About this file
This Performance Specification details technical requirements for a Backhoe Loader (BHL) for the United States Marine Corps, targeting replacement of existing Caterpillar 420D and 420E models. The specification outlines comprehensive performance parameters including vehicle configuration, operational capabilities, and military-specific modifications. Key technical requirements include a wheeled, diesel-powered vehicle with backhoe, front bucket, and fork attachments capable of operating hydraulic tools, with specific specifications for excavation depth (8-12 feet), material handling capacity (0.75-1.25 cubic yards), and lifting capabilities (3,000-5,000 lbs).
The document specifies rigorous operational performance standards across multiple domains, including mobility (60% longitudinal slope, 30-40% side slope, 20-30 mph road speed), environmental tolerance (-25°F to 125°F), and transportability (air transportable in C-130, C-17, and C-5 aircraft). Additional requirements cover electrical systems, diagnostic compatibility, lighting, crew ergonomics, and protective structures. The BHL must be compatible with existing work tools, meet NATO standards, and be operable by Marines with varying physical dimensions and while wearing combat and cold weather gear. Verification methods include certification, analysis, inspection, demonstration, and testing to ensure comprehensive compliance with the Marine Corps' technical and operational requirements.

APPROVED BY:
Maj. Adam Deitrich
Product Manager, Engineer Systems
1.0 SCOPE
1.1. Scope. This specification prescribes the performance requirements and identifies verification procedures for the Backhoe Loader (BHL). The BHL will provide the Marine Corps with an excavation capability to rapidly dig small sized combat emplacements. The BHL consists of a basic wheeled, engine driven vehicle with backhoe, bucket loader, and the capability to operate hydraulic tools. The fielded system that met the BHL capability requirement and is currently fielded is a commercially produced BHL. The Marine Corps maintains the requirement to dig small sized combat emplacements, trenches, and conduct general engineering tasks which the BHL is well suited to perform. This capability remains doctrinally and conceptually relevant and is necessary to support the engineering function of logistics.
1.1. Requirement Levels. This specification lists two values for certain performance parameters. The threshold (T) is the minimum acceptable level. The objective (O) is the desired level at which performance of the BHL results in an operationally significant increase in capabilities. When only one requirement is stated, it is the threshold requirement.
