Document/ Section
Paragraph Number
Question/Issue/Concern Gov Response
1 8 Solicitation 1.5.9 Key Personnel
Amendment 0001 provided that the Lead Systems Engineer must be a Professional Engineer and must be registered in every state in which work will be conducted.
It would be virtually impossible to identify a single Lead Systems Engineer who is registered as a PE in all of the 8 states where primary Marine Corps facilities are located along with the additional states where Marine Forces Reserve facilities are located. Will the Government reconsider this requirement and consider Lead System Engineer with relevant industry certifications or demonstrated history of relevant experience performing work of similar scope and complexity across the Marine Corp and other DOD installations?
The Government has removed the requirement for a Licensed Professional Engineer. The Key Personnel table within SOW section
1.5.9 has been updated.

5.2 Attachment 8 does not provide any information regarding
the existing PON network except for the PN for the OLT(s) and one of the several versions of ONTs deployed. The referenced PDO paragraphs states that the contractor shall "extend the network to all voice user locations..."
Detailed information on the existing PON network configuration is required in order to provide an accurate proposal to satisfy this requirement. Information required includes Qty of OLTs, Qty and PN of existing PON line cards in the OLTs, Splitter configurations (i.e.1x8, 1x5, etc.), location of the splitters, etc. In lieu of a pre-proposal site survey, please provide the detailed information requested on the existing PON network.
Attachment 8 and attachment 13 combined, provide the necessary information to support a proposal solution for MCRD SD.

5.1 The Government has provided Attachment 13 to provide
information on existing user counts and expected near term growth. However the information provided in Attachment 13 does not provide any indication on the quantity of Analog Line Users or which building they are assigned to. Section 5.1 of Attachment 12 states "All Users that can be migrated to Voice over Internet Protocol (VoIP) shall be migrated; gateways will be used for Users who cannot be migrated to VoIP." The only way for an offeror to know how to comply with this requirement is to have information provided by the User to indicated which Users may be migrated and which may not. In lieu of a site survey, will the government provide, at a minimum, the quantity and locations of analog users who cannot be migrated to VoIP?
The Government requires maximum VoIP based on industry standards. See attachment 13 and attachment 8 for additional information to use for proposal purposes.

5.2 Government has provided Attachment 13 to indicate
existing and expected growth of the User requirements at MCRD San Diego. Section 5.2 of Attachment 12 states "the contractor shall procure cards for the Optical Line Terminals (OLT) to support EXISTING (emphasis added) 10G Optical Network Terminal (ONT) interfaces.
Attachment 13 does not address which of the existing users has a 10G PON interface and which does not. Please clarify whether the requirement is to replace all existing 1G PON with 10G PON for all users, or are there specific users that will require 10G interface with the remainder staying at 1G? Also, what is the interface requirement for new PON users?
Per attachment 12, the Government’s requirement is for 10G back to OLT.

5.1 Amendment 0001 explained that the Government is
looking for the contractor to provide the quantity of voice mail boxes in accordance with industry standards. If the industry standard provides a few number of mailboxes that is currently employed at MCRD San Diego, either existing voice mail users will not have voice mail with the

new system or, the PDO will require an ECP to correct the required quantity. Will the Government identify the quantity of existing users currently deployed with voice mail boxes?

5.1 Amendment 0001 explained that there are no analog users
supported by the existing ONT729s and that all current voice services are provided by the Navy. Attachment 13 provides the quantity of Network Users and not the quantity of Voice Users. As such, and in lieu of a pre-proposal site survey, the Government must provide the required quantity of voice users for the new Voice System and must identify which of those users can or cannot be migrated to VoIP. This information is required to provide an accurate proposal for the new Voice System.
As previously provided, there are approximately 2,000 users identified within attachment 13; offerors shall maximize VoIP using industry standards.

5.1 Amendment 0001 explained that it does not have an
inventory of the line cards currently installed in the OLT1150s at MCRD San Diego. In lieu of a pre-proposal site survey, will the Government pull a report from the PON Management System showing the OLT card inventories or obtain one from the current maintenance contractor?
This information has been provided as part of an update to Attachment 13.

5.2 Amendment 0001 stated that there is not DWDM
requirement for MCRD San Diego. However, Attachment 8 indicates that there is a Tellabs 7100 Nano DWDM system deployed. Please clarify this apparent discrepancy.
The Government has updated attachment 8 to remove Tellabs 7100.
9 104 Solicitation 1 Amendment 0001 stated that the PDO will be an FFP but if a "major discrepancy" is found during the VSS, the proposed configuration may be modified to correct the discrepancy. Will the Government define what a "major discrepancy" is? There are several areas in Attachments 12 and 13 (as identified by previous questions) where the contractor is required propose new or modify existing equipment with no detailed information provided. How
Discrepancies should be documented in the VSS report. The Government will review the discrepancies identified in the report and determine if a modification is required based on the impact.
would the Government determine what would be a "major discrepancy" and which would not?

5.1.3 Amendment 0001 indicated that TSG phones are not
required. In addition however, most of the VoIP vendors have multiple versions of their SIP phones (such as a basic set, an advanced or executive set, etc.) each with different supported number of lines and with different feature capabilities. Does the Government have a requirement for different levels of telephone sets depending on the requirements of the end users?
The Government confirms that 5% should be executive sets; Attachment 12 has been updated to reflect this requirement.
11 Initial question on new Solicitation document
Attachment
General Government has provided Attachment 13 to indicate existing PON Network and Expected Growth. Will the Government clarify whether Attachment 13 also indicates the required quantities of Voice System Users or is there a separate count for Voice Users? If the contractor makes the assumption that the number of Network and Voice users are the same and it turns out not to be the case, then the configuration of the new Voice System may be way off and a significant change to the PDO proposal will be required after the VSS.
See response to Q6 above.
12 Initial question on new Solicitation document
Attachment
General If Attachment 13 does not indicate the quantities of Voice System Users (i.e. Voice User counts are not the same as Network User Counts), will the government provide the requirements for the quantities of Voice System Users to be configured with the new Voice System?
Attachment 13 identifies approximately 2,000 users.
13 Initial question on new Solicitation document
Attachment
General On the last two pages of the attachment, there are several locations where the number of users exceeds the number ports identified. Will the Government clarify whether additional PON ONTs shall be provided to cover the total quantity of users or are the quantity of ports identified the requirement, regardless of the number of users identified?
The Government requires services for the users and approximately 10% growth on top of those services.
14 8 1.5.9 Key Personnel
It is expected that the PE is licensed in the state where the Proposed Delivery Order is being performed (California).
At the ID/IQ level, is the Government expecting PE’s to be licensed in all of the States listed under place of performance? Further, how would licensing be handled in OCONUS locations such as Okinawa and Iwakuni, Japan and Mujuk, South Korea?
See response to Q1 above.
15 101 1.5.9 Key Personnel
The requirement for a Certified Professional Logistician in PWS 1.5.9 is a certification not typically represented in an Information Technology program nor small businesses and is typically reserved for programs such as weapon system spares. Even if met for ISTC this results in only one potentially competent resource in the logistics chain.
Alternatively, requiring a Supply Chain Risk Management Plan, maintained by many small businesses and very common in IT programs, results in a process that requires all resources in the supply chain to comply and better secures logistics. Accordingly, request that the Government remove the requirement for a Certified Professional Logistician and replace it with a requirement for a Supply Chain Risk Management Plan as a deliverable upon contract award.
The Government has removed the requirement for the Logistician to be a Certified Professional Logistician. The Key Personnel table within SOW section
1.5.9 has been updated.
