Questions and Answers

Q1: Performance Work Statement (PWS) Paragraph C-3.5. Nine out of eleven Government Furnished Equipment (GFE/RPIE) Facility Overhead Cranes (Appendix E page 37) are on Lock- Out/Tag-Out due to various safety reasons. Is there on-going government planning to resolve these issues that may/will affect production?

A1: There has been no lost production due to the availability of cranes. The current contractor has been able to mitigate coordinating with the government representatives to facilitate movement of equipment.

Q2: PWS Paragraph C-3.6. This states that the “Contractor shall provide minor repairs and/or replacement as needed…”. Will there be a funded CLIN within the contract to invoice and pay for minor repairs and/or replacement as needed, and if not, what payment method will the government use to reimburse the contractor?

A2: There will be no funded CLIN, this paragraph has been removed from the PWS, see amended solicitation.

Q3: PWS Paragraph C-3.8. This states that the “Reimbursement for parts shall be at cost. The

Contractor shall submit a copy of their supplier’s invoice with its invoice…”. If the supplier’s invoice for parts is in another language (Example Japanese…) can the contractor insert, or hand write in necessary translations concerning parts?

A3: There will be no funded CLIN, this paragraph has been removed from the PWS, see

Q4: PWS Paragraph C-4.1. In the past when the Corrosion Repair Facility (CRF) Contract was solicited and awarded through the Regional Contracting Office Marine Corps Installation Pacific (RCO MCIPAC) on Okinawa it was understood that the base pass process would go through the COR, and the Contracting Officer. Is RCO MCIPAC aware that they will be the approvers/signatories on base passes for this awarded contract from Marine Corps Systems Command (MCSC), for possibly 60+ Personnel?

A4: Paragraph C-4.1 as well as other references to the Regional Contracting Office and MCSC has been corrected to reflect Camp Butler. See amended solicitation.

Q5: PWS Paragraph C-4.2. There appears to be a lot of information on these pages that references Marine Corps Base Quantico (MCBQ) and Marine Corps Systems Command (MCSC) Quantico. Does this all apply to MCIPAC and/or Camp Kinser CRF Okinawa?

A5: See amended solicitation, all references to MCBQ have been removed or changed to MCB Camp Butler.

Q6: SF 1449 Pg 5 – 15. "ITEM NO 0005, 1005, 2005, 3005 and 4005 has only a Quantity of

“6” items per “Base Year” and in “Option Years”, are these items different or unique from the other Service/Unit CLIN’s to have such a small number of items to repair/restore?

A6: There is nothing different or unique for these items, just the anticipated quantity for this item is 6 per year. The CLIN has been amended to clarify that the quantity is 6 per year.

Q7: SF 1449 Pg 8. ITEM NO 2001 states that the “Period of Performance 8 months from date of award.”. Should this state 12 months? NOTE: This is also repeated on ITEM NO 3001 (page 10) and ITEM NO 4001 (page 13).

A7: Yes, for CLINs 2001, 3001, and 4001 the Period of Performance should be 12 months.

Q8: 2.1 Organization of the Proposal and 2.2 Content of the Proposal. Solicitation Proposal content requirements, Section 2.1 Technical Volume Part IV requires a Small Business Participation Plan and Section 2.2 Part IV states the subcontracting objective for this acquisition is 10% of the total contract value for Small Business Participation. Section

2.2 Part IV further states “An Offeror cannot be awarded this contract if they fail to meet the SB participation goals set for this acquisition”. Solicitation is “Unrestricted” and subject to local contractors in Japan providing cost proposals, but geographically “Small Business” requirements are not applicable, enforceable, nor can Small Business requirement be implemented or executed. Confirm if “Small Business” requirements can be removed from the solicitation, or that local Japan based, Japan licensed contractors will not be subject to Small Business goals set for this acquisition?

A8: Yes, the Small Business Participation Plan requirements will be removed from the solicitation. See amended solicitation.

Q9: PWS Paragraph C-1.8.1. This states that the “Contractor shall not operate tactical military equipment.”

There are around 20 (+/-) military vehicle movements that occur per day, and this is not counting items that need to be moved by GME forklift operations. Currently the “Contractor” operates tactical military vehicles within the Corrosion Repair Facility (CRF) Compound and within the service tunnels of CRF Building 616 to keep production constantly moving. Waiting for Government personnel to conduct movements, on top of all their other duties (inspections, customer service for drop-offs and pick-ups, etc.), may cause delays in movement and slow production.

Can the contractor conduct tactical military vehicle movements to move an item from one process to another within the Corrosion Repair Facility (CRF) Compound, and/or within the service tunnels of CRF Building 616?

A9: This paragraph has been amended as follows:

“The Contractor shall operate to facilitate maintenance activities), repair and maintain platforms, systems, subsystems and support equipment as required.”

Q10: PWS Paragraph C-1.11. This states that the “Contractor shall procure and manage all coatings, blast media, and other materials…”. In order to streamline the procurement, shipping, and delivery of materials (coatings, blast media, and other materials required to perform services)” to the Corrosion Repair Facility (CRF) Bldg. 616, does the Government have a business address that the contractor can make use of to receive materials that are specifically required to be purchased from the Continental United States (CONUS)?

A10: Yes, the business address to receive materials is:

Q11: From what time to what time (Example: 06:00 ~ 15:00 or 07:30 ~ 16:30), will the contractor be allowed access to the CRF facilities, and will the contractor be able to access the CRF during weekends and/or holidays, to conduct training and/or further production?

A11: Working hours can be established from 0600-1900 daily. If required access before and or after normal working hours the contractor can coordinate with the local government representatives.

Q12: There is a U.S. Government construction project to repair and/or replace the Fire

Suppression System for Building 616 Camp Kinser (contract information below), which is the Corrosion Repair Facility (CRF). This construction project is currently on hold and/or awaiting funding modifications. There is a possibility of further delays, and there is also a possibility that if funded, construction may begin in summer of 2025.

If this construction contract interrupts or delays production for hours, days, weeks, or months, how would a contractor be equitably compensated for lost “Labor Costs”, or other losses?

A12: It is unknown at this time how the construction (if it occurs) could affect schedule.

Q13: SF 1449 CLINs 0005, 1005, 2005. SF1449 Continuation Sheet: Item/CLIN X005 for each performance period states “Repair, restoration and Government acceptance of approximately 6 Corrosion Category Codes 3 and 4 Principal End Items (PEI) per month;” however, the total quantity seems to indicate 6 total for the entire performance period. Which is correct?

A13: The Government anticipates needing 6 of these line items per year.

Q14: PWS Paragraph C-1.2.1. Is the Government guaranteeing a minimum delivery per month/year?

A14: The range indicated is approximate depending on the availability of funding, contractor’s ability to repair equipment and the unit’s ability to deliver equipment. The contractor will have the opportunity to repair within the range not to exceed the funded quantity during the period of performance.

Q15: PWS Paragraphs C-1.2.1.1 thru C.1.2.1.6. What compensation, if any, will the

Government provide if the quantities listed in the subparagraphs here are not made available to the Contractor to repair/restore?

Q16: PWS Paragraph C-1.5. The Contractor is invoicing the Government on the number of PEI actually completed each month; if the Government reduces the monthly production requirement due to an unbalanced ratio of equipment sizes as described in this paragraph, will the Contractor be compensated appropriately?

Q17: PWS Paragraph C-2.1. The Monthly Production Requirements AQL is listed as 63 PEI;

however, based on C-1.2.1.1 thru C.1.2.1.6, it appears that the Government only plans to make 53 PEI available for production each month. Which is correct?

Q18: PWS Paragraph C-3.6. This paragraph discusses the Contractor providing estimates to perform minor repairs and/or replacement of GFE/GFP. There is not a CLIN listed on the SF 1449 for such services. How will the Government pay for minor repairs and/or replacement of GFE/GFP on this contract?

A18: This paragraph has been removed from the PWS, see amended solicitation.

Q19: PWS Paragraph C-3.8. This paragraph, and its subparagraph, discuss cost reimbursement purchases on the contract; however, there is not a CLIN for Other Direct Costs (ODC).

Please elaborate on what items/materials the Contractor will purchase on a reimbursable basis.

A19: This paragraph has been removed from the PWS, see amended solicitation.

Q20: PWS Appendix D. In the Materials Table, Stainless Steel Grit is listed with a size of G50;

this is in conflict with C.1.11.1 which states "The only authorized blast media is Stainless Steel Grit that conforms to SAE J444, size G40." Which size is correct?

A20: Both sizes can and have been utilized. PWS has been amended to include both sizes. See

Q21: PWS Paragraph C-1.2.1.2. This line item states 480 PEI per year, which does not align to items 2001, 3001, and 4001 that have Period of Performance of 8 months each.

A21: The Period of Performance for CLINs 2001, 3001, and 4001 have been corrected. See the amended solicitation.

Q22: PWS Paragraph C-1.6.1.2.3. What day in the schedule does the contractor take possession of the equipment - does cycle time being during the Delivery month or at the start of the Production month?

A22: Acceptance of equipment is continuous, overlapping month to month.

Q23: PWS Paragraph C-1.9.3. Is the contracted expected to perform weld repairs? This section discusses inspecting welds, but it is not clear if the contractor is performing weld repairs.

A23: Yes, metal repair includes welding as outlined within the TM 4750-15/1.

Q24: Deploying Personnel . Will the Gov't consider the challenges of the current administration Tariffs proposal on different counties now --- and the impact to acquire SOFA agreements internationally for personal

Q25: Deploying Personnel. Have the government identified any challenges administrative and personnel deployment requirements from the previous submission. Will the contractor face challenges with trade agreements and deployment actions.

Q27: PWS Paragraph C-1.0. Has the government considered the Challenges from the previous administration to the new administration to performed at a remote facility like Okinawa Japan for OEM parts. How will the tariff impact future pricing?

Q28: PWS Paragraph C-1.6.1.2. Have the government considered the Challenges from the previous administration to the new administration to perform. The Government uses a three-month process to schedule, deliver and repair equipment at the CRF. Will the Gov't consider a longer Scheduling Process & Timelines.

A28: A longer Scheduling Process & Timelines will not be considered at this time.

Q29: PWS Paragraph C-1.8.1. The Contractor shall not operate tactical military equipment.

Are there certain tactical vehicles (I.e. Humvee's) a contractor can operate for the Government.

A29: See the answer to Q9 and the amended solicitation.

Q30: PWS Paragraph C-3.0. Will th1.8e contractor be able to use ODC for any licenses requirements not taught OCONUS (I.e. Annual licenses). The Contractor shall be responsible for the proper certification, licensing, and qualifications that are required to operate any newly procured and accepted equipment or materials.

A30: No reimbursement will be provided for licensing. The contract requires the contractor to provide licensed personnel. Training for obtaining licenses is available locally.

Q31: The government is providing the compressors, does this include inline water separators, regulators, fittings, and hoses?

A31: YES, this includes inline water separators, regulators, fittings, and hoses.

Q32: Can the USG provide guidance on what equipment will receive undercarriage coating application?

A32: Any equipment that operates under its own power such as MTVRs, HMMWVs, LVSRs, and Trailers.

Q33: Can the USG provide guidance on what equipment will receive bedliner application?

A32: Any equipment that has a bedliner such as MTVRs, HMMWVs, Trailers, Logistics.

Q34: Who is responsible for providing safety equipment (fire extinguishers, first aid kits, eye wash stations/showers)?

A34: Safety equipment is the responsibility of the Contractor awarded the contract.

Q35: Who is responsible for filter changeout of paint and blast booth, both labor and materials?

A35: Government has a separate contract to provide the preventive maintenance of the facility equipment that is responsible for filter changeout.
