About this file
This performance specification outlines requirements for enhancing the training atmospheric sets at Marine Corps Base Camp Blaz in Guam. The Marine Corps Systems Command, Program Manager Training Systems seeks to procure additional set dressings, props, and sensory items to make existing urban training areas more culturally and situationally realistic. Key requirements include furnishing sets for markets, residences, offices, embassies, hotels, restaurants, and other facilities. The specification also outlines streetscape items, malice kits containing propaganda, and smoke and smell generators. All products must meet stringent safety and durability standards. Delivery will include interior and exterior facade panels to reskin existing structures with culturally appropriate building materials. This specification is referenced in solicitation M67854-22-R-8021 seeking to enhance the training atmospherics at MCB Camp Blaz in support of MARCORSYSCOM PM TRASYS objectives.

Even though these areas are equipped with streets, courtyard walls, buildings, and village shanties, the atmosphere requires detailed culturally realistic “prop” like items (furniture, faux foodstuffs, ersatz crops, colors and facades, etc.) which shall be utilized during training scenarios. None of the items shall be permanent or “built in.”
1.1 Definitions
Permanent. To the extent used within the requirements paragraphs of this specification, permanent means unable to move or rearrange.
Threshold. Minimum level of acceptable performance.
Objective. Optimal level of performance.
