NOTE: The draft QASP is provided as a courtesy merely to provide an idea of what the Government must do to assure that the Contractor has performed in accordance with the requirements of the contract. The QASP will not become part of the contract and the Government will retain the discretion to assess Contractor performance via whatever methods it deems most appropriate.

SECTION L

SECTION L - INSTRUCTIONS, COND

L.1 GENERAL INSTRUCTIONS. The intent is to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) under the Authority of Federal Acquisition Regulation (FAR) Part 12 to an Offeror who represents the Best Value to the Government.

As prescribed by FAR 52.215-1, the Government may award on the basis of initial offers received without conducting discussions. Therefore, each proposal should contain the offeror’s best terms from a business and technical standpoint.

a. Offerors shall submit only one proposal in response to this solicitation.

b. A concise and comprehensive proposal is required. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. The proposal shall be complete and clear in all respects without the need for additional explanation or information.

c. Unnecessarily elaborate proposals beyond that sufficient to present a complete and effective proposal are not desired. Offerors shall confine their submission to essential matters, sufficient to define their offer, and provide an adequate basis for evaluation. Likewise, Offerors are cautioned against general, vague, or unsubstantiated statements which prevent or render difficult the Government’s evaluation of the proposal. Statements such as "we understand," "will comply," "standard procedures will be used" or "noted and understood" without supporting narrative to define compliance are generally insufficient responses. Moreover, the Government will generally not assume that an Offeror possesses a capability, understanding, or commitment that is not specifically delineated and supported in its respective proposal. A concise and comprehensive proposal is required.

d. In addition, any proposal that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and requirements of the program, may be rated as unacceptable. Proposals should not merely restate the RFP requirements and must contain a complete technical approach to meet the requirements of the PWS.

e. Offerors must carefully read, understand, and provide all the information requested in Section L. If there are questions concerning Section L, request clarification from the Contracting Officer in writing, in accordance with Section L.2. A proposal that fails in any respect to follow the instructions in Section L or to provide the data and information required in Section L may be deemed unacceptable for award.

f. Offerors shall provide pricing for all Contract Line Item Numbers (CLINs) set forth in this solicitation, except for the Travel CLINs

g. The Offeror shall not include classified material in any proposal section.

h. A ceiling on the number of pages in the proposal has been imposed, as indicated in the paragraphs below. In the event that an Offeror exceeds the maximum page limitations provided below, the Government will evaluate only the pages that comply with the maximum number prescribed (starting with page one and continuing until the maximum number is reached). The following will not be counted towards the proposal page limitations if they are not on the same page as the technical narrative: Title page, table of contents, acronym list, PWS requirements matrix (cross reference matrix), glossary, OCI mitigation plan.

i. Proposals shall be valid for a minimum of 180 calendar days from the date for receipt of proposals.

j. Proposals for the Marine Corps Communication Instructional Services shall be provided to the Government NOT LATER THAN 2:00 P.M, local time, Quantico, VA on 8 March 2022.

Submit proposals via email to teri.snyder@usmc.mil AND randall.jewett@usmc.mil with subject line “M67854-22-R-7904 – Support Services”, no later than 8 March 2022 by 2:00PM ET. Any proposal received after the aforementioned due date will be considered “late” and may not be considered by the Government.

It shall remain the responsibility of the company to ensure that your quotation will reach the aforementioned email address on or before the deadline. Please refer to Section M for the evaluation factors for award. In addition, Offerors shall submit a copy of the confirmation of receipt notification (e-mail) for verification of successful submission of VETS 4212 report for the prime contractor and any subcontractor with a proposed subcontract value estimated at $150,000 or more. If a contractor, for any reason, cannot produce a confirmation notification then they may contact the VETS-4212 Service Center to request a verification search to be performed.

The Government reserves the right not to answer all questions.

L.3 PROPOSAL FORMAT.

The Government advises prospective Offerors to read the terms and conditions and all other sections of the solicitation carefully. Proposals shall be prepared using “Times New Roman” 12 point font style on 8½ x 11 inch white paper. Tables and illustrations may use a reduced font not less than 10 point, which should be used for labeling or descriptive purposes. One page equals one side of a paper. Tables and illustrations containing technical narrative information with a reduced font (less than 12 point), exceeding ½ page, will be counted as two pages. Margins shall be no less than one (1) inch on all sides. All material submitted must be single spaced. Offerors shall ensure that each page provides identification of the submitting Offeror and solicitation number in the header or footer. All pages shall be numbered sequentially and labeled “Source Selection Information-See FAR 2.101 and 3.104.” Submissions cannot have attachments from the Cloud as the Government cannot open the documents due to Cybersecurity concerns. All Submissions shall be in Microsoft Office or Adobe Acrobat formats. Any submission that cannot be downloaded on the Government computer will be considered late.

Offerors shall submit proposals with technical and price volume in accordance with the table below.

Attachments not requested in the solicitation, may not be submitted to supplement the content designated below and will not likely be evaluated. The page limits for each section are designated in the following table:

L.4 PROPOSAL INSTRUCTIONS.

The following specific instructions are provided for the relevant portions of the proposal. The Technical and Price volumes shall be submitted as separate documents.

A. TECHNICAL VOLUME.

The Offeror shall provide a technical volume that meets or exceeds the requirements of this solicitation. The Offeror shall provide sufficient information in the technical volume to allow for an evaluation of the capabilities that the Offeror will provide to support the requirement.

Proposals will be evaluated by the information contained in the proposal, so the Offeror shall not assume that the Government evaluators possess any knowledge or familiarity with their company or the approach detailed in their proposal. The proposal shall focus upon the specific requirements in each factor.

Factor 1 - Technical Approach

The Offeror shall address their understanding and approach to meeting the PWS requirements. The Offeror shall provide a detailed and thorough approach that demonstrates the Offeror's capability to perform the requirements for

4.1 Instructional Services, 4.2 Curriculum Management and 4.3 Test Administration.

The Offeror shall provide a Quality Control Plan that articulates the Offeror's ability to execute the processes in a manner that ensures successful performance of the PWS. The Plan shall include the Offeror's ability to identify and prevent issues and ensures they will be corrected and not arise again in the future.

Staffing and Personnel:

The Offeror shall address their approach to staffing and personnel as it relates to instructional services, curriculum management and test administration, as outlined in the following PWS sections and the Course Description Matrix, specifically addressing sections:

4.1, Instructional Services, 4.2, Curriculum Management, 4.3, Test Administration.

The Offeror shall propose minimum labor qualifications for each task to be performed in the PWS, along with a detailed rationale supporting the proposed qualifications. The proposed qualifications will be incorporated into the contract and will serve as the minimum staffing qualification requirements for the PWS.

The Offeror shall provide current and valid certifications for the proposed instructors and test administrators, as required by the Course Description Matrix in Section J of the solicitation, and explain how certifications will be maintained at required levels during contract performance.

The Government does not want Offerors to identify specific individuals. Rather, the Government seeks to understand the roles individuals will fill, particularly for subject matter experts. Do not include resumes or names of individuals in any volume; Resumes are inappropriate and WILL NOT be reviewed.

Factor 2 - Past Performance: The Offeror shall provide past performance information.

For up to 3 Government contracts performing work similar to that addressed by the PWS and performed within the last 3 years, the Offeror shall provide a Past Performance Questionnaire (PPQ). The PPQ form is in Section J of the solicitation.

The Offeror shall send the PPQ to each of the Offeror’s Government Points of Contact (POCs) and track the completion and submission of the form to the Government by the deadline below.

Completed PPQs must be submitted via email to the Contract Specialist, at teri.snyder@usmc.mil, and the Contracting Officer, at randall.jewett@usmc.mil, directly from the Contractor’s POCs.

The Offeror shall provide a descriptive summary of each contract (up to 3) for which a PPQ was sent to a prior Government customer.

o The summaries provided shall not exceed one page each.

o Summaries shall address the following:

The relevance of the prior efforts to the requirements in this Solicitation, based on the degree of similarity between the two, in terms of size, scope and complexity;

The quality of the performance on the prior efforts; and Previous roles of the following, who will have significant involvement in the proposed effort:

o Personnel, o Teammates or o Subcontractors.

B. PRICE VOLUME.

Factor 3 – Price:

• The Offeror shall provide pricing for all Contract Line Item Numbers (CLINs) in Section B.

• For all line items (except Travel), the Offeror shall submit a price breakdown (showing estimated labor hours, categories, rates, material, HOLA/COLA etc.) associated with each priced line item. Each breakdown must sum to the price of the line item. See Pricing Exhibits in Section J.

L.5 INTENT TO INCORPORATE CONTRACTOR’S TECHNICAL VOLUME

All or part of the successful Offeror’s technical volume may be incorporated in any contract resulting from this solicitation; however, nothing contained in the successful Offeror’s technical volume —whether or not incorporated— shall constitute a waiver of any requirement of the solicitation or awarded contract. In the event of any conflict between the successful Offeror’s technical volume and any portion of the contract, the conflict shall be resolved in favor of the original requirement in the solicitation andcontract.
