SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 28-May-2025 04:00 PM to 04-Jun-2025 04:00 PM.

The following have been modified:

ADDENDUM TO 52.212-1

ADDENDUM TO 52.212-1 – Instructions to Offerors – Commercial Services

1.0 INSTRUCTIONS FOR THE SUBMISSION OF PROPOSALS

1.1 INTRODUCTION

The following are specific instructions to Offerors that are applicable to this Request for Proposal (RFP).

a. A concise and comprehensive proposal is required. The proposal shall be complete and clear in all respects without the need for additional explanation or information. The proposal shall be in sufficient detail and scope to permit the Government to evaluate it with respect to the evaluation factors specified in FAR Provision 52.212-2.

b. Unnecessarily elaborate proposals, beyond what is sufficient to present a complete and effective proposal, are not desired. The Government will not assume that an Offeror possesses any capability, understanding, and/or commitment that is not specifically identified, described with specificity, and supported in its respective proposal.

c. The Offeror shall not include classified material in any proposal section.

d. A ceiling on the number of pages in the proposal has been imposed, as indicated in the sections below. In the event an Offeror exceeds the maximum page limitations provided below, the Government will only evaluate the pages that comply with the maximum page number prescribed (starting with page one and continuing until the maximum number is reached) for the respective volume. The Government will not evaluate any pages, or any other material, which exceed the applicable Page Limit.

e. The Government will make a single award to the Offeror that provides the best value to the Government.

The Offeror’s proposal will be evaluated according to four factors:

Factor 1 – Technical Understanding of the Requirements Factor 2 – Management and Staffing Approach Factor 3 – Past Performance Factor 4 – Price

f. As prescribed by FAR 52.212-1, the Government may award on the basis of initial offers received, without discussions. Therefore, each initial offer should contain the Offeror’s best terms from a price and technical standpoint.

g. Offerors shall not submit more than one (1) offer in response to this solicitation. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. The proposal shall be complete and clear in all respects without the need for additional explanation or information.

h. Proposals submitted for consideration for award must address each and every requirement of the solicitation, in sufficient detail to be meaningfully responsive to the respective requirement.

2.0 PREPARATION OF PROPOSALS

a. Proposals shall be prepared using “Times New Roman” font and 12-point type, on 8½ x 11inch white paper. Tables and illustrations may use a reduced font style not less than 8 point. Foldouts are not allowed.

Margins shall be 1 inch on all sides. All material submitted may be single-spaced. Offerors shall ensure that each page provides identification of the submitting Offeror in the header or footer. Number all pages sequentially.

b. Offeror shall include two electronic copies (one copy of the business volume and one copy of the technical volume accounts for one copy) of the full proposal. The first copy shall be submitted using the Microsoft Office for Windows suite of applications and the second shall be submitted in portable document format (PDF). In the event that there is a conflict between the two electronic copies of the proposal, the PDF copy will take precedence. Such conflicts may be considered as a weakness during the evaluation of the Offeror’s proposal.

c. Each proposal volume shall contain a title page, table of contents, acronym list, and list of tables and figures for that volume. The title page, table of contents, acronym list, list of tables and figures do not count against the page count. Only material allocated to a specific section shall be in that section. Business and Technical Volumes shall be submitted in separate files.

d. Proposals shall be submitted via email to Kimberly Stone at kimberly.a.stone@usmc.mil and Deshawn Gaines at deshawn.gaines@usmc.mil. Proposals are due no later than 1600 EST on 4 June 2025.

2.2 CONTENT OF THE PROPOSAL

The following instructions are provided for the respective portions of the proposal:

Business Volume:

Part I

Executive Summary. This section shall certify that the proposal has been prepared completely consistent with the terms and conditions of the solicitation. Any exceptions, deviations, and/or waivers shall render the Offeror’s proposal unacceptable to the Government. Offerors must certify that their respective offer provided in response to solicitation M67854-25-R-5104 does not take any exception to deviate from, or otherwise request a waiver for any of the requirements described in solicitation M67854-25-R-5104. This part should include the Offeror’s cognizant DCMA, DCAA, and DFAS payment office. This part should also include the Offeror’s size standard and Sam.gov Unique Entity ID.

SF 33 and Model Contract/Pricing. The Business Volume shall include a completed, signed original copy of the entire solicitation, with all appropriate “fill-ins” completed. This volume shall consist of the model contract with all proposed pricing. The offeror shall submit a signed and completed copy of the Standard Form 1449, acknowledging any solicitation amendments signed by a person authorized to enter the proposed contract on behalf of the Offeror.

The Government reserves the right to accept the offer by signing this document without discussions or clarifications, which (if applicable) would then become the awarded contract.

Technical Volume:

Part II

Executive Summary. This section shall include a brief summary of the Offeror’s capability to accomplish the requirements of the contract. Any exceptions, deviations, and/or waivers taken to any aspect of the RFP shall be identified in the Executive Summary. Such exceptions, deviations, or waivers may cause the Offeror’s proposal to be evaluated as unacceptable which would make such proposal ineligible for award.

Technical Understand of the Requirements and Management and Staffing Approach. Offerors shall briefly describe how they intend to meet the support service requirements set forth in the performance work statement (PWS).

Specifically, offerors shall list any teaming partners or subcontractors and explain the roles and responsibilities of such teaming partners or subcontractors. Offerors shall list and define all labor categories utilized in meeting the PWS requirements. Offerors shall provide a staffing table which lists the labor categories and positions that are being proposed to fulfill the PWS requirements.

Part III

Past Performance. The Offeror shall document its past performance by identifying relevant contracts performed within the past three years. Offerors shall explain the relevance for each listed contract to the requirements of the solicitation. Relevancy, as it pertains to past performance information, is a measure of the extent of similarity between the service/support effort, complexity, dollar value, contract type, and subcontract/teaming or other comparable attributes of past performance examples and the solicitation requirements; and a measure of the likelihood that the past performance is an indicator of future performance. Contracts valued between $12 million to $16million may be more relevant than contracts for similar work with a total value below $12 million or greater than $16 million. Offerors shall address how the listed contracts are similar to the requirements in this solicitation.

Ensure that accurate and concise information is provided for each contract including:

• Title of Contract, Contract Number, and Sponsoring Organization;

• Name, mailing address, telephone and email address for the Technical POC or COR and

Contracting Officer;

• Type of Contract, Value, Award and Completion Dates;

• Brief description of the services performed, problems identified, and corrective action taken, awards/recognition received; and

• Indicate if Cure Notice/Show Cause notices received, and reasons.

Offerors are advised that the Government may also use and evaluate independently obtained past performance data from other sources such as the Past Performance Information Retrieval System (PPIRS) and Past Performance Questionnaires (PPQs).

For each contract reference listed, the Offeror shall provide a PPQ as provided in Appendix D. The Offeror shall send out and track the completion of the PPQs. Completed Past Performance Questionnaires must be submitted directly from the Offeror's Government/Commercial Points of Contact (POCs) to the Government. Offerors shall direct their POCs to mail or email completed PPQ’s directly to the contract specialist at kimberly.a.stone@usmc.mil.

3.0 INTENT TO INCORPORATE CONTRACTOR’S PROPOSAL

All or part of the successful Offeror’s proposal may be incorporated in any contract resulting from this solicitation.

Nothing contained in the successful Offeror’s proposal shall constitute a waiver to any requirement of the contract.

In the event of any conflict between the successful Offeror’s proposal and other requirements of the contract, the conflict shall be resolved in favor of the contract requirements.
