About this file
This Statement of Objectives describes requirements for providing atmospheric sets and sensory elements to enhance training environments at the Marine Corps Base Camp Blaz in Guam. The contractor shall design and deliver realistic interior and exterior sets representing environments in Asia-Pacific regions, including streetscapes, buildings facades, consumable items, and scent/smoke generators. Deliverables include safety assessments, planning materials, an operations manual, and inventory reports. The contractor must conduct site visits and planning conferences within 30 and 90 days of award respectively. Installation of all atmospheric elements is to be completed after final government approval. Related solicitation M67854-22-R-8021 was issued by the United States Marine Corps to obtain these training enhancement services at Marine Corps Base Camp Blaz in Guam for the Marine Corps Systems Command, Program Manager Training Systems.

1. BACKGROUND
The United States Marine Corps (USMC) has an immediate requirement to enhance cultural realism at existing USMC Military Operation in Urban Terrain (MOUT) at Marine Corps Base (MCB) Camp Blaz, Guam. This project is intended to replicate environments as would be found in Asian Pacific areas of operation (AOR). The MOUT is void of cultural realism. The training areas require detailed culturally realistic “prop” like items to replicate real world exteriors, interiors, and surroundings needed for vital and realistic mission training.
2. SCOPE
The following paragraphs describe the basic objectives of the Training Atmospherics Set Enhancement, herein referred to as Atmospherics contract and are provided in lieu of a Government Statement of Work. This approach provides offerors the flexibility to develop realistic solutions and the opportunity to propose innovative alternatives meeting the stated objectives.
All structures currently exist and are on site. Contractors shall provide atmospheric sets that go in the existing structures. At no time will contractors be required to provide, transport, and/or build structures nor shall the contractor be required to physically alter existing structures in a manner that can be construed as construction.
3. OBJECTIVES
3.1 Realistic Experience
The contractor shall provide high-fidelity training environments with enhanced battlefield realism that assists with exposure to operational complexities, mental and physical stressors, and challenging ethical decision-making. The contractor shall provide culturally realistic Atmospherics in accordance with (IAW) the minimum requirements/thresholds of the Performance Specification (SPEC).
3.2 Immersive Training Environment
The contractor shall provide visual stimulus through faux people, animals, building structures, vehicles, weapons, senses, and building furnishings and decorations. The hyper-realistic immersive training environment seeks to suspend disbelief by closely replicating the actual operating environments.
3.3 Flexibility
The contractor shall provide flexible environments capable of being rearranged based on training events as to minimize familiarity of Marines during training.
In addition, the contractor shall provide an overall layout based in which the Atmospherics (See paragraph 3.7) within are appropriate/interchangeable for the multiple countries/areas within the Asian Pacific AOR.
3.4 Safety
The contractor shall provide Atmospherics IAW SPEC paragraph 3.1. The contractor shall provide IAW CDRL A001, Safety Assessment Report (SAR) (DI-SAFT-80102C) for review and approval by the Government at Initial Planning Conference (IPC), and Final Planning Conference (FPC). The contractor shall prepare a SAR IAW MIL-STD-882E Task 301 to identify all safety features and procedural hazards of the live and non-live fire Atmospherics that may be present, including specific procedural controls and precautions that should be followed.
Provide safe live fire Atmospherics that are non-splintering, non-ricocheting, non-fragmenting, and made of materials capable of maintaining the physical integrity and safety qualities when shot with all pistol and rifle caliber ammunitions (excluding shotguns); resistant to damage when impacted by Special Effects Small Arms Marking Systems (SESAMS) rounds.
3.5 Quality/Durability
The contractor shall provide Atmospherics IAW SPEC paragraph 3.2. Develop, create, and deliver a product of consistently high quality that will perform as expected. Provide a balance of
(1) high quality materials that are capable of withstanding environmental elements and repeated iterations of training and (2) inexpensive, used, and replaceable but viable materials that will create an affordable but believable environment while still meeting the performance specifications (to include safety).
3.6 Deliverables
The contractor shall provide all deliverable IAW the CDRLs referenced within this document and SPEC.
3.7 Atmospherics:
3.7.1 Specific Sets
The contractor shall provide atmospheric sets IAW SPEC paragraph 3.3. Design and provide realistic and flexible sets to impact human senses via stimulus (sights, smells, feel, etc.).
3.7.2 Streetscapes
The contractor shall provide atmospheric streetscapes IAW SPEC paragraph 3.4. Design and provide realistic and flexible exterior streetscape sets that contain materials and furnishings typically found in specified regions.
3.7.3 Consumables (not associated with a specific set)
The contractor shall provide atmospheric consumables IAW SPEC paragraph 3.5. Design or provide consumables and materials typically found in specified regions.
3.7.4 Sensory Atmospherics
The contractor shall provide sensory Atmospherics IAW SPEC paragraph 3.6. Design or provide scent and smoke generators and associated stimulus to replicate conditions that may be experienced and associated with threat indicators and warnings in theater.
3.7.5 Interior/Exterior Facades
The contractor shall provide atmospheric facades IAW SPEC paragraph 3.7. Design or provide interior/exterior facades that emulate indigenous buildings of the area of operations being replicated.
3.8 Services/Reviews
The contractor shall conduct a site visit with the Government within 30 days following award.
The contractor shall prepare and conduct planning conferences with the Government to finalize deliverables and the site-specific details according to the AOR(s) being replicated. The contractor shall conduct an IPC, and FPC prior to start of installation. The Government’s objective is for the conferences to be completed no later than 45 days for the IPC and 90 days FPC following award. The contractor shall prepare and submit presentation material IAW CDRL B001 Initial and Final Planning Conference Materials (DI-ADMIN-81373).
The contractor shall refer to Attachment 3 and Attachment 4 for the specific locations/buildings for each atmospheric (See paragraphs 3.7 through 3.8).
The contractor shall deliver, off-load, place, and install all Atmospherics as approved by the Government after the FPC. The contractor shall provide package, handling, shipping and transportation (PHS&T) for all Atmospherics IAW best commercial packaging practices to be provided at award.
The contractor shall dispose of any packaging, containers, and excess materials during installation IAW local instructions and Government approval.
The contractor shall conduct Government Final Inspection (GFI) for final acceptance and turnover of Atmospherics. The contractor shall perform examinations and testing to demonstrate that all performance specification requirements and other Government approved deliverable documentation have been satisfied. The contractor shall prepare and submit IAW CDRL A002 Final Inventory Report (DI-ILSS-81251) and CDRL E001 Operations and Maintenance Manual (MIL-M- 82376B).
