQ (See J.2 Attachment 002). The Offeror shall send out, and track the completion of, the PPQ to each of the Offeror’s Government/Commercial Points of Contact (POCs). All or part of the successful Offeror’s technical proposal may be incorporated in any contract resulting from this solicitation. Moreover, the successful Offeror’s technical proposal may be incorporated by reference.
