11. Evaluation Criteria: The Government will award a contract from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will used to evaluate offers:
i. Technical acceptability to meet the Government requirement
ii. Price
The non-price factor is significantly more important than price. Because this is a best value procurement using tradeoffs, the Government may award a task order to other than the lowest priced Offeror. However, the Government will not make an award at a significantly higher price to achieve only slightly superior performance capability.
A. Technical acceptability is defined as meeting the following criteria:
a) Submission of a Technical Approach/Performance Work Statement and the approach and methodology provide realistic atmospheric sets IAW Attachment 1 – Statement of Objectives
Sections 3.1 – 3.5, and Attachment 2 – Performance Specifications 3.1 – 3.7.
b) Submission of a Visual Demonstration inclusive of Market – Food &Vegetable Set, Residence/Home Set, and Streetscape from Appendix A Atmospherics Spreadsheet in the format detailed in CDRL B001 Atmospherics Presentation Material Block 14. Objectives and Attachment 2 – Performance Specification.
d) Submission of Installation Schedule that includes a detailed description of the Offeror’s installation timeline for the items provided in Appendix A Atmospheric Spreadsheet to include the duration, shipping details IAW with Attachment 1 – Statement of Objectives, Section 3.8 for all of the items included in Appendix A. Destination.
e) Submission of detailed description of the Offerors approach to Inspection for the items and quantities provided in Appendix A Atmospheric Spreadsheet. This information will be utilized to determine the Offeror ability to plan for Government inspection at acceptance at the Destination.
Technical Acceptable/Unacceptable Ratings
Adjectival Rating Description
Acceptable Quote meets the requirements of the solicitation
Unacceptable Quote does not meet the requirements of the solicitation.
Note: To receive consideration for award, a rating of acceptable must be achieved for all criteria as defined in Technical acceptability above.
B. Price will be evaluated but not rated. The Government will evaluate an Offeror’s proposed price for reasonableness for purposes of award by adding the total price for all CLINs within the submitted
Appendix A. The Government may determine that an offer is nonviable or not awardable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
First, the pricing proposal (Appendix A) will be reviewed for accuracy by multiplying the unit price by applicable quantity to achieve the total price for all CLINs. Next, the total evaluated price shall be determined by adding all verified totals for the base.
The determination of reasonableness of the pricing will be based on the information submitted with the
Contractor’s proposal and/or other information and methods of price evaluation available to the
Government. Failure to provide detailed pricing may be grounds for proposal nonconformance. While price will not be scored, it will be evaluated for price reasonableness. Additionally, a determination will be made if there is any significant performance risk to the Government because of unrealistically low or high prices, or the presence of unbalanced pricing. If Price information is included in any volume other than Price, that volume may not be evaluated.
12. To be eligible for award, quotes must provide all of the items and quantities provided in Appendix A
Atmospherics Spreadsheet and must provide all of the information requested in item 9 above. In addition to the information requested to substantiate technical acceptability, responses must include the name, address, telephone number of the Offeror, business type, cage code, and the TAX ID Number. The Government will not consider quotes or offers for partial items, quantities, and or information.
13. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the Offeror’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
14. Quotations are due no later than 3:00pm Eastern Standard Time on Thursday 24 February 2022 and submitted via email to Sarah.Lewellen@usmc.mil.
