1 GENERAL

This is a non-personal services contract to provide Post Deployment System Support (PDSS) to the Program Manager (PM) Logistics Integrated Information Solutions – Marine Corps (LI2S-MC) organization. The Government shall not exercise direct supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the Government.

1.1 Description of Services/Introduction

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and other services and items necessary to perform PDSS services as defined in this Performance Work Statement (PWS). The contractor shall perform to the standards in this contract and in all TOs issued pursuant to this contract.

1.2 Background

The LI2S-MC organization consists of three Product Manager (PdM) portfolios--The Global Combat Support System – Marine Corps/ (GCSS-MC) which includes Disaster Recovery/Continuity of Operations Planning (DR/COOP); the Tactical Logistics System (TLS); and the Data Environment and Integration (DE&I) enterprise logistics community. All three PdM portfolios combine to represent the portfolio of systems technology centerpiece for logistics modernization in the Marine Corps and services capabilities in support of logistics operations across the Marine Corps for logistics products and service requests.

Many of the contract requirements are for services to support the GCSS-MC system. The GCSS-MC Enterprise Non-Secure Internet Protocol Router Network (NIPRNET) V2.X system provides accurate, near real-time integrated logistics information and enterprise-wide visibility of logistics data, enabling Marines to make informed decisions about the logistics chain commensurate with the operational tempo. The GCSS-MC began full sustainment in December 2015.

PDSS activities are required to support and sustain the GCSS-MC in accordance with Department of Defense (DoD) 5000 series. PDSS activities shall be consistent with the Defense Acquisition System, Operations and Support, and Sustainment Phase.

Successful performance of this PWS and requirements issued under specific Task Orders (TOs) will require contractor interaction with several personnel from various Government and contractor agencies, such as, but not limited, to the GCSS-MC Program Management Office (PMO); TLS PMO; DE&I PMO; Hybrid Cloud Services (Formerly Marine Corps Enterprise Information Technology (IT) Services); Marine Corps Cyber Operations Group;

Kansas City IT Center; and other vendors and contractors identified by the Government. Information provided in this PWS is not intended to limit a potential offeror’s ability to submit alternative, innovative, or creative methods of task performance.

The contractor shall satisfy TLS service requirements for: TLS disconnected and mobile logistics IT tools to provide enhanced warehousing and inventory management, enabling increased logistics visibility and capability to the Marine Corps; Telemetry - fusing information from multiple repositories of logistics information and graphically displaying it on the user-defined operational picture Marine Air-Ground Task Force Logistics Support Systems; a Cloud Migration initiative that enables migration of the Transportation Capacity Planning Tool, incorporates Common Logistics Command and Control System and web Storage Retrieval, Automated Tracking, Integrated System into a Government approved cloud environment; and the tactical communication network architecture.

The contractor shall satisfy DE&I service requirements for: analytical capabilities to unify and integrate data from disparate sources to produce effective, actionable business intelligence throughout the logistics chain of command;

maintain and improve Technical Data Management Catalyst which provides Item Master (catalog) and provisioning capabilities; maintaining and improving Logistics Data Services/Data as a service within the Marine Corps Business Operating Support System environment; and developing and improving access to GCSS-MC in Denied, Degraded, Intermittent, Low-Bandwidth operating conditions.

1.3 Objectives

The objective of the work contained in this PWS is to deliver the Enterprise and Tactical PDSS services necessary for operation, sustainment, maintenance, interface, system integration, connectivity, and updates for the fielded systems and software within the PM LI2S-MC portfolio of logistics capabilities and systems.

The focus of future PDSS efforts under this contract is to improve the fielded capability in the areas of deployed operation support, distribution, logistics planning, decision support, depot maintenance, and integration with emerging technologies for greater asset visibility from supply sources and maintaining situational awareness.

LI2S-MC Future Initiative Services under this contract will entail analysis of related processes and methodologies to improve, refine, and streamline the LI2S-MC system’s connectivity and capabilities. The future services will support capabilities, services and systems using Application Program Interfaces as well as a containerized, cloud, and platform/infrastructure/software as a service construct; and plan and contract for Development, Security, and Operations pipelines, that can be established quickly to meet emerging requirements or budget plus-ups while maintaining Authority To Operate (ATO) and Continuous ATO.

The contractor shall meet GCSS-MC service requirements for: Service Management; Service Operations (Enterprise Service Desk (ESD) and GCSS-MC Operations Center (GOC)); Production (PROD) and Production Support System (PSS); DR/COOP; Solution Development Environment (SDE); and Enterprise Training, to include the Mobile Training Suite. The contractor shall perform analysis of systems with deployable front-end capabilities to retrieve and transact data from the GCSS-MC and enable and expand supply and maintenance requests in a tactical environment.

1.4 Scope

Contractor support services are required to maintain, sustain, enhance, and achieve milestones for development and execution of LI2S-MC systems software and hardware operations. The term “LI2S-MC” will be used to indicate the LI2S-MC Enterprise throughout the body of this document, inclusive of its software, hardware, firmware, and hosting environments. The term “Logistics IT systems” refers to a collection of computer components that leverages software, hardware, and peripheral devices to support and perform functions required by the U.S. Marine Corps. The term “environment” refers to the collection of hardware and software tools a system developer uses to build software systems. The term “instance” refers to a single copy of the software running on a single physical or virtual server.

Quality standards.

Quality control and assurance activities, including, but not limited to, the process for reporting Quality

Control and assurance problems.

Quality roles and responsibilities.

1.5.2 Quality Assurance

The Government will evaluate the contractor’s performance under this contract in accordance with the QASP. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the contract’s performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the maximum acceptable defect rate(s). The contractor shall perform the requirements in the PWSs at or above the performance standards and thresholds in the QASP and PRS, at the TO level.

1.5.3 On-Site Working Conditions, Holidays, and Other Closures

Government PDSS facilities are smoking restricted workplaces. Due to the nature of the work, facilities, and requirements, contractor staff may only smoke outside, in designated smoking areas.

Government personnel observe the following days as holidays and the Government facilities will be closed and unavailable to contractor personnel on the following days:

New Year’s Day January 1st* Martin Luther King’s Birthday Third Monday in January

President’s Day Third Monday in February Memorial Day Last Monday in May

Juneteenth Independence Day June 19th * Independence Day July 4th*

Labor Day First Monday in September Indigenous Peoples Day Second Monday in October

Veterans Day November 11th* Thanksgiving Day Fourth Thursday in November Christmas Day December 25th*

*If the date falls on a Saturday, the Government holiday is the preceding Friday. If the date falls on a Sunday, the Government holiday is the following Monday.

In addition to the days designated as holidays, the Government observes the following days:

Any other day designated by Federal Statute.

Any other day designated by Executive Order.

Presidential Inauguration Day. * Any other day designated by the President’s Proclamation.

*Government personnel in the Washington, DC area are entitled to a holiday on the day a President is inaugurated (January 20 following a Presidential election). Government personnel are entitled to this holiday if they are employed in:

The District of Columbia; or Montgomery or Prince Georges Counties in Maryland; or Arlington or Fairfax Counties in Virginia; or

The cities of Alexandria or Falls Church in Virginia.

When Inauguration Day is moved to January 21st because January 20th falls on Sunday, Government personnel in the Washington, DC, area who would otherwise work on Monday, January 21st, are entitled to a holiday on that day.

It is understood and agreed between the Government and the contractor that observance of such days by Government personnel shall not otherwise be a reason for an additional period of performance, or entitlement of compensation except as set forth within the contract. In the event the contractor 's personnel work during the holiday, they may be reimbursed by the contractor, however, no form of holiday or other premium compensation will be reimbursed by the Government either as a direct or indirect cost, other than their normal compensation for the time worked.

When the Federal, State, Local or other Governmental entity grants excused absence to its employees, contractor personnel assigned to work in the covered Government facilities may also be dismissed. The contractor agrees to continue to provide sufficient personnel to perform critical tasks already in operation or scheduled, and must be guided by the instructions issued by the PCO or COR.

If Government personnel are unavailable due to furlough or any other reason, the contractor must contact the PCO or the COR to receive directions. It is the Government's decision as to whether the contract price/cost will be affected. The following situations apply:

Contractor personnel who can continue contract performance (either on-site or at a site other than their normal workstation), must continue to work and the contract price shall not be reduced or increased.

Contractor personnel who are not able to continue contract performance (e.g., support functions) may be asked to cease their work effort. This may result in a reduction to the contract.

It is understood and agreed between the Government and the contractor that in the event contractor personnel wish to attend Government social events, such as the annual picnic, holiday parties, etc., they must coordinate their work schedules with the COR and obtain approval of their company’s supervisor prior to the event. The Government is not responsible for reimbursing any expenses to the contractor for its personnel attending any Government social event.

1.5.4 Hours of Operation

The US Marine Corps core working hours in support of PDSS services will primarily be from 0900 to 1500 Eastern Time, Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings. However, there may be requirements that necessitate that the contractor work on the weekends or outside core hours. If any special work hour requirements arise that deviate from the core hours, the alternate hours will be designated on the individual TO requirements and negotiated for at that time. If there is a conflict between these requirements and those associated with a future task order, the provisions of the future task order shall take precedence. The contractor must always maintain an adequate workforce to ensure the uninterrupted performance of all tasks defined within applicable PWSs when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.5.5 Place of Performance

The majority of the work will be performed at the contractor’s facility which shall be located within a 20-mile drive from the Government facility at 105 Tech Parkway, Stafford, VA. The 20-mile restriction is necessary given that the requirements will require ad-hoc meetings, not previously planned, between the Government and the Contractor.

Additionally, emergent situations may require contractor personnel to work from the Government spaces, particularly where necessary to address a systems operation problem; the required proximity of the contractor’s facility is intended to minimize the delay in addressing the emergent situation.

Additional places of performance include the following:

Kansas City Information Technology Center (Kansas City, MO) Marine Corps Systems Command (Quantico, VA) Washington, D.C. National Capital Region (NCR) I Marine Expeditionary Force (MEF) (Camp Pendleton, CA) II MEF (Camp Lejeune, NC) III MEF (Marine Corps Base Hawaii, and Okinawa, Japan) Marine Corps Logistics Command (Albany, GA) Blount Island Command Florida (Jacksonville, FL) Marine Corps Air Ground Combat Center (Twentynine Palms, CA) Marine Corps Air Station Iwakuni (Japan) Marine Corps Air Station Cherry Point (Cherry Point, NC) Marine Corps Air Station New River (Jacksonville, NC) Marine Corps Air Station Miramar (San Diego, CA) Marine Corps Air Station Yuma (Yuma AZ)

Note: Although no other locations are currently planned for service, the contractor must be prepared to render world-wide support on an as needed basis to prevent work stoppage.

1.5.6 Type of Contract

The Government will award an Indefinite Delivery Indefinite Quantity (IDIQ) service hybrid contract, with subsequent, individual TOs. Contract line-item types on the TOs will be firm-fixed priced and/or not to exceed cost reimbursable (e.g., Travel, Other Direct Costs (ODC)).

At all other sites, the contractor shall comply with the local command and the program OPSEC plan.

Contractor personnel shall follow OPSEC concepts and principles in the conduct of this requirement to protect critical information, personnel, facilities, equipment, and operations from compromise. All contractors (including subcontractors) shall supplement their current security practices by requiring any personnel involved in executing this contract to complete Government-sponsored and administered OPSEC training.

The FSOs are responsible for notifying the MCSC AC/S G-2 Personnel Security (PERSEC) Office at 703-432- 3952/3490/3374 if any contractor on this contract receives an unfavorable adjudication. Once the vendor has successfully completed the DBIDS registration process, a registration code will be provided. The registration code shall be printed, and hand carried by the vendor to MCBQ Provost Marshall’s Office, Building 2043, between the hours of 0700 - 1500 to be issued the DBIDS card. DBIDS cards will be issued for a period of 3 years, regardless of contract expiration. For additional questions regarding submission of the Vendor Screening Form or access requirements, you may contact the PHYSEC Team at mcsc_physicalsecurity@usmc.mil or by calling 703-432-3964/3909.

1.5.7.3 MCSC Facility Access

All contractor personnel accessing MCSC facilities/buildings must maintain compliance with access control policy identified within MCO 5530.14A - Marine Corps Physical Security Program Manual. Access into MCSC facilities requires use of a Command facility access badge issued by the PHYSEC Team. Contractor personnel assigned to sit within MCSC spaces with a dedicated (by name) workspace will be considered “on-site” contractors and may be issued a green-colored badge with the holder’s photograph. Contractor personnel that frequently visit (three or more times a week) MCSC spaces will be considered “off-site” contractors and may be issued an orange-colored badge with the holder’s photograph. Issuance of an MCSC facility access badge shall be initiated by the COR using the Badge Request process hosted on the MCSC Vital Information Portal for Enterprise Resources (VIPER) website.

Vendors may be issued a MCSC facility badge prior to issuance of a CAC or DBIDS card; however, receipt of an unfavorable response will result in deactivation of any currently issued MCSC facility access badge. All other vendors supporting this contract who do not meet the “Green” or “Orange” badge standards shall be required to have their visit to MCSC notified in advance using the MCSC Visitor Notification System hosted on the MCSC VIPER website. Visitor Notifications shall only be submitted by a MCSC sponsor with access to the MCSC VIPER website.

Visitors who arrive at MCSC facilities without an approved Visitor Notification on file shall be turned away unless a MCSC escort with a “White,” “Powder Blue,” or “Green” badge can be coordinated. Vendors possessing an “Orange” badge are not authorized to escort visitors without an approved Visitor Notification on file. All “Green” and “Orange” badges will be programmed with unescorted access into approved MCSC facilities Monday through Friday from 0630-1700. Unescorted access outside of these times, to include federal holidays, furloughs, shutdowns, etc., is restricted. For additional questions regarding MCSC facility access requirements, you may contact the PHYSEC Team at mcsc_physicalsecurity@usmc.mil or by calling 703-432-3964/3909.

1.5.8 CAC Requirement

The COR will identify and sponsor only those contractor employees performing on this contract that require a CAC in order to perform their job function. In accordance with Headquarters, United States Marine Corps issued guidance relative to Homeland Security Presidential Directive – 12 (HSPD-12), all personnel must meet eligibility criteria to be issued a CAC. In order to meet the eligibility criteria, contractor employees requiring a CAC must obtain and maintain a favorably adjudicated Personnel Security Investigation (PSI). Prior to being authorized to receive a CAC, the employee’s DISS record must indicate a completed and favorably adjudicated PSI or, at a minimum, a submitted and accepted (opened) PSI. The minimum acceptable investigation is a T-1 or a National Agency Check with Inquiries (NACI). If a contractor employee’s open investigation closes and is not favorably adjudicated, the Government shall immediately revoke, and the contractor shall immediately retrieve the CAC. CACs are not issued for convenience.

The FSOs are responsible for notifying the MCSC PERSEC Office at 703-432-3490/3952 if any contractor performing on this contract receives an unfavorable adjudication after being issued a CAC. Due to Insider Threat concerns, the contractor’s company is required to notify the MCSC PERSEC Office at 703-432-3952/3490/3374, within 24 hours of any adverse/derogatory information associated with the 13 Adjudicative Guidelines concerning any contractor performing on this contract, if they have been issued a CAC or a MCSC Building Badge.

Each CAC is issued with a “ctr@usmc.mil” e-mail account that the individual contractor is responsible to maintain as active by logging in on a regular basis (at least twice a month), sending an e-mail and clearing any unneeded e-mails. Contractors issued a CAC are prohibited from “auto- forwarding” e-mail from their .mil e-mail account to their .com e-mail account or any other account that is not .mil. If the “ctr@usmc.mil” e-mail account is not kept active, G-6 will deactivate the account and the CAC will also lose its functionality. Contractor employees shall solely use their government furnished “ctr@usmc.mil” e-mail accounts for work supporting the USMC, conducted in fulfillment of this contract, and shall not use a contractor supplied or personal e-mail account to conduct official U.S. government business. The use of a contractor or personal e-mail account for contractor business or personal use is allowed, but only when using cellular or a commercial internet service provider.

If a contractor loses their eligibility for a CAC due to an adverse adjudicative decision, they have also lost their eligibility to perform on MCSC contracts.

1.5.9 Identification and Disclosure Requirements

Contractor personnel shall, at all times when in performance of this contract, conduct and represent themselves in accordance with Defense Federal Acquisition Regulation (FAR) Supplement (DFARS) Section 211.106 “Purchase Descriptions for Service Contracts.” Contractors shall ensure all personnel with whom they contact or correspond, while performing the contract, are aware of their status as a Government contractor, rather than as Government personnel.

Regarding MCEN Official E-mail usage, MCEN IT resources are provided for official government use only and other limited authorized purposes. Authorized purposes may include personal use within limitations as defined by the Government supervisor or the local Command. Auto forwarding of e-mail from MCEN-NIPRNET to commercial or private domains (e.g., Hotmail, Yahoo, Gmail, etc.) is strictly prohibited. E-mail messages requiring either message integrity or non-repudiation are digitally signed using DoD Public Key Infrastructure (PKI). All e-mail containing CUI, an attachment, or embedded active content must be digitally signed.

MCEN users will follow specific guidelines to safeguard CUI, which includes PII and Health Insurance Portability and Accountability Act information. Non-official e-mail is not authorized for and will not be used to transmit any CUI. Non-official e-mail is not authorized for official use unless under specific situations where it is the only means for communication available to meet operational requirements. This can occur when the official MCEN provided e-mail is not available, but must be approved prior to use by the Marine Corps Authorizing Official.

All personnel will use DoD authorized PKI certificates to encrypt e-mail messages if they contain any of the following:

1) CUI.

2) Any contract sensitive information that normally would not be disclosed to anyone other than the intended recipient as this is considered CUI.

3) Any privacy data, PII, or information intended for inclusion in an employee’s personal file or any information that would fall under the tenets of MSGID: DOC/5 USC 552A, Records Maintained on Individuals. Personal or commercial e-mail accounts are not authorized to transmit unencrypted CUI.

4) Any medical or health data, to include medical status or diagnosis concerning another individual.

5) Any operational data regarding status, readiness, location, or deployment of forces or equipment.
